You forgot about the bloom bees and the food growth granted by them. It is something that will still take some years to implement at maximum production, but I think our partners will be interested in them just from the first readings.

Should we maybe mention our efforts to increase security against rogue psykers? After all we just started warding our entire cities and spent a lot of resources on anti psyker capabilities. Why this is important is that due to the Grand Chaos ritual Avernus is going to be far more effected then the rest of the trust not only are we likely to deal with even more powerful psykers, which is bad enough since normally we suffer hundreds of millions of casualties on a regular basis, but we also seriously need to worry about suffering even more daemon incursions.
Meaning that we are likely going to be spending a lot of resources with anti-psyker and daemon measures.
Also should we maybe bring up the new Titan factories?

I'd vote for yours, but while short, I feel like it still lacks the brevity of the other governors. (I bet they think we're long-winded...!
)We bring stuff that is done in the speech not things that will be done decades from now. I brought up the shipyard because it will literally be down next year. Also look at everyone else these is just a state of the union. Everyone always want to include stuff we have not done yet or things they do not care about.

But we did create titan factories. Minor ones but still, and we are over half way done with increasing the size of the titan factory letting us produce multiple titans every decade. Which is a huge deal with how strategically important Titans are.
And we also are spending a colossal amount of resources on anti-psyker measures to the point that it's affecting our spending a great deal. It also seems like we should bring up the fact that the Grand Ritual is likely to severely negatively affect Avernus. What with potential multiple incursions and the fear of dealing with things like multiple Alpha pluses thanks to the veil between realms weakening. The worst case scenarios would be horrendous for us. So seems like it would make sense that we would in fact be spending huge amounts of resources preparing for that.
Other than that that seems it.

Titans ain't our business that's Scott's perogative and we're centuries away from having anything resembling a titan legion.
And the grand ritual is going to severely affect the entire galaxy, Avernus may be hit worse, but they hardily need to be informed.

Since the other planets follow the avernite militia training. Would be a good idea to mention that we are finishing training them in anti-psyker combat?
Some of the other planet would also make a rather terrific militia to fight even to psykers. I mean more that they already are^^.

Titan subsides and other stuff like that should be brought up in the suggested portion. We will after the current expansion be able to produce 1 Titan maybe 2 titans befor the next high council meeting.
No one cares how much we are spending as long as we continue providing elites. Literally look at what everyone else brings up. These is state of the union address . Also we already spend way more before on anti psykers force and efforts than anyone else.

Likely not, again state of the union and they already have our anti psyker milita training plan.
That will also be brought up in the suggested portion of things will bring up later by Rotbart. The chaos ritual is like 2 on the agenda.

Ok so how I figure how these will go
1 Dragon's nest merger. We will loose 2 eldar favors to clear dragon's nest of spies cultist. Offer am/ em to help upgrade. Also consider having Ridicully divine blood angel curses to get to submit to a executive council.
2 chaos ritual and preparation. Offer assistance in training and tactics for the rest of the trust.
3 colonization of cleansed worlds try to make sure conservatives don't export their form of government.
4 possible major Military campaign against the local Slaanesh (38 worlds)
5 Crimson Crusaders bring them to Avenrus
6 ask council to use minor favor to bring a seer council to boost Ridicully.
7 trade for every throne em and food we can get
I think these will be the itinerary for the meeting. These is going to be long. I also think we should let Scott bring up titans and the civil war . Let her spend political will to make it happen.

What about bringing the Lancre remains to us with an eldar favor? It's been repeatedly mentioned how valuable that would be since it gets us faster warp travel. Also think that two favors for clearing out dragons nest is ridiculous. Even if it takes longer at the least one should be enough with Rids spending some actions to help out as well.
I will make 2 plans when that happens, while I would like to bring them but I don't think people want to break up a major favor to do it.
