Government: Stratocracy

Planet: Ciayama

The Uophet are a werewolf like species that are the dominant race on deathworld Ciayama. The are war-like space that take "survival of the fittest" to its logical conclusion. This thought process was developed because of their homeworld of Ciayama, consisting of environments similar to earth only more dangerous, forced them to survive at all cost. Deadly fauna and flora killed both the weak and the foolish, leaving only the strong and cunning alive. Do to the new Industrial Age, urbanization has increased the size Uophet territory from small city states and kingdoms into empires and nations.

Physiology

A Uophet consist of werewolf-like physical features and have a range of fur colors consisting of black, brown, grey, or white. A Uophet's height is between 8 to 10 feet tall when at physical maturity. Uophet are capable of enhanced speed, agility, strength, and senses making them effective killers. They are capable of running at 40 miles per hour in order to chase down their prey and their agility is roughly equal to that of an olympic gymnast. Their sense of smell allows them to track their prey for miles and distinguish different scents from each other. Due to the harshness of the homeworld, the Uophet species are capable of birth a litter of 8 pups after an six months period. Uophets are carnivorous species and capable of devouring nearly any meat due to their strong physiology. The claws and fangs of the Uophet are capable of piercing steel if struck in the location and with enough force.

Government

The Government of the Uophet is Stratocratic in nature with pieces of meritocracy and Oligarchy. The ruling body of the Uophet species is the War Council which consist of the highest ranking military leaders of the Uophet from all military factions within the military. There are 24 open seats on the War Council with member of the Council serving a limited term of service. A service term on the War Council lasts for six years and by the seventh year the term has ended. If a Council member dies before his term is up than a replacement is found from a list of candidates A successor can be chosen be a Council member but said successor must be approved by the rest of the council.

Culture

War and survival.

These are the driving forces of Uophet civilization and an essential part of their identity. This has led to them having a military culture where their society, technology, and even relationships is dedicated to warfare. In Uophet society weakness and foolishness is seen as something to be scorned and stamped out as much as possible. If one is found to be weak in physically, mentally, and/or spiritually than they considered an Omega which is the bottom rung of Uophet society. Slavery is a common practice of Uophet society as it seen that the weak must serve the strong. Although, it's rare that conquered enemies are either absorbed into the conquering faction. Uophet value Honor, loyalty, and strength; a Uophet will never truly lie to you (though it doesn't mean they can't withhold the truth) nor does he use deceit, to trust is highly valued thus is not freely given, and if you capable of rising than you are respected.

Uophet society neither hinders nor supports the individual, the "field" is equal for everyone and thus if you have the will than you can rise. This means gender, pack, legions and etc. doesn't affect your place in society, strength and skill does. Even a slave is capable of rising to prominence given time and proper resources with many slaves finding such tales inspiring.
The Uophet are an industrial species due to their war like nature and producing powerful military technology - weapons, war machines, and mass production. Psychic powers in Uophet society is considered a tool more than anything else, so long as its applications are useful in combat than it is accepted.

Religion

The Uophet have a small pantheon of gods in with worship varying from God to God.

Keemis the God of War and lord of blood: He is the head patriarch of the Uophet pantheon and believed to be the source of conflict on Ciayama. He appears as a large Uophet with blood colored fur, eyes like magma, black and red armor, and wielding a bloody war axe. Surrounding his neck is a necklace made of the skulls of his enemies; Yhena the Lady of winter, Fiwbum the insane, and Ephione queen of misfortune. It is believed by the Uophet that he taught their ancestors the ways of martial combat and started the first war on Ciayama. Keemis enjoys watching conflict on the battlefield and it is believed that warriors of great martial skill are inducted into his divine legion. He sits upon a throne made up of the bones of fallen warriors surrounded by a lake of blood.

Ohena goddess of fertility and the great mother: she appears as a Uophet with pure white fur, a slim figure, leather armor, and a short sword. She is a motherly goddess and is the eternal mate of Keemis. During mating season, offerings are made to her in belief that she will bless those desiring children.
Istus, God of Death and hunter of spirits: 1st born of Keemis and ohena, Istus is a pitch black Uophet who takes the souls of the dead into the well deserved rest. He is a faithful son to his father and one is never far from the other. Istus is all business and task his role as god of Death very seriously, making sure the dead are collected once it's their time.

