The closet they were in was small, only barely enough room for the two of them. There were nails sticking out of the door, clearly having been inches from them while it had been closed. Even the floor they were standing on was covered in dust and filth.
"Why!?" You sputtered. This place was clearly awful, but even by those standards that was such an evil, EVIL thing to do to kids you couldn't wrap your head around it.

Assuming it's the same guy, Mr Black was the camp director in the episode Kamp Krusty. That time he was running the camp as a sweatshop, which means it seems like he's decided he wants to graduate to big boy crimes.

Mr. Black does very little work, instead relying on the services of the school bullies Jimbo Jones, Dolph and Kearney to "crush their spirits", who run the "Kamp Krusty" with an iron fist.
