Hmm, I think it does. Assuming standard X-COM rules, while each operative get two actions, only one can be something else than "moving". Well, there are perks later that can circumvent that, but at this point, you probably cannot attempt two offensive actions.
Another thing worth noting is that capture attempts only start to have decent success rate when the target is reduced to 3HP or less. Now, the drone might have 3HP to begin with (I think they're usually between the 3-5HP range), but it's risky.
I'm playing sort of fast and loose with XCOM rules in some places where it'll make the quest more realistic. For example, you'll notice that S2 took a shot at 10035 and then immediately started suppressing her, which isn't all that different from going for Arc Thrower and then zapping a drone.
Don't worry too much about going over turn limits with your orders. If you input more than one turn's worth of orders before voting, then some alien actions will be mixed in between your actions, but it shouldn't interfere with your plans too much if at all; mostly just aliens moving to more favorable cover positions or firing at people they can see.
And wow, we've really lost a lot of players since the opening vote. I'm not sure whether it's opening post hype or the mechanical system or combat anxiety (people not wanting to fuck up and get anyone killed during a combat update), or maybe some combination of the above. If you're a lurker who voted earlier on but hasn't posted in a while, tell me what's making you reluctant so I can try to do something about it!
@HoratioVonBecker that action should be fine, just be aware that you're potentially putting both your esper abilities on cooldown.

For me, I just have too much on my hands to do things such as playing other quest, doing two simultaneous RPs, working on my own quest, doing another to be released quest... and free time. I got quite a lot. Also I think for others it's either they don't have as much time as me or they're panicking a lot.

And Riot vote means I don't vote at all. I can fuck everything up just by voting because all actions, including bad ones, happen. I certainly won't be around to countermand everything for up to several hours after posting.

There are others here, but they're not voting. Even when we already hashed out a plan before hand. *Shrug* And its not like there's another member or two in the squad waiting for orders.
Maybe after this vote, it'll be worth discussing the Riot voting system. I'm actually not very familiar with it, so I don't know what advantages it has, but it seems it scares people a bit.

It's kinda a relic of not moving to not trigger more packs too. But if I'm not getting flanked or something can't reasonably move to flank I just stay in cover.

"10034, take out that drone!" you yell at the MISAKA in front of you. You see an assault rifle being raised. "No, use your esper abilities! They'll be more effective."
The rifle hastily drops to the side, replaced by 10035's left hand. Sparks of electricity crackle down the MISAKA's arm until they spray out from the palm of her hand in a steady stream, crackling through the drone into the ground. The drone plunges to the ground, before exploding in a small spray of shrapnel.

"10032, move up and get another grenade in that room! Take out the one who's pinning down 10035!"
The squad leader vaults the car she previously sheltered behind, her rifle clutched in one hand while her other hand pulls a grenade from her belt. As she runs across the sidewalk, 10032 pulls the pin on the grenade with her teeth, before softball pitching the grenade over the counter into the rear of the bank. All of the camera views dip simultaneously as the explosion rocks the room; the gunfire raining down on 10035's position conspicuously stops.

"Now! 10035, take down that drone! 10033, cover her!" you yell, as the drone slowly advances in 10033's camera view. Just as it reaches the trash can and begins to turn to face 10035, 10035 leaps out from behind the trash can and grabs the drone in both hands, pumping what your dossiers said was over a million volts. The drone stops moving, and 10035 tosses it to the side, kneeling back down into cover.
You're distracted from 10035's announcement by the sound of a plasma pistol firing from inside the bank. All of the cameras stay in place, except for MISAKA 10034's, who plunges out of the tree, landing with a thump on the ground. Judging by the way the camera bounces away, you think 10034's goggles were dislodged by the fall.
"Unit 10034 heavily damaged but operational," the girl groans, sliding into position against the trunk of the tree.
"Three X-rays down," 10032 reports. "How should we proceed, commander?"
