So... can we call another primarch conference? Everyone seems kinda busy or annoyed because of the last one and the situation only seems to have deteriorated since then. Would anyone come or just be pissed that something else is getting revealed right on the edge of a civil war.
I have this strange feeling that if we were to call another primarch conference, something is going to go wrong. Some brothers are already in bad terms with one another, so that could be a risk. But maybe it will be a perfect opportunity to rally all our brothers to stand against the Emperor's insane plan. If we are to go with this, we will have to emphasize that this is conference is an "emergency" type and low key let them know to be discreet about spreading the word of another primarch conference

But we need more evidence than say-goes from Eldar and a god of trickery or else the most xenophobic ones gonna think that Kesar is being played by Eldar.

So before decidng to do such a thing we should at least gather more intel and evidence and we can before hand tell Alpharius and Omegon who are the best spies humanity has and upgraded to gods of espionage who not only can keep this a secret until then but also can gather more concrete evidence by their own investigation than Kesar ever could.

Keep in mind that Eldrad doesn't want this information to spread due to a danger of it resulting in hasty actions or Emps realizing "OH FUCK, SOMEBODY FIGURED OUT MY MASTER PLAN" which can go very badly in around a thousand different ways. This is the greatest seer in the universe we're talking about here, I wouldn't dismiss his concerns personally.
 
Okay there's a lot to go over here. Firstly, sharing the information on Emps' plans with all the Primarchs is an instant civil war scenario, and one that is likely to end in the rebels' defeat. Vulkan, Konrad, and Mortarion would immediately abandon all pretense of civil debate and immediately start a rebellion if they learned this, and given our current strategic situation that's not the best idea. I would take the canon Horus Heresy into account as a good model for how a civil war COULD succeed against the Emperor, but there's a lot of circumstances there that are not applicable to TLP.

There were three critical factors that nearly allowed Horus to succeed in killing the Emperor, firstly, Magnus' accidental destruction of the Astronomican crippled both Emps as well as the Custodes by forcing them to constantly fight off a growing Chaos rift on Terra and prevented the two most powerful forces on the Loyalist side from being able to deploy and end Horus' rebellion on Istvaan.

Secondly, Horus' powerful position as Warmaster allowed him to quickly and easily convert the rebellious Primarchs to his side while maneuvering the loyalist primarchs into positions where they were not easily able to respond to the rebellion and events of Istvaan as it began. This meant that Horus was able to start the Heresy on his own terms and quickly eliminate several loyalist legions in a single decisive battle that allowed Horus an easy path to Terra.

Thirdly, Horus was able to ascend as Chaos Undivided's most powerful champion and became a monstrously powerful warrior such that even though Emps' anathemic powers were lethal to him, Horus was still able to fight and challenge the Emperor in a 1-on-1 engagement.

There are two key details that are important to the Horus Heresy that enabled these critical factors we do not have the luxury of entertaining within TLP.

Firstly, the civil war was a big shock to the Imperium. Nobody on the Loyalist side was prepared for the Heresy when it began to the point that even hyper loyal Primarchs like Lion el'Jonson were not entirely certain of who was actually a rebel and who was loyalist (Lion thought that Perturabo was still loyal before the truth came out), a level of disorganization that we will likely not have in our current timeline especially since Horus already abandoned his Istvaan-like plan with Fulgrim and Ferrus.

Secondly, none of these factors enabling Horus' success without Chaos intervening on their behalf, both to empower the rebel faction as well as weakening the loyalist factions. Given that Kesar is the Daemonsbane Anathema, there is no chance of an actual Primarch led-rebellion occuring with Chaos acting at such a high level.


And even with all these factors helping the Horus Heresy, THE REBELS STILL LOST.

Sure Emps is now stuck on the Golden Throne but the forces of Chaos were beaten back and the Imperium survived, even if in a weakened state.

Meanwhile, TLP's hypothetical future rebellion as a result of sharing Emps' plan will occur with the Emperor still active as an unkillable and almighty threat, without the element of surprise, and without the massive powerups that Chaos was handing out like candy to the rebelling legions.

And in addition to that, we will also be exposing the Eldar's capabilities to the Emperor by revealing the true scale of Eldrad's divination abilities and also very clearly aligning ourselves with Xenos (For who else but the Eldar could ever possibly know the Emperor's plans in such great detail) in a galaxy that is intensely xenophobic where the Thousand Sons legion are absolutely despised by nearly every normie human in the galaxy both for being psykers and publicly defending Xenos against soldiers of the Imperium.

