What do people think net MoI favorability at the end of the summit would mean? With the other groups, it's pretty easy to see what I'm liking at represents; it's how bought into the concept they are, usually because of how much they think they personally stand to gain from it. For the MoI it's harder to gauge. What a positive view of the project stands for. Does it just mean that they are somewhat trustworthy and willing to give a little bit of the benefit of the doubt? Does it mean that they also think that they can improve their station by being part of this? Is it just the numerical margin by which they decided not to shut everything down?
An interesting set of questions. One thing I noticed, at least in the last couple of arcs, is that increased MoI Favor or prevention of loss, has come out like this:
"Hmph, I understand why that miserable coward Jiao had his attention on you. Better I suppose that you took service under the Cai. Better headaches than waste. It is correct that I do not have the authority to gainsay the clans here. You have at least, by now convinced me that you have dedication to the Empire in your own way. I will handle any elements that wish to complain too loudly of this."
"That is true," Cao Chun allowed. "I will examine this and investigations will continue… it is too early for accusations, and I acknowledge that making them would badly disrupt your operation here and now. Haste would be untoward. I will control any of my subordinates which think otherwise"
The key lines here are bolded.
One of the important things to remember, is what Xin told us about Cao Chun's, and more broadly the Ministry of Integrity's means of opposition. He, and they can't legally shut things down, but they can put enough pressure on the Emerald Seas nobility that they could withdraw their support, and thus push the Duchess to cut her losses.
Now, in the first arc, while Cao Chun is not truly a supporter of our project, he showed he was professional enough to admit this could actually work. However, if Jin Tae is any example, there are plenty of others who are not so nuanced.
Therefore it seems like, at least in part, MoI Favorability represents how much Cao Chun is willing to squelch internal pushback regarding the summit and our decisions. A positive score means... well, how clearly they are
not disapproving.
