Of all the downsides of the available choices, owing a favor to one of the most important factions it is in our interests to be on good terms with is the least egregious.
 
If we get a large enogh pool of Librarians, we should be able to train them ourselves, right?
And what do we do with psykers amongst our serfs and planetary population?
Civilian psykers get picked up by the Black Ships and the Schola Pyschana. You´ll be able to train your own Librarians when this guy completes training and return to the chapter.
Quick question @ThunderOwl , but do we know the rating of our psyker neophyte yet? Or will that be established later?

Honestly, I'd prefer either sending the recruit to Deathwatch to get some extreme training or wait a turn, make contact with a nearby chapter, and send him to them. But I think for now Deathwatch will do, I'm rather hesitant to send our first psyker to an Inquisitor who might have ulterior motives.

Asking the deathwatch is the best option in my opinion. We have to remember that this Psyker if he survives will most likely be our chief librarian. We can't have such a person being of questionable loyalty to the chapter when their in charge of the training and management of all things psyker within the chapter, that's just a disaster waiting to happen in my eyes.

Better to let the Deathwatch have a favor on us they can call on in a few decades time than that. And it's not like they'll call said favor immediately giving us time to gain experience for our marines and fix up there lackluster training.

It'd be funny if the Librarian the Deathwatch brings up to train our Neophyte belongs to the Raven Guard or one of their successors. Also little fact I liked about the update, our Chapter Master Defending the Sons of Vulkan from some mockery from the younger ones, considering the history of Curze and Vulkan, i found that nice to see.

Aiding Blazing Wardens for being understrength. (Salamander Successor)

Bridging ties with the Angels Crusader. (Dark Angels Successor).

Now we just need an Ultramarine successor to be in good relationship with to break this cycle of hatred from our Genesires.
 
Um, question @ThunderOwl ? For deployment and experience gains, how do those factors into the average and notable marines for exp? Does it count in addition to any training we put them under, or does it basically count as scratch for them, so it needs to be done all over again, but in real firefights?

Okay, so for example in Weapons skill your now 3 and have 75/400, to get a 4. to that you add the 30 exp your marines got for deployment experience, so in total you have 105/400 progress to weapon skill level 4.

If we could have gotten a psyker next turn instead I would have wanted the Blazing Wardens to train him due to being more local, but I don't want to risk a disaster by waiting, and I want the very best instruction for him. So Deathwatch it is.

I´ve somehow overlooked this on the first read. That means that there is a genuine chance that there is some archeotech to find on Luctus. But it also means that the AdMech doesn´t rule this chance as high, or they would have sent more Explorators.

How do people feel about the sector governer? We might be able to seriously help him out but it sounds like he's not really in a position to pay us back immediately and might never be.

He's a skilled adept of Obfuscating Hedonism, ambitious and opposed to a disliked Inquisitor. He also seems kinda nice, although a Planetary Governor that is not nice to Space Marines usually becomes Cemetary Governor in short order, so can't be sure there. On the whole, I see no reason not to support him, if only because the stronger his position, the less squabbling politicians will get added to our list of People To Affably Threaten Into Compliance.
