My own perspective is leery of the all-in focus. First, I'm not sure if a single Testbed Heavy Cruiser is actually going to change the path of this war even if it is completed in time.
Second, we've basically never had more than, like, 2-4 turns of comparative peace, so I sorta feel as if we just do all ship designs/military stuff, all the time when there's a conflict with the promise/vision of SURELY doing other things when we have peace... we'll actually just not do them at all. All plans, as a result of pre-locked actions, spend a dice on vital strategic/military stuff, and the winning plan last turn spent all three dice on military actions, two of them locked in and one of them chosen.
It's not that I don't think that there are ways we could be more prepared for the challenges we will face, so much as I'm not sure how an investment on getting a Heavy Cruiser in twenty years will really help with the problem we're facing now, which is so immediate that I'm not sure if even a Light Cruiser would get done in time for the first big shock of it.
On reflection "Other Psykana" might not be the best possible alternative, but there's also not actually another Psykana focused alternative (for the single AP that people are actually debating) that has even remotely enough votes to matter.
