Perhaps... "You will be regularly inspected by the Fabricator-General of Mars, Kelbor-Hal himself, for any signs of Heretek activity." To anyone that doesn't know that we're best buds with him and that good old Hal has some ideas in common with Hearth, it'll seem like they're being put on a very tight leash.
Not exactly public knowledge, but it could work.

However I like the personal demanse kinda thing...

@Daemon Hunter Hal's explained his opinion of the Emperor to us, so we do know that.

Would we be able to ask him and explain to him our idea for getting them in peacefully as well as not forcing them to worship emps?

Also add in the inspection thing, since Hal is also a bit of an innovator himself.

Has to only be for Hal though don't want it to be a requirement that all Fabricator General's after him have to go there, most ain't as flexible as he is.

It's a variable DC, technically the DC is 70 with your +40 from being a Primarch and +20 from their disposition. If you are below that though, you may still be able to take it, but you would have a fair bit of resentment. Going above gives you better relations as well as getting them to consent to different things.

That would actually work, Kelbor would like that since he would like to have Mechanicus that don't worship Emps. Also he would be willing to inspect it personally every decade or so, and he may send underlings more often.

+ getting personal attention from the head of the Mechanicus probably would go a long way to dealing with resentment, seeing as...well its the head of their religion and society.

I rather have the personal domain so we can continue our building and expansions.

I rather not involve Hal continue inspections in case of Heresy.
 
Maybe something like this...

[X] Plan Kesar's Domain
-[X] Spend some of your political capital with the Adeptus Mechanicus and declare Hearth IV part of your personal domain, and given dispensation to continue pursuing their theories and not having to accept the Emperor as the Omnissiah. They will give the following "concessions" for this special dispensation:
--[X] They will have inspections every ten years by the Fabricator General of Mars for tech heresy, and any concerns must be brought up to Kesar before any accusations may be levied. (Kesar guarantees protection, so long as they aren't doing anything like unauthorized AI research)
--[X] They must provide copies of their STCs and other technological knowledge to the Adeptus Mechanicus of Mars, and provide assistance with building up the worlds that Kesar brings into compliance. (they would be doing this anyways)
-[X] Reassure the leaders of Hearth that the Emperor doesn't actually care if they worship him, and probably would prefer they didn't given the Imperial Truth, and that the Fabricator General is also someone you suspect would like to see reforms in that direction take place.
 
Yes we are his bro, but he still resents the Emperor and wants to do forbidden research.

Regardless then its in our best interests to help him with his goal of de emping the mechanicus and ensuring that should a traitor come to him with any propositions even backed with many STCs that he comes to us instead.

He may dislike emps, but he likes us which could make all the difference.

Gullieman done the same thing when he first conquered forgeworlds around ultramar, and to spite him even now admech refuse to give those planets status of forgeworld as those are not under their control.
Yeah, but the admech likes us a lot so we can probably get through em.

Admech is like Dwarfs , if they hold grudge then it will be held forever , but if you are they friend then expect eternal respect .
