I disagree.
You are correct in saying that we have a lot of arts that cap at Appraisal. However, we can only cultivate 5 things at a time, and between Physical/Spiritual/EPC, 3 of those "slots" are already taken up. Thus, we only actually need a couple of core arts available at a time to round out our training schedule. In practice, we are highly likely to pick up at least one or two successor arts outside of the library - Zequing will hopefully teach up FSS+, we might get SCS+/FVM+ from a moon quest or the like, etc. Given what we need to train, it is entirely likely that we can keep cultivating at full speed well into Foundation without using the archive even once.
This is sadly not as open cut as we'd like, there. We are likely to be in appraisal mid turn2, and appraisal bronze end turn 3. We are likely to get FVM mastered around the end of turn 4, and SCS around the end of turn 5. TRF should be mastered around the end of turn 6.
We have confirmation that's for arts like TRF we'd have to be 'pretty much an apprentice of an elder' to have access to them, so if we don't get FVM+/SCS+ with EPC7 moonquest, then we'll need to pick up replacement (though we won't equip those until they are better than SCS/FVM). For TRF, it's almost certain. If we count AM, that's at least 4 arts that we consider 'need one of those for core' that will be mastered by the end of turn 6.
If we further consider FSA/FZ/AC/AS, that's a lot of dead weight we'll be having around at the time.
Depending on how things go, we are very likely to cap EPC/AG before getting foundation (depending where is the bottleneck), so PLR and maybe AE will be the only arts we'll be training as well as base cultivation, depending on the status of FSS. Given we can't
count on getting FVM+/SCS+/TRF+, that FSS+ is uncertain, and that we do need a new perception art, it's very important that by the time those are mastered we know exactly what arts to pick up if we can't get our most lauded successors.
Once we get to Foundation it's even worse, really, and we'll be feeling having under-levelled art.

So right now, we would only get to see the first floor archive, while presumably there are higher floors. So not only would taking Archive actions now be frontloading something that we won't need for the better part of a year, but we might not want to pick books from there at all!
Sure, and that's why we want to research. If the archive can't get us what we want, it's better to know
right now so that we can make decisions about what to do. "Better part of a year" is actually a bit less than half a year (13 months, remember?) and it's actually.. 6 turns. That's going to be really, really quick.
If the archive can procure something we want, and I suspect
@yrsillar might let Ling Qi research what arts are available in superior floor even if she isn't able to pick any of them, then we need to know this quickly, as we have a
lot of arts to change in a very tight time-frame.
