Yes, 1 Turn is 6 months and Relay 314 will be opened in 5 years. Every 2 years you can see the stuff you produced to buy more army or other tech. Once the Turians invade, we go to Phase 2 where you have to survive the invasion with build up. Quest Ends when you surrender or the Turians get pushed out of Shanxi.
 
I don't suppose there is an option to sabotage the survey ship or 'misplace' its fuel supply requisition papers for a year?

Nope, that is handled by GDI Navy. The survey ship will have a Patrol Fleet of a Cruiser, 10 Frigates, and 2 Destroyers. So they will put up a hell of a fight.
 
Again every look at these assumptions. Feel free to debate them (to a reasonable degree please).
Also:
The attack will be non-trivial.
We can't simply knock out the incoming attack.
Since GDI does not know about the incoming attack(at least fast enough to rapidly respond + reinforce us in time for the attack), our defenses (in system and orbital) will be unable to repel /significantly degrade said attack enough to prevent multiple serious landings.
We'll need to be ready for an massive amount of attackers.
The enemy commander will be willing to take losses to attack us.
Put another way: The QM will compensate to a degree and the attack will be serious.
We are not able to significantly increase/bulk up the orbital defenses.
We ight be able to add more kill-sats and stuff but do not rely on having orbital and aerial supremacy.
I am assuming that the phrase "The bomber will always get through" to be true and applies to the landings. We can contest the landings strongly but the enemy will be able to land some of their forces.
We will get a massive amount of attacker incoming on the invasion sites.
The enemy will at least have partial orbital and air supremacy (air supremacy temporarily at least) and will counter fire on our anti-orbital and air assets (whether from space or on planet assets is not included here).
We can contest the initial phases but not knock out the enemy.
We may not get warning of the attack quickly.
While we the questers know what will happen, the characters we are controlling do not. Therefore, some obvious actions will not be available or be taken (eg reinforcing the system's defenses past the current level).

Also, note the current GDI space doctrine.

The Exploration command is likely to rebuff the first attacks, however, the Turians in their great (this is sarcasm) wisdom will likely just assemble even more ships into a invasion force, likely overwhelming the Exploration command's assets locally and Interstitial command. Home command/fleet will take time to mobilize and rescue us, meaning that we will have to at the minimum hold out. FUN!

also, since I had freetime I decided to (re)read C&C lore, and uhh I may have found a discrepancy Future tech is a RA 3 only faction, they do not show up in any other situation. G-tech prob would take their place but they are a part of GDI, I guess GloboTech might take their place but that would mean stuff from Twisted Insurrection which would be non cannon.
 
So in my eyes we need to purchase stealth tech as soon as possible and start putting stealthed satellites up for our defenses. We just focus on information gathering to locate high value targets and then spend our stealthed attack sats in killing commanders and command ships and the like with the lasers they put out.

I'm surprised so many people are voting Valley mainly because it has one glaring weakness which is food production. While most of the other disadvantages for both the coast and the valley have one or two techs or plans that fix them there is no real miracle tech that can boost our food production significantly enough to weather extended warfare and or a bad harvest which would be the death of us.