We will, but we can't just expose this information haphazardly. If we were to say, go to the Twins right now and tell them what we've learned, there's no guarantee that Alpharus and Omegon would both agree to work together with and side with the rebels in a civil war scenario, and there's no way we can be certain that they won't just immediately go to Emps and argue with him over this as they know enough about the Imperium to know that Kesar's word on Emps' plan is likely reliable.

Ultimately, I am viewing revealing the info on Emps' plan as more of a final push or trump card to convince a few uncertain Primarchs that the Emperor is not fit to lead rather than making it the the core reasoning of our argument against him. It is far better to point to the current state of the Imperium and all it's failures today as a reason for rebellion rather than pointing to a plan that would occur thousands of years from now and inadvertently exposing our Xenos involvement.

We should probably keep the plan vague, convince the Primarchs who are not 100% with the Emperor that the Emperor has a scheme to enslave humanity. Then Isstvaan the loyalists who were never going to betray the emperor.

By this point, it is increasingly apparent that a civil war is 99% inevitable and even if we pull a miracle and success, we would only empower Space Stalin's Vile Plan in purging the galaxy and enslaving humanity for all eternity with him as god in all but name.

We should instead of that try making preparations for Civil War. Good thing we soon gonna meet Perty because I'm sure Kesar with him and Ori can brainstorm a lot of counter measures and contigencies.

We definitely shouldn't tell all the Primarchs, but there might be one or two we could tell. Perturabo isn't a petulant manchild in TLP due to Kesar's influence, so I'd say he's level-headed enough to be in the know. He'd see the cold calculus involved here and go into preparation mode, but not kick things off immediately. Guilliman might also be an option, for similar reasons. From an academic perspective, having Magnus's opinion could be valuable, but I'm not entirely sure what his inclinaton would be in terms of action.

With respect to Konrad, we have to keep in mind that he might already know. He's precognitive with a specialty of seeing the bigger picture of what potential futures look like, so he may have glimpsed it as a possibility. He's also already predicted a civil war is going to happen and that the Imperium will be better off for it.

We could reveal things to more later on after the preparations stage to convince people on the fence, or the right people on the other side of it, to come over to ours.

Kesar wished he hadn't asked for the Emperor's plans, now understanding why the Avatar of Khaine initially offered a cheaper lie rather than the expensive truth. Dragging a hand through his hair, the Primarch sighed. By the warp, this was a mess. His creator, the Master of Man, would damn mankind to another Age of Strife. It would not be enough to conquer the galaxy, he needed to conquer the minds of man. Apathy would not be enough, only true loyalty.

At this moment, Kesar Dorlin made a vow that he would never join the Emperor's side in a civil war.

There was some good news within the deal at least. The psyker import routes were currently being implemented, with the Eldar working through an intermediary consisting of a psychic consulting firm in Svarga. Kesar knew that he'd have to order a sweep of his domain to check for other infiltrators, Oriacarius would demand that of him. Nonetheless, their work was in progress and was doing well. The routes they had chosen were complex in a myriad of ways, a necessity given the almost artisanal production required for runes. Kesar found some of the route choices interesting, mostly due to the difference in design philosophy. While he would have preferred a greater level of flexibility to the routes so that they could better handle the shocks of large-scale conflict, the Eldar instead focused more on economic efficiency creating a system notably more efficient than he could have come up with.

Setting up the promotions and demotions of various officers was a rather straightforward task, as was the transfer of multiple daemonic weapons into Eldar hands. There were other benefits as well such as the library card which took the form of a shifting sigil that seemingly had no discernible psychic properties. He was sure Auro was going to want a look. Moreover, he did set up a time within the Webway to learn from the Harlequins as well as visit Commorragh for a meeting with an unknown individual.

Realizing the value the Eldar provided humanity, Kesar was struck with an understanding of why Magnus, Corvus, and Guilliman worked with them. There was value in trade and the Eldar prioritized long-term benefits. And right now, humanity provided them with many opportunities.



While Kesar fought Epsilon, events within the Imperium unfolded with terrifying speed. Mara's Rebellion had grown substantially over the past few years reaching a full 8 sectors due to her immense popularity. With an estimated 15 trillion guardsmen defecting to her region of space, it was little wonder that the Emperor was forced to respond.

