As you can see, while Homura is (barely, almost tied with Mami and Kyoko both) the second shortest out of Mitakihara Five, she's basically at adult height already. Madoka is tini, but doesn't really stand out as extremely smol.
Perhaps a better way to put it is "Japanese women are smol".
Nagisa could be described as really smol, I suppose, but she should have witched out by now.
