The elephant in the room is that someone who absolutely knew about the Chambestrong deadman switch decided to go YOLO and started this exchange. It this possible that this someone was in a surviving faction (Junta or Cassalon?), therefore "accepting the fait accomply" is sorta rewarding this operation.

Citizen Council would 100% decide that this precedent would be step towards Daughters nuking them.

I do not like going with neither "sure mister Amaris, this was a brilliant plan, I invite you to Home and feel free to nuke someone there" nor with "as your Citizen Council we decided that to prevent terrorsts nuking Home we would declare the martial law and nuke Daughters preemptively"

I think we need a good plan to try and avoid both of these things.

Well there is also the free people that got mostly destroyed. This could be their last desperate attempt, try to kill the leadership, and the remaining leadership hit the big fat red button.

The entire situation is screwed and trying to find the original culprit is basically useless and shouldn't affect our decisions right now. What we need to do is figure out how to come out ahead of this, whether we think we can work with the junta or not, and if these negotiations devolve into war or not.
 
I'm also in favor of ignoring the council on this one. They simply do not have the clear picture of the situation in S'Taxu that we do. It is up to the clear-sighted cosmonauts of the HSWS to make the hard decisions and take the reins of fate.
 
[X] OPLAN: Slow Walk
-[X] Write-In: Perform back-alley negotiations/communications with the PMC. Expend diplomatic capital (such as forgiveness of incurred aid debt that might otherwise be called in) to convince them to commute the sentence (conditional on the individuals actually not being responsible for execution of UNTHINKBLE) of the three survivors to exile to Home space, on pain of death if they ever return to the S'taxu system in any capacity (they cannot transit through S'Taxu even as a passenger) and a complete release of all claims to rulership etc. Inform them that the HSWS and Home desire peace, stability, and good relations, but that some concessions will avoid ruffled feathers in the future and ease cooperation and economic recovery for S'Taxu-4 and the S'Taxu system.

Push hard on the 11-year old, who cannot truly be held responsible for the sins of their parents. Make it clear that the execution of an 11-year-old is likely to lead a breakdown in relations; no matter what crimes their family committed the people of Home - not just the Council - will consider it beyond the pale and point out it will likely lead to future aid relief (and sympathy) drying up, even if the government takes no official stance.

Inform the Council that we do not believe attempting to retrieve the Dynasts by force is conducive to the long-term security of Home or the Council and will stoke resentment in the S'Taxu system, regardless of whether the initial objective is achieved. Inform them we we will attempt negotiations and that we recommend using forgiveness of aid debt as a carrot. The HSWS not believe a war for the sake of the three remaining Dynasts will serve the security interests of Home and will in fact be detrimental; there vital mining and commerce activities to be undertaken here and in the "southern" reaches. Getting drawn into an extensive shooting war and occupation in S'Taxu will cost us much more in treasure and lives in the long run and draw focus away from potential commercial opportunities in the "south". If the Council wishes us to use force, that is the Council's perogative, but the HSWS does not think it prudent.

Make clear that we will not interfere with the trials of any adult Chambrestrong survivors, but that we require those trials be fair and impartial; offer all legal and diplomatic aid, including the work of our nascent SWS JAG corps, in arraigning and interrogating Dynasty personnel and leadership for trial.
-[X] Write-In: Provide continual Fleet Landing Forces deployment in peacekeeping and aid operations; FLF Rangers, our in-house SOF squadron, will be attached to search for remaining Dynast and Xyphoni high-value personnel who may have survived, such as the Lady Diana Mechtilde. I was gratified to make your acquaintance at the final briefing and acceptance of the Lancer MMV program into official service, and must say that our continuing correspondence has been refreshingly enjoyable. Additionally welcome was your official appointment as our counterintelligence liaison at the Warfare Office-we all feel safer already.

It's hell here. I volunteered to assist our Pathfinders in SAR efforts but all we find are bodies. Or shadows. The worst are the ones you can tell lived long enough for the rads and the ash to get them. Last week we found a fully stocked shelter, out in what's left of the Freedom-Unity faction's old headquarters dome. The people inside...they were like squid brought to the surface of the ocean-their ARS had just...cleaned them out.

We have Ranger teams searching for HVTs in the ruins; Dynast officers, Xyphoni civil leaders, a whole civilian airliner from Cassalon caught in the blast that swiped the Capital dome. No luck yet.

