However, they would like to purchase whatever non-ship military hardware we can produce this quarter at market price, with a priority on more legionary suits and arc reactors. '
Because at this point, IC we have nothing to suggest that Turian soldiers are going to be protecting humanity because we don't know about the Reapers yet?

The political tide has firmly pushed back against the Batarians here especially once the report on their attempted invasion of the Sol System. The fact that the Batarians dared to try to strike a Council Race's homeworld still pales to the fact that the Batarians have discovered some means of bypassing relays entirely. With no real idea on the limits of such a tactic the worst has been assumed and that any relay location could be assaulted in the future. The Council while not outright declaring war publicly, yet, have already begun to deploy Spectres and STG operatings towards Batarian space to try to ascertain the truth behind their mobility.
Emphasis mine. The Council is freaked out by the Batarians demonstrated ability to bypass known Relay chains and potentially strike anywhere. The Alliance is currently hoping the Council, once they've investigated, will decide to come down on the Batarians by siding with the Alliance:

So as part of that I'm going for bribing the Turians, who if the Council does get involved will be the ones doing the dying, with Peak Turian in the hopes it will help swing them to our side.
Maybe we swing an upgrade on the legionary suit and send that out for the SA? Add on whatever techs we've come up with since, I think it was the 1.5.
So I know the plan was to use ParSec to guard whatever colonies are most at risk of attack, but intelligence didn't pan out and the map isn't really helpful since it shows so little. Hell, even beyond the Batarians relay bypass, it shows their only connections going through human space which I can't believe is accurate. Maybe we should ask Sanders for a military opinion on our defense plan and ask their advice on most at risk worlds.

But Peak Turian isn't going to meaningfully affect this war? Firstly, because ship tech is playing a bigger part - nobody is engaging in ground warfare yet. Secondly, because power armour is going to be better than any organic soldier (peak or not) at shooting things and taking fire.
The various Peak Species techs are major quality of life upgrades, but IIRC we didn't specialize them for combat ability like the Super Serum in Marvel.
edit: Can someone link me the ship design spreadsheet?
Ah right, something I was deciding about while sleeping. Certain research projects are not single completion projects, for example the brain shield, after completion you still require another research to improve it. There will be more of such projects depending on just how complex the actual research you are trying to do. You will not know if certain research projects will require multiple completions, but you can make educated guesses. This is you fair warning so you cannot complain that I lied or something.
nice to know but l meant to say was, did you come up with a short list of rewards or do you give one costume per omake. as thr rewards already in the omakes threadmark page are they not already applied I'm not sure on my end about that. l was just hoping you would expand on that and give guide lines for future omakes we might want to make. sorry l was not clear earlier was a rush comment