The Butcher, God of Hatred: a crimsons colored bull-like creature that symbolizes rage. He is the faithful pet of Keemis and is used to hunt down cowards who flee from battle. Legends say that when Keemis and the Butcher first they clashed in an epic that created the continents of Ciayama

Soruer, god of Chaos and son of Fiwbum and Ephione: a raven- like god known for his trickery and deception that often leads to misfortune. Soruer inherited his father's insanity and his mother's desire for misfortune. He is a deceiver by his very nature and has a variety of disguises in which he uses to trick people. His "tricks" often range minor to cataclysmic, thus he is hated in Uophet culture and is often blamed for major disasters. Soruer is a coward at heart thus he will never fight directly or honorably preferring for others to do it for him.

Mybnera, the new Goddess of Winter: mybnera is a creature made of ice and snow who represents the winter season. She is the daughter and heir of Yhena thus she was angered when her mother was killed by the War god. She does all she can in making the winter time as harsh as possible for the Uophet. Cold and cruel, the thought of mercy is foreign to Mybnera's mind and she would prefer to have Ciayama be buried in a eternal winter. It is prophesied that she would bring the Last Winter upon the world once they great catastrophes were enacted though no one knows what they are.

Military

The Uophet military is organized of several divisions: Spec ops, the Blood Guard, the Psy core, reconnaissance, Air Force, and the Marine Corp. Each Organization plays a key role in Uophet society. The Hierarchy for Uophet from lowest to highest is the soldier to the Lucian. Close-quarter combat is taught to all divisions though the methods and style of CQC may very between them. Soldiers are to follow orders of their superiors unless the orders given found to be foolish in nature. For example, a Uophet commander order their soldiers against a foe they cannot win. Military training is brutal with an 60-65% chance of death within the first year. The combat doctrine of the Uophet varies among the among the divisions but there are several constants:
  1. soldiers are to engage in CQC whenever they are in personal range of their enemy. If CQC is proven ineffective than it shall be discarded for pure range and mystical combat.
  2. all enemy key locations are either to be captured or destroyed
  3. civilians and other non-combatants shall not be harmed as much as possible, attacking those unable to fight is the coward's way of battle

So here are the rolls, research is rather quick with all except Basic Gene Seed and Runes taking a year, and them taking 2 baring failure. Horus is neutral, Legion social happens well. Lorgar gets stopped by Orks with no Warboss and loses 10,000 more Word Bearers. And Khan has had a bad year. Also, @bioticgrunt , I shall now view your Omake.

I think Lorgar is far busy with dealing with Ork to even think about Imperial creed, if we are lucky then maybe he will forget religion and turn into Primarch version of Commissar Yarrik.
 

Alright, for rewards I'll be honest, I'm not sure what to give you exactly. It doesn't really make sense for me to give a bonus to your Legion since it is a Xeno race somewhere. So here are my ideas for rewards:

How in the hells does a Primarch get stopped by Orks without a Warboss? That's... that's just embarrassing.
Lorgar is the weakest of the bunch. I expected more, but... smh

The amount of effort Lorgar has been putting into these Orks has likely been effecting his compliance rate. Not to mention he himself has been too busy to likely spend time earlier on putting together the church and religion he did.

To be fair, he underestimated the Orks and wasn't lucky :V.

Malcador Interlude
As a reward for all the Omakes, especially @jjffjhjf, here is the Malcador interlude.

Malcador was a busy man. Continuously working to create, implement, adapt, reintegrate, and update governing departments and organizations was a task bordering on the impossible. On top of this, he also was in charge of internal security and safeguarding against those four warp cancers, but at least he had some help with this.

Sighing, Malcador put down his work for a moment. He needed a break. Walking out of his office, he began to pace around the Imperial Palace which was continuously under construction. Deep in his thoughts, he began to think of the Primarchs. The first to come to his mind was Alpharius. He was glad that Kesar introduced him to the Hydra. Alpharius and Omegon were extremely talented with espionage. This introduction made his job far easier. More importantly at the time, it allowed him to keep an eye on the two most elusive Primarchs. A win-win situation.

Nevertheless, he was glad he convinced [REDACTED] to allow the Alpha Legion to act as a support asset instead of another compliance machine. They have been instrumental in setting up intelligence networks and espionage services. While he certainly checked to ensure he could take control of the network in case he ever needed to kill them, he did not believe this would ever be necessary. From what he could tell, Alpharius and Omegon wanted to impress him. They had gone to Kesar to get access to Malcador's intelligence networks so they could make subvert them and improve them before surprising the Sigillite. Remembering this, Malcador face-palmed. The twins had no idea about simplicity, and the stupidest part was their plan somehow worked. He actually respected them.

