First, we need to throw a bone to the Khem, since they're otherwise almost certainly going to go down to 3-4 Opinion next year, and this may remove options to raise it in future. This almost certainly involves Against Cholera, Khem.
Second, everyone should Deploy Banner Companies to guard Txolla (since they're not going to be doing anything special this year--and possibly not next year either).
Amber Road Sacred Warding should be fixed, and Hung Sacred Warding should be started, say within the next turn or two. But, probably only once we've started appeasing the Revaunchists through our main actions.

(If not, I'm going to replace the least certain Infiltrate Stymyr with Found Banner Company and put Authority on Against Cholera, Khem.)
(This isn't exactly the best time for a Found Banner Company, effectively losing 0.5 income on tax year 1610 to satisfy the Revaunchists. If you want to risk not doing so, that's also a plan.)

*The monsoon sea trade to Kus has been shipping high value goods in relatively small volumes, not vast amounts of staple foods. In normal times the extra thousand kilometers across oceanic seas compared to Saffron sea trade makes the latter unprofitable. We and Khem both sell food to the not!Arabs but they're a tiny market close by. The fleet of big ships that let Khem be a big grain exporter are on the Saffron sea.
Assuming wind conditions are the same, 30 days seem like nothing to me. Actually, the wind map shows that the Monsoon Sea should actually be great if we sail in the winter, cutting down transit of time to Kus, which is all that matters.
It depends on the timing of the harvest compared to when we actually ship the grains.

Unless we desire to start making moves against Western Wall instead Styrmyr this turn, we will have to due to the time constraints on retaking Thunder Plateau. It might not be a good idea to go for Thunder Plateau first and honestly, I want to retake Western Wall before we go after the Black Sheep. Unfortunately, the time limits on retaking Thunder Plateau means that waiting until after retake Western Wall is a worse idea than trying to take Thunder Plateau before Western Wall.
I thonk the plan is Greenshore and then Blacksheep and then finally Western Wall. The idea is to have KoTH prestiege as we finish our reconquests and kill revanchism in it's tracks.
Since people seem to like the idea, I've decided to also make my own preferred plan for pressuring Stymyr (without first stockpiling prestige).
This is similar basis to the other anti-Stymyr plans, but I don't like several of their points:
Plan Oshha allows Khem--our neighboring power--to go down to 3-4 Opinion uncontested, which may end up removing Opinion-raising actions with which to recover. So, throw them a bone, and give them the Cholera cure (maybe shaming their would-be price-gougers in the process). Khemetri has mostly retreated to work on internal reforms, and are unlikely to further spread the cure before next turn, when we'll follow up.
Plan Oshha and "Plan Two Problems, Dual Preparation" put no Authority on Diplomatic Contact, Stymyr--which is the one most likely to benefit from sending our best diplomats.
We're already pressuring Stymyr with Personal Stewards of Nature to cause dissent, and diploing Stymyr's war enemy so they can compete for better offers; let's complete the pressure by sending the Ymaryn's best diplomats to take advantage.
(Since Authority is on the diplomats, there's also less pressure to attend personally, so less Stress.)
Instead, both plans put Authority on Infiltrating the Black Sheep. However, this is not an immediate necessity due to stationing our Banner Companies to guard Txolla (I'm not sure why both plans aren't doing it, since said Companies are just twiddling their thumbs this year).
Moreover, the Black Sheep's wiiiiide border and more nomadic and sparse population should make that roll much easier than the earlier Stymyr infiltration, so there's much less point putting Authority on it.
Plan Oshha's gun sale to Behryvar. While tempting, it's likely to predispose the Tarta against us, whereas we want them open in these three-way negotiations.

The original plan was to do things in the order of Trelli, Tinshore, Greenshore, Western Wall and finally Thunder Plateau, but when we found out about the time limit on Thunder Plateau which means we need to retake it by some point in the 1620s if we want to be able to hold it afterwards. Combined with how the Mass Levy will take six years to retake Thunder Plateau if things go well, we need to get started in the earlier half of the 1610s if we want to have a good chance of retaking Thunder Plateau long term.
