I'd suggest either Metropolis or Central City. Both have powerful metahumans which we could copy from, and Central City also has the rogues to learn from. As for family... I don't know. Having a big family gives the best bonuses for us, but I like the narrative of rising out of the inner city as a genius. I think that it depends on how we're doing stats in general, if we get to distribute more points to intelligence or not (since we're a tech hero).
 
I think Janet is the clear winner for the BFF vote, given that our powers come from analyzing and emulating others'. I would imagine we do so by studying their biology - blood, cells, brain, or what-have-you - which would make her biology expertise a great boon to have, in my opinion.

For the starting place, just based on the advantages/drawbacks outright explained in each option, I like Central City the most (stability and quality), followed by Gotham (potential).

As for the family vote, the most appealing to me, narratively speaking, is the farm option, and the bonuses aren't half bad at all. I wouldn't mind the inner city child or the large family ones, either, while the rich kid option is the least interesting to me.

You could expand on this, for example. Make people excited (or disagree with you) about the kinds of powers we could get.
