I can see the eventual usefulness of MiS, but I have to admit that it doesnt really seem like it will be very effective in the short-term.
Although there are some potential low hanging Whampire fruit lurking in Undertown for us to it on relatively soon, I question the quality of minions that will generate for us. Even with their Hunger placated, they're still going to suffer from whatever psychological and physical maladies they've incurred from resisting the Hunger for years, plus the cumulative effects of sewer life.
How would using MiS on one of those unfortunate Whampires be any different than finding some random drug-addled and severely PTSD-afflicted combat veteran whose been living on the streets for a decade then magically removing their addictions? They are not going to suddenly return to their physical and mental prime, ready to kick ass and take names. No, they're going to be a physical and mental wreck that would likely require years of therapy to even come close to restoring their mind and body.
Whampires have the advantage of being able to heal wounds at supernatural speeds, but that's only when burning the life force they've stolen using their Hunger. Our potential Whampire CHUDs are only even in their wretched state and suitable for MiS recruitment because they refused to feed the Hunger.
