3HI, 1 Orbital, 2 Mil

Overall knocking out some plan goals which will leave us more free moving forward.

Right so some revised thoughts- 1 dice on postwar housing as we dont want to rush that, instead doing one phase over 2 turns allows us to move all the pop into HQ (+2 from arcology department and +3 from the refits), we also have the ability and funds to finish suborbital so knock that out, and for the last dice start working on YZ fortress towns to solidfy our borders and open up GZ harvesting if we want to pursue that as a low income and YZ mit source in the future.

For HI- finish phase 5 of the alloy and knock out a phase of new fusion plants which covers energy expenditure this turn and means we keep a reserve of energy in case we shift dice or have demand spikes in the future and also means we are not going to run into issues with taking 1st gen plants offline.

For LCI finish Reykjavik and start on Bergen since we have the funding for it, Reykjavik is a plan goal and a nice boost of cap goods and energy.

Agri- working on getting at least 1 phase of reforest prep done before elections, we have a small chance to finish it this turn, either way this sets us up well to try and finish the goal to have 2 phases done by the end of next year which means we are not leaving a plan goal to the last minute like the last 4 year plan. Also work on lab meat rollout.

Tib- 1 dice on border offensive to avoid stressing zocom while also progressing a plan goal, 2 dice to work on the refit plan goal (which we have 10 turns to get 6 phases down so lets roll that out over time), plus each phase improves our STU production. Finish the 2 Tib inhibitor deployment, keep coordinated abatement rolling and do the project to get us more STU to play with

Orbital- We need both stations done to unlock followup stations and so full speed ahead to make sure we do not miss the plan goal, which we are getting close to halfway through the plan and are less than 25% done with the goal.

Services- Finish a plan goal and work on a labor improvement, and start on a library project.

Mil- Try and knock out phase 4 of SADN, make a push on the Orca (plan goal) both of which are plan goals, do the last steel talon plan goal and also try and knock out the MARV project because thanks to tib we can get STU from MARVs so I anticipate some heavy MARV investment in the coming years so I want that project done first

Bureau- Making two promises we can keep, swapping to 2d50 and putting an AA die on starting some hospitals in space

My plan has a 90% or higher chance of getting the last phase of alloys that affects the array done.

The reason I'm not working on the glacier mines is because I'm worried about ZOCOM overstrain. If you don't think that's a relevant concern, I can see why you'd prefer a plan that has them.
 
I wonder why Kane wasn't able to develop a liquid tiberum bomb using a teller-ulam thermonuclear device. What is it about an Ion Cannon blast that makes it unique to being compressed by a bomb-pumped Styrofoam plasma?

Or maybe it was possible, and that's what the LQ bomb Director Boyle developed had utilized.

The hope here is that we're investing in something that's likely to bear fruit 15-20 years from now or some such, when we operate under different constraints and in a different context. But that tech won't get developed if we don't push it; the sheer scale and costs involved make it obvious that this won't happen without major Treasury funding to the tone of a "moonshot," "at least a few percent of GDP" expenditure of civilizational effort.
 
I have zero compunctions about dropping 4 dice on Portals - in one turn, even! - I just want to get Alloys done more. Hence, my plans :)
 
I'm opposed to portals generally, but that's more of a meta thing. It's a really boring way to get around. But as far as something that could be made useful, they're obviously good. But they're not 400R in one turn good, especially if the payoff is a theoretical 15-20 years away. They can wait a turn. Heck, Simon putting 1 die on them is fine, I just want the Alloys up to phase 5 done first.
 
One major thing that makes me want to destroy all traces of the portals and not invest a single turn in them is that they threaten our greatest advantage over NOD and if we restore one and the knowledge of how to do it or god forbid the knowledge of how to do portals with human tech leaks, and it would eventually, we lose all orbital and defensive depth we have acquired due to the fact that NOD can not just bomb any of our facilities, space stations or other critical nodes but NOD would most importantly be able to escape the earth and become a truly untraceable or containable threat.

They could set up bases on any planet in the system or even hollow out asteroids in the belt and start launching them at us, god forbid if they pull a Marco Inaros and start attaching stealth coatings and shielding to asteroids and micro meteorites.

The portals might help us streamline logistics in setting up off world or high orbit production but the risks of it falling into enemy hands far out weigh the benefits i feel.

I mean I'm not trying to sound like a dick but if people invest into portals why would we do any defensive focuses going forward or invest into navy or anything else like that which is mainly slow or static in nature, because it has to be assumed that as soon as we get portals NOD does too. To do any defensive options taken, all the work on strategic area defenses, walls, military bastions, orbital nuclear caches, land based nuclear caches, satellite weapons, etc would become useless as NOD would be able to take them out in wave one without even having to put forward effort of using stealth strike teams or large scale offensives. It'd just become a game of build portal facility, send bombs through to destroy cities and infrastructure or maybe strike teams through to find intel on enemy portal facility, bomb portal facility, have portal facility bombed, repeat

Eh. They'd have to get out of orbit first, and then bring enough material and skilled personnel to build it, and before that have done their very expensive prototyping without us finding and destroying it even though an intermediate step is to do it in geosynchronous orbit, etc.

This is not an easy technology to steal or implement, and even harder to do so in a way that removes our control of the orbitals. It'll probably be fine.

Anyways, throwing an approval vote at Shadows' plan with the fun HI stuff.

My First ever plan - Essentially slightly modified Alloyed Portals plan from Derpmind.
Plan essentially sacrifices Suborbital Shuttles and any real chance of Completing portals, but puts 5 Dice on Alloys and 3 Dice for SADN.
NovaHawk dev is there to keep all Mil Dice activated.
