Without doubling them or double down they become only a remote chance. Would you at least exchange 1 of them for something else?

1. I am for Economic Focus. Base chance is 50% and crits are possible on a 98 and higher.They're mainly filler actions - it'll be great if they succeed, but it's ok if they fail, and we do have rerolls potentially available to give them further boosts. The DDs are too important for other things. I can fill in other stuff, but people should suggest what that other stuff should be if they want it.
We're going to be out on campaign. Both of these people are easy enough to meet because of that. Everyone else will be harder to meet.
I would suggest to leave the Power of Faith and similar actions for the next turn, once we finish cleaning the city, then we can do both ministorum actions and double down get a +40 in each action...Ministorum

Right, because our mechanicus chances are higher than listed. Thank you, fixed.We don't need Cheating for vortex grenades. With a double down the chances are still good, and it's not a big deal if the action fails.
Ridcully should support the campaign in the first year, so as to minimize our naval losses. There's already a big backlog of ships needing repair or replacement.
