Nemelix: "Tonight on The Everchanging Times, the Ork Warlord Ironbusta, having just united his domain, launched a Waagh upon us. Sub-Sector Utvah has been devastated by his attack, with Rochalle, Houstan among a dozen other planets bearing the brunt of his attack. Over to you, Karah."

Karah: "Here in the capital of Houstan, we're just barely holding off the mass of orks, thank Tzeenth Ironbusta's not here himself. The local council's been organizing mass sacrifices in the hundreds millions each to summon more daemons to hold back the wave. We desperately need more sorcerers to organize them, and we don't have anything like expertise or numbers here to summon anything like a Greater Daemon. We can't gather the near ten billion we need, and they've been jacking up prices for staying. If we don't get help here soon there won't be anyone left to save."

Nemelix: "Gruesome news from Houstan. Now in New Hulk, Azerath reports on the effects over Ironbusta's attack, which have sent the Share Exchange reeling."

Azerath: "The financial sector is in mass panic, with Goldman Sacrifices, Rotten Apple and many others sent crashing downwards over fears over the metal supply from Rochalle, Amir-Ka's largest supplier of metals. Billions of Thrones have been wiped out over the course the past few days, and show no signs of stopping. There are some hopes that the intervention by the President will ease fears and allow a recovery, although all predictions into the Futures Market, normally already difficult, has recently have had their difficulty increased to a new through particularly heavy occludation and the recent chaos. With all the uncertainty in the market, the other mining corporations have seen a large increase in value, in particular the Bloody Ore Union."

Nemelix: "We thank Azerath for his report on the everchanging state of the market. We proceed to Wa-Shi-Ton, where Rhytrax reports on the President president's responce."

Rhytrax: "It's just about expected around here. Pandemonium. Worlds are being invaded and we've got Senators wanting more pieces of the pie. The Liberals want more funding for their statues, Greens claiming this is why we should've prospected more and that we wouldn't have a stock crisis this way, all that nonsense.

But in a rare show of solidarity in this crisis between two unlikely groups, we've got Marilyn May Rowe, Progressive and Jeffiries Holmes, Conservative both coming together behind President Agnew Johnson, Nationalist to declare their unconditional support for his campaign against the Warlord Ironbusta. Agnew Johnson, formalizing the state of emergency is stated to be pleased that the two normally irreconcilable parties would stand together in times of crisis, as opposed to the Liberals and Greens.

In addition to the mobilization of the fleets armies against Ironbusta, Agnew Johnson has signed the Fourth Militarization Act into law. It empowers Mechanicus Forge Worlds to produce and tithe larger fleets for Amir-Ka's navy in addition to funding factories across Amir-Ka, increases army recruitment as well as mandating continuous troop training for conscripts, as well as further funding the various Telepathica organizations across Amir-Ka. In particular, it includes the extensive recruitment and training of Fateweavers so as to prevent such an event from occuring again.

You'd think we'd have noticed the need for them when the Eldar meddled around just a decade ago, but it seems that only with one and a half fleets gone and an ork waagh coming we can now take action. Still, better late than never."

Nemelix: "Quite true indeed. Now, in the wake of Ironbusta's Waagh, allegations and accusations has been flung in all directions as to Ironbusta's Waagh being deliberately led to our Amir-Ka. We go to our analysts for their insights."

Luvax: "There's the thought that someone from inside Amir-Ka led them here. It's usually followers of Nurgle accusing the Khornates, citing their subsequent ascendancy along with the damage to one of their most valuable worlds, Rochalle. Of course, this conveniently ignores the ascendancy of the Conservative party along with them, knowing how much disruptions their industrial worlds would suffer when Rochalle's metal supply to them was disrupted and the certain bad blood afterwards. Leaving aside that Khornates aren't exactly known for planning quite so far ahead. They'd just advocate for a full out war instead.

The next party accused would be the Progressives. Who of course have the cachet to plan something like this. Ignoring the chronic under-funding of the sorcerors to actually do this whenever they aren't in power, you still need a raiding party going on what is essentially a suicide mission. None of us would go on such a thing. But looking past paranoid scopes of what we've known to do, no Tzeentch raiding party has been allowed in the Utvah subsector for decades now. It would be remarkably obvious if such an attempt was actually made.

We aren't going to consider that the Conservatives or Greens would try and shoot themselves in a foot with some convoluted plot over their primary strongholds. Then we have the Liberals. No major presence in the Utvah subsector, and the presence of dead Slaneeshi are suggestive, but it's possible it was an Undivided Raiding party, or even that whomever intended the attack simply left the appropriate corpses to be found to divert attention away from then. It could happen.

