Even so, I don't think you can use bonding with the Ophidian as a metric for what happened with Chantinelle as easily as you think you can.

While it is true that there is no guarantee that the results would be the same here due to a variety of different factors, all the evidence we do have happen to have indicates that elementals have very alien thought processes.
Also, note that I didn't say that she is guaranteed to do this, merely that it is a possibility that I am wondering about.

As far as I can tell he's very unwilling to make any kind of brain changes on himself, either because he's afraid or to not break the story. Even high end human level brain upgrades (like when he healed the amygdala of some guy and he got smarter and better at reading social cues).
And even though he got one of the best tool in the universe for information gathering and the ability to analyse said information he didn't bother doing trying to figure out what make super geniuses (or just average geniuses really) tick and make use of said information. Heck I wonder if he checked if he could create a constuct brain to test out if he could gain some degree of super intelligence the way the Ophidian did.
The issue with having a power ring and amazing knowledge of the DC universe is that if you go full munchkin the story is just gonna be boring because of how very powerful you can become.

I'm.. reasonably confident I've said this, but the Ophidian didn't gain intelligence. What she gained was access to a new perspective. At times, that lets her behave in a more intelligent way, but her IQ hasn't actually increased.

the ring is a tool, but it doesn't come with knowledge automatically and the knowledge on how to safely modify your own brain without messing things up is something that will probably require quite a lot of unethical experimentation on other people. And will also be a very difficult subject to study

Eh. [iffy hand gesture] Paul already perfected himself, physically, in the very first update. Presumably, this is also when he went and gave himself near perfect memory. This was all done before scanning any Earth databases for knowledge on human anatomy, so safe modification is obviously possible, if you want it enough.

Most of his normal human bits are not as good as they could be and naturally occur in people so they'd be safe, as I already said he made such a procedure on some guy amygdala. As for the interesting bits he could try them out with a construct brain while running his normal brain in the background (assuming that's doable). If he can't do that there's always other options.
Even if you forget the brain upgrades he didn't even upgrade the rest of his weakass human body (and no making it his version of ideal doesn't count as a qualitative change), but even ignoring the plethora of aliens that are physically superior to us in every way and from who he could use the way in which their muscle have been woven while still looking the same, there's plenty of animals on earth that would tell him a lot about how he could weave his muscles in a better fashion and change some other parts of his biology. God knows it'd be a large advantage when he runs out of power, not to mention it'd be very easy to test and revert until he got something that looked similar while being so much better.

Paul explicitly stated that he is not a doctor and doesn't know how to perform certain modifications and repairs on other people though. What he does perform is simpler stuff, or simple copy paste replacements. He could copy paste superman's ear into kon, but he didn't know how to fix what is wrong with match's brain, stating he is not a doctor.
His "perfecting himself" was mostly simple cosmetics and muscles/fat. not brain alterations. Although I would admit it is a bit of a plot hole/contradiction. I think the crux of the issue is that he can make brain modifications with the ring he just doesn't trust the "automatic" modifications to not cause unwanted alterations to personality if he just points at someone as says "fix".
Also, he did not enhance his memory by altering his brain, he is using the ring-brain interface to augment his memory externally via the ring. Which is why it was stated that he does not have said enhancement when he is not wearing the ring.
