The variables for such a timeline as wide as Homuras looping are countless. Specially now that there's more foreign elements but things usually have their logic .
If thing A happens then thing B happens.
If thing A doesn't happen the thing B doesn't happen or doesn't happen the same way .
However if thing A doesn't happen then thing C happens which affects thing B and Thing D sometimes happens that invalidates thing A from happening .
It's easy to accidentally butterfly away Madoka being there when Amy's hit, but preventing Amy from getting hit in the first place is most reliably done by grabbing the cat before it happens.
Regardless, it will always happen if no one intervenes to change the course of events, directly or indirectly.
Nothing, except it's the one that happens to die in front of Madoka, which can't be a common occurrence. And once she gets a glimpse into what a Magical Girl life is really like, she'd need a stronger incentive. In theory, Kyubey could try to engineer an accident, but by the time he realizes he might have to step in in order to get that sweet, sweet contract, it's probably too late to simply go for the "shame you didn't save that cute critter" route.

Homura still has to get sake for Yuuko and investigate Kayaba's Nervgear, he is a enigma to Homura, and the timeline, with potentially multiple factions at play, its good to investigate leads.
Kayaba made the nervgear for gamers, therefore the nervgear of the best players, beta testers may contain something important. Nanoha has friend that can check the Nervgear, Kyubey can examine it asuming that Kayaba is still a normal human being in this timeline without any hidden supernatural side.
"I'd be happy to meet your parents, and maybe see how you I fair against you in...Smash, maybe?"
Madoka perks up, "Great! Let's go!"
Sayaka raises an eyebrow at you, incredulous, "Are you--"
"You should call your Mom, Sayaka. That way she'll get your message when she logs out."
Fumbling for her phone, Sayaka points at you melodramatically, "Hey! Stop cutting me--"
"Off. Come on, Madoka."
The pinkette brightens, and you realize you let her name slip, 'It should be okay. A bit quick to be informal, but my persona's different this time, anyway. Boldness is expected, at least by Sayaka.'
With that, the two of you walk a few yards, before turning back to look back at a playfully indignant Sayaka, who is making the suggested call. As she hangs up, she sees the pair of you, and comes running, waving at you, "Hey! Wait up you two!"
You do, of course, and the three of you begin making your way to Madoka's home.
It's a longish walk, but you make the journey with little trouble, until you come to an intersection.
You're preparing to cross, when you hear Madoka's gasp, giving you a chance to turn and see what's happening.
There's a black cat in the middle of the road...and a car is fast approaching.
'What!? NO! That's not--!"
You have a split second to figure out what you're going to do.

[ ] Write-In
On one hand, we could let the car hit the cat. If he/she is killed, there goes the wish opportunity - can't resurrect the dead with a wish, if I remember correctly - and if the cat is only injured, we might be able to heal it before it's too late ourselves (the trick would be to do so away from Madoka).
On the other hand, exposing ourselves to Madoka might be worth it? I mean, she's going to find out sooner or later, so dropping that bomb early might allow us to shape the narrative.

You can, in fact, resurrect the dead with a Wish. Madoka actually does that in one story, as I recall...brought Sayaka back. It's just that most people can't do so.
[X] Transform. Time Stop. Save the cat. (This will reveal your nature as a Magical Girl.)
-[x] While transforming, shout look up
[x] memorize car plate number and driver and save cat. get inside car with cat and hide, from driver and madoka , and unfreeze time, telepathically tell Sayaka what happenned and that Kyuubey offers faustian deals to girls to become magical girls, you only want to have a chat with the driver, wait for driver you stop, or tell him to stop the car if he won't stop, give a appropriate lecture on driving safely , how he almost got someone killed, and if he won't listen tell him there will be consequences.
[x] Tell Sayaka to cover Madoka's eyes.
-[x] Transform. Time Stop. Move Sayaka to cover Madoka's eyes. Save the cat.
--[x] Position cat at side of road, out of the way of the car. Return to starting position. Unfreeze time, transform back.

OTOH we could technically 'boost' ourselves and try to get the cat out of the way without outing ourselves as a MG but that coulld lead us to harm and Madoka feeling guilty about it.
