I think as we deal with the Heresies we are also going to need to work on softening the Federation's view towards aggressively converting everyone regardless of their preexisting religion (especially since the Star Child is a human racial God after all).

The Mashan are clearly stronger than the Federation yet also anti-Chaos.

Every entity that isn't Chaos in this galaxy is Anti-Chaos. Like being Anti-Chaos is like the bare minimum of sanity here. The problem with "Tuning down our converting" is that the Star Child straight up(thus far) is the only god who actively protects against the predations of Chaos by handing out immunities.

Honestly best bet there is co-opting other gods into a pantheonic "First among Equals" religion. And even then that's still pushing Star Child fairly heavily

Are they? I'm not entirely sure of that, or at least the information we have places their technology, if nothing else, at Low Imperial. Of course, we also haven't fought them so there's decent odds we're underestimating them, of course.

They're not as technologically advanced as us, but if you look at the map, they have 3 Fleets that are equal in strength to our entire navy. And we don't know what else they have in Subsector Johannes. Then again, if we REALLY wanted to we could pump out a crap ton of ships due to having two traits that help mass produce them, but until then we're gonna be treating them as equals.

626.M42 - The 621 Conference Begins
With the conclusion of the 621 Campaigns from all corners of every participant, from the Mashan Temple Authority, the Glimmering Federation itself, the Lamenters, and the Shipwright's Alliance, there comes, naturally, a lull in the fighting. At another time, with other factions and participants, this lull would be spent by the factions involved in paranoia and the re-armament of their navies and troops as eyes, sensors, and senses would be spent to see who would make the first move and re-start the shedding of blood.

This is not that time.

No, instead of paranoia and militaries drawing pointy arrows with troops and ships underneath neat timetables, delegations meet within a specially constructed building on the planet Prolurnis in the Weznicrrit System to decide the borders of Sub-Sector 621.

On one side, the stony delegations of the Mashan Temple Authority arrive from their spherical spaceships in long lines bearing standards and banners adorned with writings both sacred and whispering to the senses of those capable of channeling the powers of the Warp of the silent wards and protections against disease and tricks applied in thread and upon scrolls attached to the bodies of the Mashan themselves.

The Shipwright's Alliance descends upon the world and the meeting place with a procession of armed soldiers bearing their well-worn modified mining suits long ago turned into proper armor. Their marching delegation is bedecked not in finery but in the badges and honors of their offices and long decades of service to their people and cause.

In contrast, the Glimmering Federation has their shuttles of white wings and black accents descend in a roar unto the world, Humans, Kil'drabi, and even Yeeni disgorged in orderly ranks wearing ceremonial cloth and robes, priests walking alongside them with Techpriests humming their binharic cants to their left. At the same time, the ordinary clergy muttered prayers to their right, thuribles swinging with incense in regular intervals as an honor guard of power-armor-clad warriors of the Faith chosen for this task marched to the back of the procession.

And though there are, by technicality, two more factions involved, the Lamenters recused themselves on the grounds of being allied and honored members of the Glimmering Federation. At the same time, the people of Zetraneum did not possess the technological, political, and cultural sophistication, unity, and understanding to stand on any ground more advanced than 'Thanks For The Help, But Now Get Off Our Home.'

With that, and the delegations leaving behind their armed escorts, weapons, honor guards, and malicious intents 830 Steps from the Meeting Hall as agreed by all parties, the 621 Conference Begins.

-[] Terrore to the Mashan Temple Authority in exchange for promises as to the life/wellbeing of the humans and civilian and, with advanced notice, military pass-through rights.
-[] Split ownership of Weznicrrit, trade and communication, etc.
-[] Murrs to the Federation.
-[] Obviously keeping Yiff and Lefysan.
-[] Both sides have a right of passage through Zetraneum, but make it a sort of Protectorate/etc for the Federation?
-[] Generalized rights of civilian passage of ships guaranteed between their two powers. Possibility of trade deals, etc.
-[] Guarantee the right to life/existence all species/peoples regardless of location. IE, Temples don't get up to funny stuff with Avethread and Megoxura beyond what's required--by non-genocidal standards--to stamp out Chaos.

What Do You Want To Achieve?
To re-iterate my idea how we might be able to gain some systems (unless Mashan outdo us in raising the inhabitants):
My suggestion:
We argue that the planets should go to the worthy. And that worthiness is defined by the ability to take care of the planets & their populations.

Which means we each keep our planets in 621 for now and then build them up as well as we can for a few turns. Then the populations from the planets get a vote if they think their planets holders are the worthiest or if they would like their planet to be held by one of the other factions. (simple majority with the options being the Mashan, Shipwright, Glimmerin)

Additionally, to avoid people being scammed (by artificially raised living standards taken away once the votes are over) for the next 100 years the planets population can re-open above vote if 2/3 of a planets population votes for it.

A chance for us to punch above our weight, that makes sense for zealots with "increase living standards" among their goals to suggest.
Also something that would cause big E and his followers an aneurysm to just think about.

Goal 1, Not having to kill each other.
Goal 2, a normalized method for talking to each other.
Goal 3, Trade?

Anything past that is probably just icing on the cake.

I'm thinking...

[ ] Plan: Minimal Border Gore
-[ ] The Glimmering Federation is keeping Lethysan, Terrore, Yivv, and will guarantee the independence of Zetraneum. We have no particular interest in 621 beyond ensuring that our borders don't start pouring Chaos or some other problem out when we still have a bucket-load of other Concerns to be worried about elsewhere.
-[ ] The Glimmering Federation would prefer for Weznicritt to be relative neutral ground, it's the ideal system being at the junction between all three of the powers with an interest in Sub-Sector 621, and having it be the major port of call to organize any hypothetical future trade interests or future talks would limit border friction.
-[ ] The Glimmering Federation will not contest Mashan authority over the northern section of 621, so long as they're willing to concede Weznicritt as neutral ground.
-[ ] The Glimmering Federation doesn't really have an opinion on Kalikrax, but also thinks it's a little logistically awkward for most of the powers involved, especially with Weznicritt as neutral ground. The Shipwright's Alliance has done well keeping Chaos from spilling out into K'ali A'shi in significant numbers, perhaps cede it to them as a token of our thanks? It should be easier for them to connect to it, as their center of power is likely closer to this place.
-[ ] Above and beyond this, the Glimmering Federation would just like 621 to stop spitting out existential problems. Please. We've had our fill of interstellar wars for at least a century and now that Chaos seems to have been broken as a major power in this part of space, we'd like a chance to to catch our breath and maybe have some discussion with other adults who aren't going to start screaming at us for heresy for not violently oppressing our own people or trying to slit our throats to appease foul gods. Some degree of NAP and a promise to continue talks in the future between the three parties involved is the ideal.