Whoever blew those Chambestrong fancy-pants is responsible for starting the nuclear exchange. We want the information that you've received, we want to know who send you that information. We want those who started this to be brought to justice. They are dangerous, and a threat to Home safety.
- As a recompense for you not informing Sakumo beforehand, we want the Chambestrong junior members handed to us. You do not trust our justice system? You should have extended the trust to us first, by notifying us that the possible nuclear event could take place on planet side.
Do not try to deny that you knew that the possible event would be extensive - you sent the biggest warship you have to planet.
- If you do not comply (primarily with the "bring actual perpetrators to justice" demand*), we are going to assume that it was PMC who bombed the Chambestrongs and started this exchange. Maybe this would not bring us to war, but we would threat you as dangerous actors who do not give a damn if nuclear devices are used against the cities."
*If the PMC would serioursly negotiate with us at this point, we could drop the demand to have the adult Chambestrongs sent to us. However, we still want the 11-year old.
[X] Seize the remaining Chamnbestrong space infrastructure, such as naval yards. Inform remaining Chambestrong servicemen, that if they want to survive the inevitable purges by new autorities on S'Taxu, they should cooperate with us. Have them seize for us the Capital City and anything that survived from Chambestrong infrastructure planetside. We are going to "safeguard" these as to protect the people from purges, until the true investigation is done.
If there would not be an investigation and no cooperation from PMC, we "soft annex" these cities and orbital infrastructure - naval stuff as a "recompense for aid", population centers as a "protectorate". Limit the cooperation with other S'Taxu factions to the absolute minumum, use the seized stuff to keep our connection to Heimdall going.
If there would be a satisfactory investigation, we still should keep Chambestrong naval stuff (first as "tool to service our navy and aid effort", later permanently as a "recompense").
[X] Early Warning and Fast Response Department (EWaFaR)
[X] Continue to negotiate with the Aslan. Have embassies open, have a "naval attachee and supporting staff" added to each embassy. At least part of "supporting staff" should be EWaFaR people. Hire a lot of SIS personnel to EWaFaR there.
- Map Aslan Tao's in the local Aslan Space, learn how many of them would want to expand to "our" space or likely to seek war for prestige or whatever (the Aslan seem to be casual about war).
- Hire Aslan as military advisors. Learn what tactics and strategies they prefer themselves.
- Inquire in a possibility to hire Aslan mercenaries - in a very bad scenario we may want to use them in S'Taxu as a force multiplier.
[X] Have embassies with naval attachees ant supporting staff open in all Xyri factions. Study the security situation there, how likely is the conflict in system.
[X] Have embassy and naval attachee and supporting staff open at Nova Refugio. Learn about people there - are they political dissidents? Religious dissidents? Send them some supplies on regular basis. If we are already sending, send more. Learn whatever they can tell us about Hermosa. Ease them to our presense.
[X] Continue to produce the Interstellar Cruiser block IIa and Frigates as possible (we can possibly lose the PMC yard space, we need to build smaller ships at the moment).
[X] Deploy more forces in S'Taxu. Have them hover around while we are doing diplomacy and take over the remaining Chambestrong stuff.


Our reputation is at stake - we were commited to keep the Chambestrong protected from PMC and to keep the planet protected from being nuked. Chambestrongs are either dead or seized by PMC who wants to execute them. Planet had being nuked.
At this point, if we fold, everyone (the pro-Chambestrongs, the anti-Chambestrongs) would think that we are fickle pussies that can talk but cannot be trusted to walk the walk, and our security is not worth the damn. Anyone could defy us, bomb our protegees and we would just watch meekly.

I'm willing to modify Slow Walk to more closely align with some of Shadow Marshal's ideas on retrieving the 11-year-old.
As heartless as it may sound I don't think we should jeopardize what little peace has been obtained trying to break out Dynasty members after the entirety of the system has begun calling for their blood. The best we can do is negotiate now and if that fails acknowledge that the Junta has gotten the upper hand on the control of S'Taxu for the moment.

We should also recognize that every action that's gone downhill with S'Taxu so far has been on the part of the Council and not us, we need to leverage with the Junta in honest terms (maybe even a bit dishonestly) how extensively the Home will want to collect on their investment in providing relief efforts for S'Taxu. Present ourselves to the Junta as the only people in their corner back on Home that doesn't want any paybacks or returns on investments, same as the Junta we just want peace and stability for Home.

TBF, the initial orbital bombardment was us, but we can't change that now. But I do believe that morally, we should at least try to stop a child from being executed. However, my plan relies entirely on negotiation and makes it clear to the Council that we do not want to go hot over this.
 
I like much of what Oplan Slow Walk is doing, but why are we not building frigates? They are supposed to be escorts to the larger ships, and are explicitly designed to do well against the Aslan fighters. So why build more large ships before we have escorts to support them?

Also, the Frigates are cheap and can do patrolling, which we absolutely should start do to cover for a small-scale Aslan raid.

They're in there, but I can bump them up the priority list.

As it is we're looking at an extreme budget crunch with everything we want to do - FLF transports, prototype carriers, etc.

I mean, if they are last in the priority list, they likely will not be built in significant numbers. I'd prefer to build at least 1 Frigate for each cruiser or MMV, especially if we expect a fight with the Aslan. The Frigate has more than twice the amount of PD than the MMV, per unit of tonnage.

Our orbital bombardment was a result of the council's support for the Dynasty, yes I'm intentionally blame shifting. Also yeah I agree on stopping the child murder, I was replying to the part saying you might add other avenues to the plan which I don't agree with. Also yes I like your plan on making it clear to the Council I think we should also make it as clear as possible to the Junta that we are the only ones not trying to get one over on them for our own profit.