Paragon Industry Actions:
-[X] Sell Things
--[X] 12 Hammerhead Tanks for the Alliance to test.
--[X] 35 Lite Laser Pyndas for the Alliance Navy.
--[X] Misc Military Equipment for the Alliance at market (Expense + 260,000cr/pr) prices. (All remaining 571,154.30 Production)
---[X] Coordinate with Hahne Kedar and Cord-Hislop Aerospace to maximize equipment delivers and avoid violating your non-competes
The Alliance asked for up to a dozen Hammerheads to trial so lets give them the full dozen. I could have gone for up to 39 LLPs with our Production but since they go for less then 260k/pr thanks to the no-Shipyard penalty we aren't really making good money there. So instead I rolled things back to 35 which leaves us with ~571k worth of Production to spend on various military equipment. I made a note to include HK and CHA both because it maximizing the amount of gear the Alliance gets* and because, as I noted in the vote, we actually have non-competes with them regarding selling Legionaries and Gladii.
*4 Repulsors and 1 Arc Reactor costs 1.5pr but a full Paragon Legionary costs 3pr. So if we sell more components to HK then as long as they can keep up with demand the Alliance gets double the number of Legionaries. Similarly 1 Upgrade Kit and 5 Arc Reactors costs 340.5 Production vs. a Gladius C which costs 929.340 Production so the Alliance is getting 3 times as many fighters if CHA can keep up.
-[X] Build Things (-220.5 Billion)
--[X] Begin the process of setting up Paragon Industries facilities on Bekenstein, Terra Nova, and Eden Prime.
--[X] 9 x Small Shipyards (-4.5 billion) in orbit of Mindoir
--[X] 2 x Medium Shipyards (-4 billion) in orbit of Mindoir
--[X] 1 x Heavily-armed Large Space Station (-200 billion) in orbit of Mindoir
--[X] 4 x Small Shipyards (-2 billion) in orbit of Benning
--[X] 2 x Medium Shipyards (-4 billion) in orbit of Benning
--[X] 4 x Small Shipyards (-2 billion) in orbit of Demeter
--[X] 2 x Medium Shipyards (-4 billion) in orbit of Demeter
Since we can't both expand to a new planet and start building there in the same turn now I've postponed a fair amount of construction until next quarter. CCI is probably happy about that since hopefully next quarter we'll be working on Construction VI and that (maybe?) can help them.
-[X] What Shall you do with all the turrets?
--[X] Donate to Colonies
Neither GARDIAN towers nor MA Turrets have a maintenance cost attached to them. So I don't see a problem in handing over colony defense directly to the colony rather then the Systems Alliance. If they did have a maintenance cost I'd include a vote to offer to continue paying for the upkeep but since they don't we don't need to worry about it.
-[X] What will you do with the shipyards?
--[X] Keep
---[X] Allow Systems Alliance to use for repairs/maintenance
We need the Shipyards for construction. We are effectively loosing money on the LLPs due to the higher Production costs for building them outside of Shipyards. There is a reason I'm voting for a massive expansion of our Shipyard capabilities this turn.
-[X] Do you want to buy your very own world? If yes then where?
--[X] Deep In Alliance Space (More Expensive, More Safety, More oversight, Max relationship growth with Systems Alliance, Least relationship growth with Council Races)
I'll admit I don't really see the benefit in purchasing a corporate world right now. However there are some interesting possibilities, like testing Arcology designs or terraforming technologies, that might benefit. Plus if we do end up needing one, for example for larger expansion capabilities, it will probably take a while. After all there isn't even a price attached which suggests that we are currently at the "investigate candidates" stage rather then actually purchasing one this quarter.
Spare Time (pick three):
-[X] Headhunt a research hero (this will not necessarily come into fruition immediately).
--[X] BioTech
-[X] Train
--[X] Biotic Techniques (Requires/Depends on Instructor. See listing, may pick two)
---[X] Sustained Barrier
---[X] Construct
-[X] Spend Time With [Liara]
--[X] You said you were open to the idea of possibly dating and Liara reciprocated so date time? Maybe try and find out what the two of you enjoy doing together that isn't discussing comparative schooling practices?
Mordin is great but we have a lot of Biotech to research and people are very interested in it. So even if they aren't as awesome as Mordin a second BioTech expert would basically halve the amount of time it takes to get our tech out there and helping people. Plus we have spare labs so we honestly need to keep recruiting Research Heroes until we can stop wasting labs idling.
Biotics is cool and there is a mental synergy, even if there isn't an actual game play one, between Revy stretching her Biotic skills and creating Artificial Biotic Casters. As for techniques Sustained Barrier is a must have; it is listed as an anti-assassination ability and Revy is a prime target. Construct is honestly just neat and something I think Revy would honestly enjoy playing around it.
When we last left off with Liara it was 2174-Q2 and we both agreed we were interested in possibly maybe dating. We kinda haven't talked to her since then. Revy does have the excuse of an invasion and then war distracting her though so hopefully Liara doesn't mind. So since Revy needs to relax somehow lets spend some time with a friend seeing if we mesh or not.

