I know what you mean, but books are pretty good at it. You just have to avoid getting cocky enough that the sheer weight of concentrated knowledge grants it sentience. Possibly avoid making it out of human faces as well.

After a bit of deliberation, you tell Anna that the majority of your focus is going to be on getting yourself back into shape and back up to speed with all of the changes to the world, but that you will still have some time to assist with state functions. You start this off by giving her a charge of rejuvenating energy and telling her that you will make regular trips for the rest of the council in order to help them feel more energized and productive. You can also help attend to particularly problematic hospital cases to better improve public health, particularly for babies and children.
While Anna is clearly a bit unnerved by your powers, she is also quite enthusiastic about the possibilities. She sets up a nice little disguise for you - you have to admit that you like the robe look - to better facilitate meeting with people. Of course, one of the first people you meet is your younger sister, Victoria, who is the Prime Minister of Green Owl, a position achieved primarily on the back of being the sort of person who can get shit done. Anna had shoved a significant amount of power regarding the economy onto Parliament in exchange for taking it off her hands during wartime, and Anna had made enough of a name for herself among the bureaucracy that she was eventually able to enter politics. She ran a tight, clean ship under her watch and was on her second term and into a major expansion of the economy. She had also been declared the heir fairly early on, but had won several challenges in general elections against the rest of the family already.
Still, when you first met, it wasn't as a potential challenger to her rule, but as two sisters separated by time meeting again. You had a feeling that these reunions were going to get exhausting right quick. Fortunately you had a cure for that!
It feels nice for just the three of you to sit in Anna's home - mansion really - and catch up on missed moments. You will get to meet their children - its a stab in the heart to hear both of these women older than your mother was when you last saw her talking about their grandchildren - later, once the security and everything can be worked out.
Eventually though Victoria turns things about in an all business manner and asks, "So I suppose I should switch from asking about things as your sister and instead ask about things as the Prime Minister to another member of Her Majesty's Cabinet... also, Anna, the Democrats are going to flip once it comes out that you've added another sister to the council."
Anna just shrugs from where she is lounging on a chair and says, "Milton can lick my taint for all I give a fuck. You turned the post-War reconstruction around so conclusively that you'll probably be PM until one of us dies. You keep the lights on and the people happy and my guns loaded. Not like I helped any."
Feeling a longstanding argument coming on, you interrupt and say, "Victoria, there is one thing I could use extra resources with. I mean, Anna will already be sending them my way, but I get the feeling that the one actually doing the paperwork would be you anyway."
"Guilty on that front," Anna replies self-deprecatingly.
"Well that will save time I suppose. What do you need?" Victoria asks with a roll of her eyes at her elder sister.
"I'm going to begin looking for other psychics. That means that I will need intelligence and police reports to help me track them down. I know that they will be mostly rumour and hearsay and slander, but those are the sorts of things that will help me track things down more effectively," you explain.
"Of course. I suppose that means that I should up the budget for anti-Dragon patrols," Victoria says musingly.
"Ha! That wouldn't hurt!" Anna replies gleefully.
Victoria stares at the Duchess before her and says dryly, "Yes, let's conflate a matter of national security where lives - including that of our sister - are on the line and the fact that you just really like shooting things."
"Hey, dad and grandpa were the proprietors of a hunting lodge community before Starfall. It must be in the blood," Anna fires back casually.
You just shake your head at that. It is also interesting to glimpse inside the heads of your sisters. Anna is... Anna is wild. Full of passion and fury, but she has moderated some of her worse characteristics even if she still runs too hot all the time. It can be seen on her face, how she has kept her scars because she thinks they make her look badass, including the white hair she has had since her thirties from abusing combat stims to keep going during the worst of the war. Victoria, while admittedly younger, has also aged much more gracefully, although she has some of the same signs of chronic overwork on her face and in her hair, in spite of the healing technologies available.
Her mind was also calm and placid and focused, unlike Anna. They were lucky they were family, both so that Anna had Victoria around to help rein her in, while Victoria was probably protected from being punched by virtue of being a relative. Mostly, anyway.
Eventually this little meeting between the three of you comes to an end, although you are sure that in the next few months you will be able to have many more. Rowena is off on a diplomatic assignment and should be rotated back in a few months, so you will probably get to meet your nieces and nephews and grand-nieces and nephews before you get to meet your youngest sister. For the first few months its mostly just meditation a daily grind of all the tasks on your plate.

The good news and bad news is that this individual is apparently strong enough to not just have a reputation but have a reputation of surviving alone in the forest. While the rumours from beyond Green Owl's direct territorial control refer to a 'Witch of Wildfire', the actual sightings by your military indicate an individual able to walk while outside in an unexpected firestorm that seemed to have a life of its own. After the community was forced inside by the fire there were supplies reported missing from a business that had its door torn off and half melted away.
So a pyromancer most likely. Lovely.
Also an active danger in that the psyker was wild and feral enough to essentially attack a settlement for supplies and yet strong enough to not die despite being alone in the woods where there are Eldar and dragons and the natural hazards.
You're going to have to deal with this individual, and quickly. You have a number of options available to you that range from dealing with the issue personally to asking Anna to send in the Ukkos to level the area when you get a confirmed location.

How fire resistant are we? Mirande is described as medically as being "metallized through and through" and looking like a cast iron statue come to life that would lead be to believe we have some sort of fire resistance. However if this witch is actually powerful enough to actually create localized firestorms and burn our metal trees we're obviously in danger as well.
So what are we looking at for fire resistance? Up to 500°C? 750°C? 1000°C? or nothing at all?

Actually, it could be a Telekinetic Pyromancer. Remember, it can't burn you if you grab it with your mind! Light something on fire to weaken it, then bend it in half with Telekinesis or throw it...with Telekinesis. In fact, I'd be willing to bet that that's how she deals with the dragons. Which is why I'm voting for just a squad of Jaegers: Anything larger is just another target to a high-level Pyromancer.
And I don't think she would actually need Biomancy for oxygen since everyone walks around in environmental suits anyway. Unless she's Warp Deadened, in which case we have a much larger problem.
