Just an note - I dislike both of these options. First one abrogates the responsility, and the second one dismisses their concerns as unimportant. They have an important job to do.

Work out how to best utilize your time for the benefit of all, such as having prepared briefings for when you arrive. Explain your strengths, like personal leadership skills, Charisma, and ability to persuade people, and your weaknesses, like current inexperience with large scale politics and laws of the Courts.

Seems to me we should do a few things here.

Might as well make a good impression by handling the last thing on the agenda before getting into the rest. It lets us show that we aren't a useless tyrant.

Ask if they know why the spirit changed their tolls, then volunteer to go talk with them about it soon. In this place the old spirits should know us, and if they don't lord of the land gives us substantial power to use against them at need.

Then get into everything else. It's probably best to start with an explanation of the rest of the universe, because we want them to have context for anything we say about Molly.

Following that we've got to decide how to present the situation. Molly is a teenager, but she's also an infernal exalt. Presenting her as a kid just doing her best isn't the whole story.

We should tell the truth, but not deliberately undermine ourselves. Maybe emphasize that the whole world was just born from the perspective of the outer universe and is part of Molly's soul-body?

That's only loosely part of their theology, but their goddess being a veritable newborn would be easier to swallow if it's presented like that instead of as coincidence due to a random teenager making a deal with an amnesiac demon.
 
We definitely should try to handle the spirit issue. It demonstrates that we actually contribute something substantial not just as a symbol for the masses, but as an actual ruler.

I agree that we should tell them that Molly won't be able to be there all the time and also why, and this basically has to lead to explanations about wider cosmology. But also that she is able and willing to take her responsibilities seriously, and helping with the Wyrms would be a good first step

Yeah, hopefully it's just them being greedy and we can talk them out of it. Might be more involved if they have an actual purpose to it, like deciding to bud off new spirits or something.

@DragonParadox did Molly's data dump on the FCF only include the common knowledge of the mortal inhabitants, or did something from the spirit side also make it in? Knowing more about how these particular spirits work seems like it'd be useful here.

Underwyrms are the guardian spirits of the Wyrm-lines the transport tunnels, they guard the junctions from cave-ins water infiltration and most importantly things that tunnel in from the Labyrinth, the problem with this particular bunch is that they have been paid in life-force per cargo transfer and their route has suddenly become a lot more popular due to a shift in trade patterns between the City of Journeys and the City of Endings, but finding enough people to make a sacrifice of life would be uneconomical so the cities in question tried to renegotiate the contract, the underwyrms do not want to and so the Five are considering just getting rid of them. Robots should work just as well.

Hmm, I guessed it's more involved. I guess we could work out other forms of payment, or have their forces supplemented with robots subordinate to spirits. Lesser workload and the payment remains the same.
 
Can we avoid AP hell please? We don't need to win these people's loyalty. I say we set the record straight.

Our role is a bridge between this world and the new creation. Our authority is on matters of state, of setting broad policy as we move in new directions. This council remains vital.

@DragonParadox, apologies if this has already been asked and answered, but how easily can we communicate with the FCF, and vice versa, when we are on Earth?

Just because we can technically spend 5 days here at a time does not mean we can regularly do so. The FCF has its shit together, it's stable and well-managed in our absence. Earth, on the other hand, is a fucking mess. Every hour we spend out of communication with Chicago is another opportunity for something to go wrong, either with our people, our holdings, our family, or just the city in general. This time it's even worse, because both Harry and Michael are also here with us, though that shouldn't be a common occurrence.

While spending days at a time in the FCF, or even a day or two a week, could be a burden on our time (and our precious AP), a short nightly cross-realm teleconference would be much more manageable. If that's not an option, even receiving daily briefings via tablet would be helpful so that we would be properly informed when we do pop in as time permits.

As of right now you cannot the only way past the barrier is for Molly to open it though ritual meditation, automatic means of communication may be developed by developing the needed magi-tech or buying up prayer eating to the needed level.
