Fourteen years ago, a boy witnessed his parents die. In a world where heroes have become exceptionally common, a young man with no powers is determined to help make it just that little bit better. Maybe it is an obsession. Maybe it ultimately is self-destructive. Maybe the League would eventually catch up with him. However, for Bruce, Gotham is still home, and it is still the place his dear parents wished to make better.
It's a new year in Gotham City, the second year since you made your grand debut in the city. A killer dredges up old fears in the city's elite with an attack on Gotham City's Crowne Ballet that fits the M.O. of Arkham's highest profile inmate.
If you can't be the hero the city deserves, at least fate has given you a chance to prove yourself the Hero it needs.

Gotham needs a new villain kingpin, not to exploit Gotham like the others, but to save it.
The system has been broken for decades, the rules are deliberately broken and unfair. The people are left to starve on the streets, are carved up by the monsters and cults that hide in the sewers, are slaughtered by supervillains going on mad killing sprees throughout the city. All the while, the Batman watches and does nothing to actually change things.
