With the other groups, it's pretty easy to see what I'm liking at represents; it's how bought into the concept they are, usually because of how much they think they personally stand to gain from it. For the MoI it's harder to gauge. What a positive view of the project stands for. Does it just mean that they are somewhat trustworthy and willing to give a little bit of the benefit of the doubt? Does it mean that they also think that they can improve their station by being part of this? Is it just the numerical margin by which they decided not to shut everything down?

An interesting set of questions. One thing I noticed, at least in the last couple of arcs, is that increased MoI Favor or prevention of loss, has come out like this:

The key lines here are bolded.

One of the important things to remember, is what Xin told us about Cao Chun's, and more broadly the Ministry of Integrity's means of opposition. He, and they can't legally shut things down, but they can put enough pressure on the Emerald Seas nobility that they could withdraw their support, and thus push the Duchess to cut her losses.

Now, in the first arc, while Cao Chun is not truly a supporter of our project, he showed he was professional enough to admit this could actually work. However, if Jin Tae is any example, there are plenty of others who are not so nuanced.

Therefore it seems like, at least in part, MoI Favorability represents how much Cao Chun is willing to squelch internal pushback regarding the summit and our decisions. A positive score means... well, how clearly they are not disapproving.

Remember that the MoI is going to be supplying judges.

I expect at zero favorability, which judges they send will be all about MoI politics - trading favors, that kind of thing. Given we don't have much to offer the MoI and that the people who oppose our embassy do, this isn't great, but they'd still need to be paid in some way to work against us; there's just an unfortunate number of people willing to do the paying.

With negative favor, the MoI actively put increasing amounts of effort into supplying damaging judges and looking for ways to sabotage the embassy. Not necessarily enough to kill things, given the MoI has a reputation to preserve and so what they'll be willing to do is limited, but they'll be a source of trouble.

With positive favor, the MoI puts more effort into actually being impartial, and maybe finds ways to smooth over problems without us having to deal with them. We might end up with a tab, but that also means the MoI looking for things we can do for them.

This is a huge victory going forward at the cost of a hit to MoI favorability.

That does not sound like something that the GLORIOUS REVOLUTION MOM would do.
In fact, it sounds like the direct opposite of it.

If this was Actually Her Project, perhaps, but this is CRX's own Sink Or Swim project and if CRX upsets the MOI enough that they start exerting that kind of pressure, I'm pretty sure Shenhua will consider that officially "Sinking."
