Look, we're all in agreement that this guy is scum, but it's been noted in the discord that Springfield still has the death penalty and he'll all but certainly get it for all this. I vote for letting the law handle him.

Is it even that likely to backfire? His martial score is, as noted, not incredible, and once captured he'll have basically zero allies to help break him out. And I suspect his intrigue score isn't that good judging by how unsubtle he seems. And honestly if Whiteman ends up being the best martial unit Burns can get his hands on I think I'd still call that a win.