Choosing to invade with a large detachment of Custodes, his response was surprisingly tame. Restricting himself to a single world and playing it up for publicity. The Emperor seemingly only took action when the local garrisons violently resisted the Imperial Army and he hadn't exterminated the planet in full. However, Kesar suspected there was more to the story as efforts by Konrad and Vulkan to get independent verification were rebuffed by the Emperor.

Additionally, the Emperor made a large display of the Nightingales and Terran Sun Guard providing officers to Mara's Rebellion. While Konrad claimed this was merely to decrease the death toll and provide widespread medical coverage, the Master of Man's response was clear. Remove them immediately or else.

And in lockstep, both Konrad and Vulkan gave a clear response.

No.

There was only one way the Emperor could respond. With condemnation of the highest order. Demanding the two Primarchs submit themselves to Imperial law, the Master of Mankind ordered their return to Terra where they would join Angron in being tried for treason.

Konrad and Vulkan had yet to respond.



"Baldur," Kesar began the moment his son entered the room. "The Imperium doesn't seem so stable anymore."

The Astartes gave a rueful grin filled with amusement and melancholy. "No, the cracks in the foundation are destabilizing the buildings built upon it."

The Second Anathema sighed, wishing he could trust Baldur enough to share his dealings with the Eldar and what he learned of the Emperor's plans. "What can we do to combat this?"

"Do you mean the Gammas?" Baldur began neutrally, realizing Kesar was focused on more pressing matters. Which were not a full tenth of the Imperial Army being in active rebellion. "Or something else?"

The Primarch looked at his son recognizing the blatant attempt to dig for more information. "You know what I'm talking about." He said in a stern tone.

"For the sake of argument, let's pretend I don't," Baldur requested with an air of amusement that quickly turned somber. "We can't have any misunderstandings here."

Kesar felt as if he'd been influenced by Oriacarius. Was this a genuine request? A highly veiled threat? Or was it his own nerves bleeding over to Baldur? "The Emperor has to know what Vulkan and Konrad's response will be."

"He doesn't," Baldur bluntly put, surprising Kesar for a moment before he began to explain. "But any response benefits him."

"Elaborate."

"If they show up, then the trial will be curated and edited to muddy their arguments and statements. If they don't, then the Emperor turns the civil war into a war to hold Primarchs accountable for their actions." The Astartes explained. "His opening move in this conflict was rather well orchestrated."

"He knew about the presence of the Sun Guard beforehand," Kesar theorized, feeling pieces of a puzzle begin to fall into place. "Allowing him to isolate Vulkan and Konrad. And the trial lumps them in with Angron."

"That or Mara was spotted holding discussions with the Primarchs," Baldur shrugged. "I have little doubt Vulkan and Konrad have quite a few ears listening to their every word."

The Second Anathema thought about requesting Baldur's assistance rooting out those spies before dismissing it. By the warp, he wished he could tell what his son was thinking. Instead, Kesar asked an open-ended question of his own. "How can the Emperor's plan be derailed?"

"There is somewhat of a flaw in this plan." Baldur replied, "Because while either option works for the Emperor, it might not be as well received as he thinks. Based on what I've seen, the general perception sees that Vulkan, and to a lesser extent Konrad, are heroes of the people, in whatever sort of visage they have in their heads, and that means-"

"Vulkan is the underdog." Kesar continued, "And humanity loves the underdog..."

"Half of all Gamma factions will follow Vulkan immediately," Baldur continued. "And thousands more Gamma Camps will rise following in his footsteps."

That … sounded like a pretty dangerous scenario. "How many?"

Baldur hesitated, "That's … difficult to estimate."

Kesar frowned, thinking through the seemingly mundane statement. An estimate was easy, but an informed estimate would be difficult if one was trying to hide what information they had access to. "Humor me."

"Around a quarter of the Imperial Army," Baldur said with surprising quickness forcing Kesar to rethink his prior theory. "The only reason it isn't more is due to Ferrus' Iron Communes. If the Gorgon joins Vulkan, then it'll be a full half of the Imperial Army joining his side."

"Didn't the majority of the Imperial Army speak out against Eli's removal?" The Second Anathema asked. "If the Emperor promised to reinstate him, that would calm dissenting voices."

"Not as much as you think," Baldur explained. "They aren't protesting Eli, even if he was popular. They're protesting the lack of control over the budget. That change you helped push through was immensely unpopular."

"He could try to tar Vulkan and Konrad with the same brush," Kesar spoke out loud. Despite thinking of that possibility, he found it doubtful for a number of reasons. One of which was how long it took him to support even some of Vulkan's reforms.

