This bandwagon plan... is far, far too optimistic.
- Unless Mikoto has a per-established positive relationship with one of our friends, she will not just listen to what we say. She is far too idealistic and naive at this stage and believes in Academy City too much. She will need convincing, I believe, and glossing it over with a "definitely" is not a good way to go about it.
- The Level 6 shift project is the brainchild of Kihara Gensei, even if he isn't helming it directly. Misaki will caution us to tread carefully and be extremely wary when dealing with him and might not be as willing to get directly involved as everyone hopes for.
- Saiai might be a different person from canon, but she is anything but nice if she's still with ITEM. How much would Touma know IC of that group, anyway? Sure, Mugino will stay as far away from this matter as she can once she knows of Accelerator's involvement, but she is not above selling any information she gets on our intentions to anyone who asks. Besides, if ITEM are not hired, someone else will be, and with Accelerator being on the other side, is there any doubt to who the researchers will try to get? Unlike Mugino, Kakine will be happy to have an excuse to fight Accelerator. Do you really want to deal with that bullshit?
- Gathering any evidence at all will be difficult. Even if we manage that, the politics involved will render Judgement irrelevant. The experiment will just be turned into something else before it can be brought to light, the clones will be either relocated into a secure facility or disposed of as evidence, and every group involved will throw around their significant influence to make sure nothing is left of the evidence or our credibility.
Trying to tackle this situation in that straightforward manner will end in tears. I would much rather NOT do it that way.
Can't we take this a step at a time and react to the situation as it develops?
The experiment itself can be halted with rather extreme ease - by Accelerator saying "nope". In the best case scenario, Aleister will shrug and just do what he does at the end of volume 3. That is too optimistic to assume, however. The problems that I see potentially developing are:
- The existing Sisters will simply be disposed of.
- SISTERS will be remodeled for military purposes as what the WORST batch was meant to become. We don't want that.
- Someone (likely Gensei) will press the issue and the SISTERS will be brainwashed into killing machines and sent after Accelerator, leaving him no option but fight back or see his friends hurt/killed in the crossfire.
- Someone will run the simulations for Teitoku and adapt the experiment to develop him instead of Accelerator. This one is unlikely as Tree Diagram has said "lolnope" to the possibility by concluding that only Accelerator has the potential to reach level 6 in this manner. However, knowing about the List, it's likely that Teitoku will simply need to kill more clones. I don't see researchers or Kakine having any issue with this.
- Amao Ai will do something crazy. This one is pretty much a certainty, we just can't know the specifics. Can Touma handle a bullet put through his head?
Still, regardless of the fallout, this is a step that Accelerator needs to decide on. Since he's come forward with this, he will likely decline to participate anyway, which leaves us with what to do then.
I believe getting Mikoto on board is the first priority, both due to her interests in the matter and because of her usefulness. Misaki is our best bet of getting to her, but the issue is, is Accelerator willing to trust Mikoto or Misaki? And IC, do we know enough about Mikoto to trust her with this information?