Finally of course, there is the standard 'The Eldar did it' refrain. But in this case it's quite plausible. We know that Turoq had been egging Ironbusta's domain to unite for awhile now. We've seen assassinations of ork warlords in the area for so long you would imagine that the area would never unite. But then they stopped. Then they united. Shortly after, Ironbusta attacked Amir-Ka, right after Atlas lost a fleet and Chrone lost good parts of one. It's disturbingly likely. The only issue is that a single Waagh of that size isn't possibly enough to topple us over, unless they were to follow up with more disruptions and acts.

Of course, ascribing everything to the Eldar, who as much as they appear to be grandmaster plotters, is not always wise. Oftentimes it's possible that there was no ulterior motive and the raiding party was simply a warband who thought too highly of themselves - Or that Ironbusta was always going to attack and that focusing our attention on the mysterious warband ignores the quite clear Waagh striking us this moment."

Nemelix: "Thank you, Luvax, I'm sure our viewers will agree that the Waagh on the horizon is not the time to accuse one another in hopes of political gains."

AN: The Everchanging Times, while reporting facts accurately, can be rather biased and misleading at times, as well as being rather prone to lies of omission.
 
My thoughts on what actually happened:

Marilyn, beta-level telepath, goes and dominates a warband unconnected to Tzeentch (Slaneesh, specifically) and sent it to attack Ironbusta at the right time. She is an awesome Tzzentchian, she manages this without detection and also gets rid of the warband sometime along the timeline (Maybe at Houstan).

Knowing there's no way she can take the presidency yet, she throws her lot in with Andrew and the Nationalists as he tries to work something out with the Conservatives. Preplanned, she gets a bit of pork that is actually militarily relevant and stands together with the governing party.

She of course plans to retake the presidency soon, but in the meantime a lot of her objectives are successful.

(Series of events and inner thoughts are far more complicated because she is a Tzzentchian.)

Note that the Everchanging Times is not above just not reporting stuff that is contrary to their views. Those who have played Headliner should understand what I mean.

mmm When did she get deposed @Shard?

Agnew is one of the 3 with the chops to do it the others being Bras and Lilcol, but was it a recent thing where she got voted then punched out?
Durin mentioned that Presidents don't serve for that long in one go. I assume it happened in some distant past - Then she got re-elected, then got deposed again. Politics, you know.

Eh terms are 10 years then the election cycle happens, often than not some big outside uppo comes in and takes over for a bit they get deposed its all in good fun.

I'll go with this one because Julius's experience fighting Tyranids is probably out-of-date in this scenario, and choosing Frederick will cost us personal actions (and he isn't that good with sector-scale stuff). Also, Landeer won't give us extra Trust casualties due to overprioritizing preserving Eldar lives.

Hopefully Frederick and Julius (and a bunch of other people) can get their traits from other parts of the war.

By the way, @Durin, do Syr and Sigmund plan on having any more kids or is Tormod going to be an only child like Syr was? Because that might take some of the pressure off the future waifu wars by letting us have more options.

well we have a major campaign coming up and both bestest daughter and ok son in law will most likely be involved in some way.

You argued that Autarch Amnedor Landeer's greater experience at command at this scale made him better choice for High Commander then Chapter Mater Julius, and refused your own nomination to the position. While there were a few heated debates on this topic eventually it was agreed that he would have overall command. The last arguments against it were mostly rooted in either xenophobia, fear that he would sacrifice human forces to preserve Eldar forces, or a belief that as the Imperial Trust is providing most of the forces to the campaign it should also provide the leader. You are glad that the final argument gained no traction, entitlement has no place on the battlefield. On the matter of which ground forces to deploy it was soon agreed that a force consisting primarily of Guard Regiments will be used. When combined with the formidable defences that worlds need to survive alone in this era this should be more then enough, and will not overly risk your best forces in case of disaster.

With leadership being decided attention turns towards the proposal to share additional technology with Dragon's Nest. There were serious arguments on this topic, with strong arguments both for sharing large amount of technology and for sharing little. The arguments for sharing technology can be reduced to that after the Grand Conclave and Vects deal the technology or better versions of it is going to fall into Chaos hands anyway, that you will need every advantage that you can get in the years to come and that between the Tyranids and the current Waaagh it looks like the predominance of Chaos in the local area is coming to an end, and that chaos is the only force likely to steal your technology. The arguments against are that while the technology will fall into Chaos' hands it is unlikely to make its way to your region given how bad chaos is at sharing, that much of the technology that you have is unlikely to make much of an impact on the Blood Dragon's combat power in the short term, and that it is to soon to rule out Chaos as a regional power. This support for sharing technology has gone up significantly, either as a result of the Grand Conclave or due to people being terrified by the current threats.