Thinking back to how he got involved with the Alpha Legion, he recalled his various meetings with Kesar and his first introduction to Alpharius. The XXth Primarch was like a damn puppy. Always pulling stunts to get attention yet always keeping them a secret. It would be endearing if he wasn't a transhuman man 9 feet tall. Nevertheless, the two were amusing. After he learned Alpharius waited 24 hours in Kesar's bathroom to surprise the XIth Primarch, Malcador never let the Hydra forget about the event. Chuckling, Malcador wondered how he had grown to enjoy Alpharius' and Omegon's presence. They were amusing, gave him worthwhile assistance, and they respected him. They had grown on him, somehow.

Meanwhile, Kesar was an interesting Primarch. When they first met, Malcador was rather wary. He sensed the daemonic energy in his scar, and while it was barely noticeable, Malcador knew better than to underestimate the Architect of Fate. Thankfully, the XIth Primarch had agreed to informant networks in his territory. It helped to explain his agent's presence as they watched him for possible corruption from Tzeentch. The news he received was surprising. They painted a surprisingly human Primarch. Kesar genuinely seemed to have empathy for his fellow man as evidenced by his sharing of STCs and his willingness to assist Corax and Lorgar.

Thankfully, when he met Kesar for a second time, it seems that the taint was gone. He had managed to trick Alpharius into being at the meeting in case the XIth Primarch attempted to kill him, but he was glad to see his fears were unwarranted. Nevertheless, he investigated why the taint was gone. During this, he found that Magnus had begun looking into Greater Daemon wounds following a meeting with Kesar. From this, and eyewitness reports from battles, Malcador managed to find that the wound had some delayed effect that had triggered. Now, the wound was dormant, but the Sigillite still had no idea what the intent was. However, the Changer of Ways works in rather convoluted ways, so he would stop worrying about this for now.

Kesar was interesting to Malcador. The Sigillite respected him, but he would never let that be known. Currently, he was waiting for the other shoe to drop and display some psychological quirk that would make Malcador slam his head into the wall repeatedly. Thankfully, Kesar's only "flaw" seemed to be his care for his Legion. Hopefully, this would continue. Plus, he hates daemons. That is always a bonus.

With his walk complete, Malcador returned to his office to continue his work. There was always something to do. While he would love to use divination to find out what he would come up with, this was dangerous because of the subtle introductions the Changer of Ways could induce into his plans. A word here or there could doom hundreds of planets. As he entered his office, he began to sort through paperwork and continued working.

As he continued to work, his psychic senses and alarm systems noticed someone making their way to his office. Curious, he analyzed the individual and was surprised to find it was Omegon. Normally, the twins would try surprising him as they loved to do. They had yet to succeed, but that had not stopped them. To have one of them openly walk towards him was a sign that something had happened. Mentally reviewing his contingency plans, he opened the door for Omegon.

Respectfully, the Primarch bowed shallowly before speaking, "Lord Sigillite, I have very important questions to ask." Another red flag for Malcador, the twins had yet to refer to him as Lord Sigillite. Normally they just called him Malcador, Malcs, or Old Man. They were clearly trying to get a reaction from him, yet he always maintained his emotional façade. Now, it was worrying that Omegon was sticking to respectful phrases. Motioning the Hydra to continue, Omegon asked a single question.
" What do you know about the Changer of Ways also known as the Architect of Fate?"
Malcador was beyond surprised to hear this. It was one of [REDACTED]'s most closely guarded secrets. Suddenly, what the Alpha Legion was doing for the last 5 years made sense. Chasing leads on cults that were almost certainly separate. Countering plots that seemed to be counterintuitive. Investigating a single Magos to the point of obsession. The difficulty of that investigation was suddenly explained, and the Alpha Legion managed to bring all of these separate scraps of information together into a collage that could be analyzed and interpreted. So that's why the warp had a slight ripple. Someone was throwing a temper tantrum after the brilliance of the Alpha Legion. Hopefully, the Hydra would keep this secret from the other Primarchs, but he must admit, the twins had done something he doubted even he himself could do.

Damn I caught between the khan option and the fun option. the khan option can lead to imperium getting a potential cannon fodder client race that can fight under the imperim if emps stamps his seal of approval. But fun option sounds like shenanigans. Can someone flip a coin for me, heads is khan tails is fun option.
