Traders will definitely ree. It's no go.

A loan would work since will we gain income for the interest and traders will have less of a leg to stand on since it's in the interest of the kingdom.

I am going more for narrative effects here.
A trade deal, even unfavorable one, means more contact between our policies, merchants and guilds who depend on new goods. Such ties do make it harder to go to war.
This said, it will anger the peacocks, but I think also weaken them.
 
On the other hand a trade deal with the Amber Road may make the traders happy, because opening their markets means more barge traffic.

And I would consider a combo loan/trade deal to the Khem at the same time. They get a net treasury at no cost, we get potentially 2 opinion with them. They have next to no reason to say no.

I don't agree with this logic as the traders are a split between Peahens and Peacocks with a lean towards the latter. Antagonising them is more likely to push them towards the Peacocks and therefore strengthen the Peacocks on top of giving the Peacocks a valid talking point about the Peahen king.

That analysis was made before the Khem announced the canal. Traders are moving towards Peacock now.

Okay, I want to put our Authority on a 1 Year long action so we should have both available for next year to do the Math Reform so I'm sticking it on a Survey action (I don't care which province). Beyond that, giving the Sacred Warding to Western Wall and furthering our Alliance with Amber Road so we can forgive their loan for the Opinion. The final Influence is going towards figuring out the internal politics of the Khem action since the Banner Company doesn't give Influence anymore and I would rather not strengthen the Peacocks right now. The personal action is going to be stress reduction.
 
At what point could we start a project to help the merchants get sailing ships in response to the canal?
Not the same merchants, so it wouldn't help. The problem is these are the people who move stuff around within Ymar. We can't do without them or our economy grinds to a halt and people starve.

And the canal hurts those specific people who made lots of money moving goods from one shore to the other by barge. Helping navel traders doesn't fix the problem.

I want to focus on reaching out to the Rus while our actions towards them are in recent memory. Balthazar personally helping should go a long way to convincing the tribes of our sincerity. Using our authority on building ties will guarantee the best possible result with the Rus, though it does also mean we'll have to wait at least two more years to do the Math Reform with two influence. I also want to survey the Core in the hopes of discovering our ancient canal, as well as it being a 1 year action.