The first suggestion is to provide Dragon's Nest will all Tier 1 and 2 technology that you have access to along with Tier 3 Technology that is intended for use by Astartes. The entire High Council agrees on providing this, as it will provide a significant increase to the capabilities of Dragon's Nest without risking to much of your technological advantage.
  • Currently the Inquisition, Fabricator-General Scott, First Artisan Granalf, Governor Mikaelsson and Lord-Marshal Hrothgar support this plan.
  • As things stand Chapter Master Julius, Champion Surt, Governor Ulric, Governor-General Aelfric, Governor Garp and King Zaren oppose this plan.
  • Lower Council Representative Sten is currently abstaining, but may be convinced to support this plan if you argue for it.

The second suggestion is to provide Dragon's Nest will all Tier 1 and 2 technology that you have access to along with most of your Tier 3 Technology and the Tier 4 technology that is intended for use by Astartes. This would provide Dragon's Nest with the vast majority of your technology while keeping some weapons, such as Titans and Dreadnought-Class warships to yourselves.
  • Currently the Chapter Master Julius, Champion Surt, Governor Ulric, Governor-General Aelfric, Governor Garp and King Zaren support this plan.
  • As things stand the Inquisition, Fabricator-General Scott, First Artisan Granalf, Governor Mikaelsson and Lord-Marshal Hrothgar oppose this plan.
  • Lower Council Representative Sten is currently abstaining, but may be convinced to support or oppose this plan if you argue for it.

Let's go with this one and move up to the rest once we flush out all the damn spies. This tech-infusion won't help them much against the Tyranids anyhow, not on such short notice.
Plus this way we can be sure that the local Chaos powers are rendered defunct by the Tyranids.

[] We have agreed to and currently in talks with Dragon's nest in forming a single polity. When combined and given all our technology, together we will be able to quadruple our current military strength. As well as giving them a boost they will also be able to upgrade. While we are all worrried about the Tyranids they are not the only problem we are facing. With a Waagh in the region expected to hit the chaos polities we need are allies even more and tech exchange will help them and us greatly. For those of you worrried about tech theft we do have agreements helping Dragon's nest with their spy problem.

@Durin how is these argument ?

Yeah, looking at the differences in what they can make with the various tiers, all of the extra stuff we'd be giving them access to in the second and third options are expensive stuff that requires a big economy to support in any real amounts, especially needing lots of AM/EM that they don't quite have yet. Giving them Tier 1+2 and letting them bulk up their econ while we work on their security apparatus isn't likely to seriously slow the rate at which they can deploy the fancy stuff anyway.

I'm of the view on spending 8 G.Divs to summon 2 more Eldar battlefleets, which will... cramp out the spy flushing business. Enjou's of the 4 G.Div perspective.
 
I think the first option is the one we should go with. They already get most of the industrial techs which they need more than anything else in order to produce at the level they are truly capable of because of their size. If the entire DN got near a level of our industrial output per capita even with less powerful weapons they become a massive power in the region beyond their current status. That way when we merge there is also less time we need to spend upgrading them again.

Also plan 2 is the option most likely to pass. Option 1 only has 4 votes for it.

The middle option seems fine to me. It will speed up their integration of the techs, though they won't be able to do so on all their worlds immediately, and we can continue to root our their infiltrators via Ridcully.

It needs to be remembered we may be dealing with threats after the Tyranids, and a stronger Dragon's Nest will make that easier.
 
I'm with Option 2. In plan votes I would suggest we go with Focused Divination to root out the spies, even if it is 50% less efficient action-on-action.

That is more of an argument for the first option. We do not have the spare actions to spend on DN spies since it is such a large and wide action we need to spend so many actions on it. We need those actions to keep track of the threat we are currently looking at like the Nids, Orks, the local Slaanesh domain that might get a boost, the Abom Crusade, as well as doing them for the Eldar for favors and that is just off the top of my head. We can't waste actions on spies for the DN at this moment.
 
Well, I like the second option personally. They need to join us completely to earn all our tech, and that'll hopefully only happen after Ridcully has found those most likely to steal tech away.

Assuming any of Ridcully's actions go towards spies in the dragon's nest, if we can specify those in good positions to steal tech, that should help narrow it down, and give a better return on investment for what we consider some of the most important aspects of our interactions with them.