"You have to understand, no matter how the Emperor flips the script on this, one side is advocating for the end of child slavery and the other is trying to argue for the status quo." Baldur clarified. "People are going to think with their heart...and stomach. Mostly their stomach."

"And with the Imperium in turmoil, they'll look to blame the man in charge." Kesar surmised. "Well, at least for once politics may be useful in getting the Emperor to compromise."

Baldur began to chuckle, causing the Second Anathema to momentarily stare at him in confusion. After a few seconds of this, the Astartes realized the source of the Primarch's confusion and blurted, "Wait, you were serious about that?"

Kesar awkwardly scratched his chin. "That's … it's not that ridiculous of an idea." Baldur stared at him. "Damn it," Kesar deflated.

"It'll make him look bad at least," the Astartes said consolingly. "People will look at him refusing to change anything and blame him for their empty plates and bellies."

"Fulgrim may be able to blunt the blow," Kesar replied. "But while he can work miracles, that won't be enough." A sense of not joy, but lessened worry began to flow through Kesar as the Primarch began to relax.

"And it may cause him to defect," Baldur added. "Fulgrim for all his faults cares deeply. I would say he's the least loyal of the loyalists."

"Could you flip him?" The Second Anathema asked more out of curiosity than anything else.

"Would you trust me to?" The Astartes said with a grin.

Kesar didn't have an answer to that.

[X] Vect - The Beggar King, Ruler of Ash, and The Laughing God's Plaything, Asdrubael Vect is a powerful figure in Commorragh and within the Eldar as a whole. And Kesar has made a deal to visit the Ashen City. The Beggar King is quite eager, having a multitude of plans in play. Kesar already knows he's going to hate the Dark Eldar.
[X] Guilliman - One of the deals made with the Eldar was to learn from the Harlequins before demonstrating it to Guilliman. While Kesar hasn't done theater before, he's willing to try it due to its anti-chaos properties. Perhaps Fulgrim may enjoy it?

[] Lord General Militant Karcer - Surprisingly quiet ever since the events with Epsilon, Kesar expected some sort of letter complaining about his decisions. Instead, he received a single letter from her outright ordering his presence to discuss information that "is so idiotic to keep hidden that a damn good explanation will be needed to explain it." Kesar doesn't think he can put this off, but perhaps Oriacarius could take care of it instead.
[] Warden Heroes - Kesar has to share some of his findings with his sons. But who? Oriacarius is a certainty, Maticus merely very likely. Everyone else, however, ranges the spectrum from suspect to trustworthy. And trying to narrow that down is difficult. Yet Kesar knows he cannot keep the information of the Emperor's plans to himself. He has to share them with someone.
[] Lord General Mara - The head of the most successful Gamma faction, she is currently in direct conflict with the Emperor and is trying to raise support wherever she can. While Vulkan and Konrad have agreed to support her, there are many other Primarchs who remain on the fence (most prominently Fulgrim). And now she asks Kesar if he can support her goals. Arriving personally would make an excellent show of support.
[] The Renegade Few - Vulkan and Konrad are holding a council among Primarchs willing to take direct action against the Emperor. It's rather obvious that they're preparing for the civil war that'll occur when they refuse the Emperor's summons. Thus far Perturabo and Mortarion have agreed to show up. Kesar could act as a stabilizing force, but is there a need for this?
[] Fulgrim and Ferrus - Fulgrim is one of the linchpins among the loyalists. Should he join the rebels, so will Ferrus, and so will a large portion of the Imperial Army. However, Ferrus would certainly argue against the rebel cause, and even without that, it'd be a difficult task. Not to mention Horus is planning the Goliath Protocol to try and remove both Fulgrim and Ferrus from play without violence. Then again, there isn't any risk in trying another approach beyond wasted time.
[] Sanguinius and Mortarion - The Angel of Baal and Death Lord have agreed to meet in order to try and figure out what the future holds. They have requested a neutral third party, but so far all other Primarchs have proven unable to act as such due to the distance. Kesar could do so, but Mortarion has made it clear he would rather that not happen. There is almost certainly something more going on here.
[] Corvus and Magnus - The two Primarchs most active when it comes to Eldar relations are having a discussion within the Webway on a variety of topics related to future diplomatic relations. This is a rather important talk, although with how many other events are simultaneously occurring it may not be possible for Kesar to join in.
[] The Emperor of Man and Malcador - Oriacarius almost threw the letter out on reflex, but Malcador has requested Kesar's presence due to a number of concerning revelations within the galaxy. He has asked for a frank discussion with the Second Anathema and the Emperor on what steps must be taken to avoid a civil war and claims he is willing to compromise.
[] Alpharius - The Hydra is divided when it comes to the loyalists and rebels. The Hydra is drawn in multiple directions due to arguments between the heads. One of the Hydra's heads now asks Kesar to support their attempt to fix the Imperium through any means necessary.

