That makes it acceptable. I'm guessing that in the hell's reflection of us as it forms that the rebels would at this point represent the nightmares, trauma, self-loathing over the use of mind control, and just any dissatisfaction with herself as a person in general. That would make them make sense from the story perspective. Also, always good to have someone willing to question you. Never surround yourself exclusively with yes men.Just to make things clear if you take resistance movement in the forms of the tribes holding the prison or anything else you can use diplomacy to solve the problem eventually. Similarly like your hell can fall in loyalty if you are a bad enough ruler to them.
