You can yes, although due to how rune research slots are, you could only switch out a max of 5 action years worth.
The rune planet would also be absolutely massive, in fact it's one of the pillars propping up our relationship with the wider IA. Skipping out on it is a bad idea. Furthermore the rune of subtlety was considered important enough to be worth spending time on back before the crusade, when most of the same projects were on the table.

The IA doesn't actually care about the rune planet, it's a money sink to them, not something that gives them benefits.
Like I mentioned in my Aldrich omake, Baldur only convinced the IA to continue because of the promise of keeping psykers off the battlefield and seeing a possible return in investment in the form of psykers with better self-control. So far the IA hasn't actually seen that yet.

Pretty much, the IA at this time is extremely results focused, and the rune planet has yet to get those results
Ironically, with Aldrich leaving soon, this ends any possible attempts at the Wardens having to issue out runes to certain individuals unless Aldrich planned on that being a contracted amount regardless of political circumstances. Granted, I'd love to see Eli continue the practice just on the grounds of "Sure, you guys are free to continue with the rune planet! Did you want some more money while you are at it?"

Overall, I'd say yes and no. It's really too early to tell so I made it intentionally unclear. Konrad and Vulkan are happy you're helping, but also extremely concerned, even if Konrad is also extremely amused.
None of them were expecting the conversation to go this way, at all.

The rune planet has quite a few years on it as its essentially made of several stages once you reach a closer point to the end I'll share exactly how long it is, but right now it's more than 10 years out at minimum. The monument world's next stage finishes year 62. This is the same time block as infrastructure I just spread them out far more than I should have making things feel later.

Right. Okay, what kind of action year benefit would we get from not sending Kesar out to combat for a year, and instead doing tech/runes/socials? Because we might want to do that if the benefit is big enough, because there are some really really good techs to grab if we just found the time.

When/if our psyker powers awake Kesar will be cripple for a turn so we planned to use that turn to just research.

Due to how the turn system works with 5 years, not crusading for the turn would give you 3 extra action years. However, as I kind of borked the order of things, Kesar has already crusaded this turn and so can't do it this turn for runic research.
