Another way of phrasing the vote would be:
"Who does LQ believes is most crucial to pacify in order to maintain peace after the war?"

We all agree that LQ would prefer for "amicable" peace to remain a possibility after the ES-Ya war. Even if it would take a long time to reach that point after the Ya's (hopeful) surrender.
But, assuming that we're talking from the perspective of a ES's victory, is it more important to try to get the Ya's population do not completely hate the ES?
Or to make sure that the ES's nobility doesn't feel the need to completely crush the Ya, whether out of genuine security concerns or to save face through cruelty?

Here it's important ot remember that the Ya attacked the ES largely due to their expansionist mindset. They want to create a great league encompasing a huge territory by bringing many other cities under their fold.
That kind of ambition doesn't go away just becasue we try to get them not to hate us too much.

The ES, honestly, would be justified to go through great lenghts to make sure the Ya can no longer be a threat. Specially after these massive attacks on civilians. The best way to avoid that would be for the ES to feel so undisputably victorious that they believe they don't need to kick the Ya further.

This is very important for LQ as a diplomat since it shapes how she views war.

The Ya need to be sufficiently cowed by the combined might of our Emerald Seas. They need to learn that challenging us will mean god-war and we will not be shy about it. We need to rise the threshold of crossing us high for peace to be preferable compared to their dream of conquest.

The Ya really thought that we were just taking it. This is about to fuck up their perceptions of us real quick.

Admittedly not super keen on encouraging Imperial mindset but in this case Ya didn't have eons of blood feuds fueling and coloring each sides actions. They wanted expansion and started killing mortals to do it and they societally function on consensus so can't even hide behind singular leaders ideas so….oops! guess Mercy is the Gift of the Strong

I know how many times people make fun of Empire's culture and how militaristic and tough they like to claim to be, but in this case the Ith has been the unreasonable ones. They allied with ES historic enemies and murdered the argent sect's elder. They sent assassins to kill the officers, and underworld creatures to kill the mortals.

The sect sent a scout mission and they escalated again.

Then again during the sects assault at the caldera, with traitors sabotaging sects forces and killing many people we knew.

Then again killing innocent people at the central planes just to disrupt them.

Then again when shenhua's sent a diplomatic mission and they told the ES to surrender, the closest thing to spitting in the duchess face in front of everyone.

Like at some point they have to ask themselves if they are the baddies. They have done everything that we expect the Empire to do. Even Shenhua's conquest of the ith at the roots of xiangmen was driven by the interactions with the ith of the Wall. If they hadn't done all that, she would be fine with the Ha.

We have established contact with a group of the Ith that can be worked with, despite the very unfortunately uneven relationship between the teo groups made at Shenhua's swordpoint.

Our first and primary contact with this particular group has been an assault on civilians and a complete misunderstanding of how the Emerald Seas works. They have to understand they have a *lot* of fault here, and the Emerald Seas nobles are PISSED. If this group of Ith is willing to play dirty like they have then the Emerald Seas has to be convinced that they won't be future threats if annihilation is going to be politically palatable.

This sucks but their actions have already laid down *incredibly* negative views of what they are capable of and willing to do.

This is a tricky vote, and I'm not making it because I believe security would increase the odds of the peace. Rather, I think focusing on what you can control, in this case Emerald Sea's behaviour, is more effective than focusing on what you can't. Ling Qi can't control the hearts and minds of the Ith, If they choose to be unreasonable or lack any sentiment that would allow for peace there's not much she can do. Further, even if she could, I don't think she should impose a peace on them against their will.

Instead, it would better and more sensible to focus on maintaining a willingness for peace on ES side. Because it won't matter how willing the Ith are to have peace if the ES is unwilling, and if the Ith are unwilling better to be in a position of strength to see the war through.

So TBF to the Ith. The Argent Vents are poisoning their ability to cultivate. However, the main entity that the city below Argent Sect is aligned with is part of an expansionist-minded grouping. So they took a "reasonable" approach in their minds. Except they never communicated with us, they did so with the Cloud Tribes (likely because their needs and want are somewhat alligned).

They assume they're clashing with a peer civ. But they don't really understand our logistics, extrapolated assumption based on their own, and largly underestimated our wind up/punching power.
