Tiberium is self explanatory, its our mandate after all- but it seems like we have the food supply it's just unable to be brought to those who need it. Likewise, the power grid as opposed to power generation should probably fall in the infrastructure category.

Any portion of the GNP we take is GNP that's not going to other projects like properly demobilizing the military, or funding military reclamation efforts like ZOCOM.

I would tend to agree. I'd like to go 40% but I think we need 1-2 turns of (hopefully) success before we push for that. If we can show that our projects have success and merit, there should be more political will to send more resources our way.

And while I'd like to focus on the food issues more specifically, I think infrastructure helps with that, because better electrical grids means better cold storage and the like. We have to lay a foundation before we can build up.
 
I mean, 40% has a massive cost in political support and there almost certainly going to be ways to spend it that make our job easier. Like demanding captured Nod research/scientists, to liaising with the Forgotten. Especially since our biggest penalty is that we don't regain political support that readily.

Spending the majority of it when we don't know what exactly we have to work with seems risky and premature.
 
Keep in mind, this plan should have some options to recover more resources for our use during the course of it. We're picking a budget while GDI's economy is on fire. As we put out fires, some of those economic assets we recover are going to be available for our use.

The next 4 year plan is probably where there won't be as many low hanging fruit to recover, and might be when we want to double down on a larger budget. Because we'll have a better idea of what we need and what our political support is worth.
 
But right now the world is devastated. Every bit of resources spent on saving infrastructure, land and assets right now helps us in the long run. Though I agree that the more extreme options are not worth the loss of public opinion.

Actually, do we know what the main cause of the starvation we are facing right now is? Is it a matter of us simply not producing enough food, or are we producing enough and it just can't get to where it needs to go?
You don't. You know that there are some areas that are massively overproducing and can't get it going because transport links, but at the moment most of the information gathering systems that the planned parts of your economy relies on have been either Scrin'd, Brotherhooded, or GDI'd.

I believe our short term goals should be to stabilize the agriculture sector and rebuild the infrastructure lost to the Nod offensives and the Scrin invasion. Until we recover from the 3TW our highest priority should be to stem further loss of life form inadequate infrastructure and food production and distribution.

My dear colleagues, to be frank, the outlook on our futures is grim. The alien invaders and Nod alike have decimated our homes, the blue zones. In many places basic amenities like water and electricity are no longer available. Tiberium spreads uncontrollably not just in blue zones but everywhere on the planet. The last war has brought close to the edge of defeat and it's only thanks to our troops that we have managed it back, away from our imminent fall.

Make no mistake however, the cliff we are standing on is brittle. If we do not act now all the lives lost will be for nothing. We need to minimize our losses, protect all the assets we can and salvage as many of those we can't. In specific terms this means get power and water back whereever possible, repair the roads, railways and harbors to make sure supplies can be transported where they are needed. The last war was one that had been fought with guns and tanks and bombs, but the one we will be fighting in the next few years will be fought by administrators and construction workers. We should do our best to support them.

Before you on the table is a suggestion for a four year plan with the exact specifications. A focus on Tiberium and Infrastructure with a 25% GNP commitment. While some of you may say that the public may dislike this, let me tell you this. I'd rather endure the press and public attention right now than let them tear me apart a few years down the line because their homes have been destroyed by the green menace. The current situation will require sacrifice, for all of us.

I think with the low hanging fruit we will have initially available should off set the political cost, and while we have no idea what options we can take, underspending at this moment will be far worse then overspending.
