Without specific training is using their innate magics in that way, the effect remains negligible.
Magic users can take advantage of this, but its just another spell and those without formal training probably wouldn't know how to.
Those like John Constantine who mostly use tricks and other people's power can't take advantage of it effectively as their own metaphysiques aren't all that strong.
Batman 16's knowledge of such techniques is fairly basic and not a substantial part of his abilities. He just doesn't have the time to master the more advanced stuff.

Leaning mystical kung-fu on Earth 16 is like learning medicine in medieval Europe. Some of what you will be taught is good and sensible and rational and accurate and some it is total nonsense and there's no way for a lay person to tell which is which. The Chinese are only just starting to study it scientifically, and the lack of thaumaturgical knowledge is making it very difficult.At the end of the day it's hidden master secreting their knowledge that's holding humanity back in the mystic kung-fu bullshit category.

That makes me wonder if Tibet used it's mystical kung-fu masters to maintain it's independence in DC?The Chinese are only just starting to study it scientifically, and the lack of thaumaturgical knowledge is making it very difficult.
Needs to be someone with martial skills that complement her abilities. Administrative and tactical acumen are secondary concerns.