Edit:
I already outlined most my reasons in this post but for record keeping I've included them below.
QEC is a game changer in many ways. QEC means colonies can no longer be cut off from communication by taking out the Comm Buoys. QEC means Starships operating far from the Comm Buoys can remain in contact with HQ. QEC allow for covert operations to safely remain in contact. Sure we won't get them this quarter but next quarter is good enough.
Biotic troops are a significant advantage. There is a reason the Asari commandos are so feared (aside from their decades of training and experience) and why humanity was so desperate for Biotics that the L2 program (and everything around it) happened and Cerberus deliberately caused Eezo contamination accidents. Artificial Biotic Casters lets us bring Biotics to the front line without requiring actual human Biotics. We might even be able to incorporate the technology into our Legionaries but even if it is limited to Mechs it is still a powerful advantage.
Following on from that then the logical combination is to grab 5 Meter Mechs (Think Code Geass' Knightmares for size comparison). While ABCs have countless battlefield advantages the real reason for the tech to exist is to justify making Mecha practical. So if we are getting one we should get the other. Plus since the Alliance is already in the process of testing our new Tank design wowing them with our giant robots is probably a good idea before they commit too heavily there.
Deciding who to spread our Peak Human tech to first is somewhat arbitrary but I decided on the Turians for a couple reasons. The first and biggest is that when it comes to war the Turians are the council race we really need on our side. They are the Council's military so keeping them happy should increase the odds the Council siding with us. This is also the second reason since Peak Human gives Captain America levels of performance and out of the three races the Turians are the ones who benefit the most there; Salarians dislike front line combat and the Asari utalize their powerful Biotics. The third reason is that demographically speaking the Turians should benefit the most. Salarians live short fast lives so genetic disorders shouldn't effect them too much and similarly the Asari are so long lived (with such a long reproductive period) that there should be massive evolutionary pressures against genetic disorders. The Turians meanwhile are fairly close to humanity (aside from being Space Dinosaurs) so they should see similar benefits.
Shatom has a couple things he could be working on but primarily we got him for whittling away at the Starship line so Heavy Cruisers is the most natural place for him. Hopefully we'll learn more about him next update since Revy will be working (slightly) with him here.
Revy has a lot of things she could be working on. I started out with Improved Computer Software because we have a lot of VI projects I want done yesterday. However spending tons of research on new VIs then improving our coding base before having to go back and rewrite all the VIs using the new coding base is stupid. So we need to get that out of the way first. ICS ate so much RP that it cut a lot of options but finishing off Miniaturized Energy Weapons seemed like the best choice since that is a pretty wide ranging technology; especially if we get it down to infantry weapon level.
After that I was left with 700RP which is a lot. I could have actually finished QEC and there are some other projects it could have been used for. However I think right now we stand to benefit a lot from grabbing a ton of low hanging fruit. The Geneva Block Upgrade should help the Alliance in the war effort and is dirt cheap. Partial Factory Upgrades are a bit vague but improving our factories would be a pretty massive boon. Kinetic Shields, Small Arms, and Improved Hardsuits are obvious choices when the Systems Alliance is rolling into combat since there is no way they have enough Legionaries for all their troops yet.
For the last 100RP there wasn't really much worth grabbing so I went with the dream drugs because if they are safe and if they are properly regulated (which we would hopefully do ourselves if nothing else) there is a lot of potential there and not just monetarily speaking. Seriously look at this description:
The drug puts the brain into a an altered state much like sleep. While in this state the brain enters a sort of maintenance mode, repairing, healing and similar things. The use also experiences a series of enjoyable dreams. Doses can be dialed for up to twelve hours of effect, after that the body purges the chemicals too quickly, barring toxic levels.
As far as a few tests and the technical documents show the stuff is perfectly safe unless you drink a few liters. It's not chemically addictive, though possibly psychologically addictive. You'd need a different version for Quarians and Turians it does funny things to their brains. All told it could be used a safe recreational drug or a medication.
depending upon how this works it could be great for anything from more reliable and effective sleeping pills to safer anesthesia.
/End Edit
ParSec Deployment 2174-Q4: -[X] Just the Pyndas (High Risk, 20% Costs as Profit)
-[X] Guard Colonies (Medium Risk, Medium Profit)
--[X] All Free Forces 1.50 billion/quarter
Our troops are great but they are veterans as in they retired from the Alliance Navy so sending them all off to war seems a bit in bad taste. Having them guard the colonies though provides a variety of rewards. There is the money obviously but there is also that it frees up Alliance soldiers to fight on the front without worrying about defending the colonies. It also plays into Revy's reputation about being a colony girl and caring about defending humanity's colonies from raiders and slavers. Finally it helps grind our reputation with the Colonies which is currently the biggest limitation on how much stuff we can build.
Actually not true. We know Eden Prime builds arcologies.
You also have to keep in mind the sheer benefits of urban living - spreading out leads to way more infrastructure and transportation costs. Just pop into the Suburbs and Sustainability thread if you want more details on that.
Also keep in mind Arcologies don't have to be self contained megastructures. They can also be areas of high density mixed use residential - say a number of high rise appartment blocks with intgrated commercial space in close proximity to a production centre. When taken together you get most of the benefits for much lower cost.
@tri2 As I mentioned before I think it's just a really bad idea to have no limits on the number of heroes we can acquire and it being extremely easy to acquire them just by looking for them. This is because more people equals exponential growth to the point I can see us eating through all the research options in just a few turns.
didn't the alliance explicitly state that they don't want ships due to politics involved with getting a favorable deal with the treaty of Farixen and not risking delaying council support for the war