Well then. I think it's safe to say that we are reaching a turning point now.

The Imperium is destabilizing, the Imperial Army is starting to turn on itself as well as the legions, the Primarchs are beginning to move more aggressively, Emps and Malc are beginning their crackdown, and now even the Hydra seems to be at a loss for how to salvage this situation.

Personally, the only social I would consider to be "bad" is Malc and Emps as I do not trust them to not use this social as an opportunity to jump Kesar and remove a rebellious Primarch early at this time.
 
It was suggested and sort of turned down on the Discord, but just wanted to mention it here. We could always send Baldur out to handle a social thing, but thus becomes the problem of do we trust him and also well... he isn't Kesar and therefore is subject to a variety of different rules then the Primarch. But hey, do you wanna try to handle the most socials? Is it worth it? Such is the question you must ask yourself as you consider the social stuff.

Or even if he isn't considered a rebel he's a known loose cannon. A wildcard. He was crippled and just learning how to not set his hair on fire by blinking but he still completely upended things after the coup by total accident
 
Also, as the Imperium strides closer and closer towards disaster, I just remembered there's something pretty important we learned on Discord that is relevant to a potential civil war.

If Kesar is able to reach Tier 11 Daemonsbane, he won't just become the ultimate Chaos Daemon slayer, capable of instakilling anything that's Chaos but not yet fully a Chaos God, he will also become massively more powerful in regular combat as well.

I imagine it's a sort of narrative boost to Kesar, because as someone who is capable of wounding and harming Chaos Gods, it would be pretty disappointing if he lost to someone like Lion in a fist fight, and so Kesar's base combat abilities will be increased to an incredible degree.

So much so that Kesar is remarked upon by Daemon at Tier 11 Daemonsbane as being "easily within Emps' tier" as far as regular combat is concerned.

What this means essentially is that Tier 11 Daemonsbane Kesar would be the only other person in the galaxy (not including Chaos Gods) beside the Ork Undergod who could fight the Emperor of Mankind in a 1v1 and win.

That kind of power might be just what we need to fight a civil war on the rebel side and actually win.

Who the hell is Baldur?

Anyways, I'd suggest... at least four socials, by sacrificing one research action.

At this point I feel like it's almost impossible to stay out of civil war or to fully prevent it. If we're going down for it, I'd say

Mara or Renegade Few, because they are at the centrepiece to what's happening right now.

Fulgrim and Ferrus, because if we can do anything to tip Fulgrim more to the rebel side then it could change the civil war's course as a whole.

Sanguinius and Mortarion, because Mortarion is almost certain to start his civil war actions either now or very soon and... I don't want to let Mortarion do shit to Sanguinius.

Alpharius, one of the closest brothers to Kesar Dorlin, one who might be the most willing to hear what he learned from the Eldar, and who could be one of the biggest actors of the future.
 
Since we can send out a Hero to do a social in our place, I think we can talk to Karcer, our Heroes, and one of the Twins, then send Ori to mediate for us with Mortarion and Sanguinius and Maticus to Ferrus and Fulgrim (mostly Fulgrim, since Mati could better connect to him I bet)

This feels very important to be a part of. Especially if we are going to have more involved dealings with the Eldar in the future.

Plus both these primarchs have had some rough stuff happen to them and we could definitely commiserate with them a bit.

after everything that has happened, a civil war must occur to save humanity. Now that we are siding with the rebel primarchs, I suggest the following…

[] Fulgrim and Ferrus
Having them side with us would increase our numbers and chances in victory, Because of the planned fight between them and Horus/pert, at best they will remain neutral and at worst Horus and pert are forced to remain neutral and we will have to fight fulgrim and ferrus. So hopefully we can find a way of persuading them to join us without doing the Goliath protocol.

From the wording of the text, my take is that either a fight is going to happen between them, or perhaps to have an observer to make sure no nothing suspicious is happening. Judging from mortarion preferring not us being there gives me an impression that he is going to do something dumb that escalate the situation to a full fight. Also an opportunity to get hawk boy to maybe join us or stay neutral at the very least.