As someone said before, I really do think we should get ourselves a secret deep space station well off the grid a la Cerberus. Planets are harder to defend and Stations are easier to hide and move. So I guess buying one in SA territory for now makes more sense.
Yeah, I agree with that. If we want a planet, put it either deep in SA or Council space for maximum defense. If we want secrecy, we've got to go do the comm buoy/space station tree and then build one way out in deep space, probably in the terminus.
We could also try to embezzle production time and fudge numbers in order to get an off the books unmarked ship and low level mining/construction equipment. It would take a long time, but I think the safest way would to automate as much as possible with the best drive and stealth systems we have and send it off into the terminus/attican travers way off normal relay routes into practically uncharted space. With QEC comms we could automate heavily and direct it personally from Revys own encrypted devices, and have have the ship/drones slowly but exponentially start up mining and production to build a secret facility. Like our own little Geth enclave, or what the Rachni Queen did after she was saved and went into hiding.
(If Revy manages to stumble onto the egg without alerting anyone, I propose we do exactly this. Send her off with as much discreet and untraceable support as we can manage, keep in touch over QEC, and help her build a secret armada for the Reapers, which the Queen knows about.)
Unlikely to be so lucky, but damn, that would be cool as hell.
In regards to the treatments IIRC besides curing numerous ailments it also drastically increases the lifespan of those who receive them. Meaning that in that case doing the Salarians early on does make sense due to their short lifespan and since we started with the Salarians it would give good reason to do the other council races afterwards since we already started with one.

This is why doing the council races first is definitely a priority since gaining enough political good will from them means that they are far more likely to support us in the war. Especially if it gets us a council seat.
Is there a particular reason? I mostly went for Biotic training due to the passive Biotic Shield that provides anti-assassination bonuses. Revy isn't really a combatant, she has people for that, so I'm not sure there is a great need for Personal Combat.
The research system is complicated and sometimes there isn't really a choice but to accept a higher level of overflow then designed.
Speaking of which however I noticed a couple things while re-reading the system while writing this post. So I need to revamp it anyway and I think if I'm right I'll be able to reduce wastage and possibly squeeze in some more tech.
@tri2 - So Revy, Gaven Dor, Mordin, and Shatom are all based out of Mindoir (although I'm not sure about the last one) but Hwan is based out of (IIRC) Elysium. Are research heroes restricted to using just the Labs on the planet they are based out of or can they use any of our labs?
Also can multiple labs can work on the same project (for example Hwan + Lab I + Lab I)? If so I'm guessing the Research Hero only benefits from the Lab's bonus once (So [150 * 1.85 + 50 * 1.85 + 50 * 1.85] rather then [150 * 1.85 * 1.85 + 50 * 1.85 + 50 * 1.85]). Would that be correct?
@UberJJK is there any room in the budget for more lobbying, because the treaty DC is still really high. And also, I was thinking we could try to do a ParSec marketing campaign looking for recruits. Something like, reaching out to former soldiers, mercenaries, or the otherwise willing SA and xeno citizen who don't want to fight directly for SA or don't wan't to go on the offensive in the most intense actions to come and guard the colonies under the aegis of the most advanced equipment PI can provide.
I was thinking we could try advertise a sort of Foreign Legion type thing for anyone willing to come defend the edge of human space against the slaver aggressors. I know it was previously mentioned that a lot of Asari were ready to fight without the complete unity of Asari gov throwing support.
Already factored in. more bonuses will just reduce DC, but not likely to receive those for now since you got a lot already. Masters do not grow on trees, especially ones that fit your hiring criteria and background checks
