One think I feel the need to point out is that we do have a minor problem with Cocceio, with the Ship Graveyard. A few Orks might notice that there's a huge pile of scrap just waiting to be looted.

There are a few Orbital Mechanics questions that need to be answered. What's the system's current layout? What are they likely to pass by if they take a strait rout to Avernus? What about Cumae?

I'm just worried that we only have 3 cities with a psyker presence; and only 25 minor battle psykers at the unseen university. (Well, the headmaster is there, but still.)

And it only has PDF forces, none of our IG Regiments. Granted, our PDF is amazing, but I want our thousands of Psykers in training to be well protected.
With nearly 1.5m PDF troopers there, including 3 Siege brigades and 20 armoured regiments worth of heavy equipment, I don't think we need to worry overmuch.

Edit: Hmm, I don't see Xavier listed in our deployments.

@durin - How does Rotbart know about the Old Ones and them creating the Orks? Was that piece of ancient history revealed to Saint Lin by the Emperor though his glorious text-to-speech device? Because otherwise I'm not sure that humans in 40k actually know about that, unless the Eldar told them sometime between 40k and 43k or something.

He is leading the Battles Psykers helping out on Alfheim.
And looking at deployment, I feel that the number of dedicated AA we have is... insufficient. :p

We only have 10 regiments of it, total. Airpower is always a big deal; Making sure we have at least one for every named city would be nice, as well as a few for backup and in case we need to split our forces again.
We can get more AA specialists later on and don't forget our cities themselves have a lot of anti-air weapons.

It is more of an educated guess put together with a few things that Eldar and Necrons have been recorded to say
 
Something I just noticed is Yphax passed one million population, pushing it into minor city levels. We should probably expand it in a year or two.
 
@Elder Haman - I noticed we have .2 Governor's Own for Freya, .2 for Rotbart, .2 for Navigators, .2 for Saint Lin ... where is the other .2? Syr?

Was supposed to be 0.2 for Headmaster Ricdully (since he was the other likely target for assassination).

@durin Since that's a missing unit can you just add that to the Unseen University forces?

Actually there is an IG Siege Infantry Brigade at the Unseen University which = 10 Regiments.

Also, I have psykers focused on the moons and space ships. I even explained why I distributed them that way. Exactly what do you think we should prioritize over the Moon Bases and the Well of Urd?

Others here know Orks better than I. Can we challenge them? Try and draw them in to battle instead of spending their attention elsewhere?

durin posted a map, they are likely to hit Cumae first, then Cocceio, and then Avernus which is on the other side of the sun from their approach.

Have a military option to build more specialist, just not priority compared to other actions.

2: You have forgotten to assaign Troops to Casarrondo.

Ah crap. I was afraid I'd missed something, but not a whole city. Well, still time to fix that.

1: What are our Rough Raider doing in the Mountains? There are at a natural disadvantage there.

I evenly distributed them and then focused a bunch in Dis for central location for relocation depending on the enemy type. Was focusedmore on the probability of Siege Warfare than fighting outside the cities, that might need to change.

3: You have assaigned no aircraft to the other Hive citys.

I said why already.

4: Beirut and True Grit have only 20 Rough Raider stationed instead of 40 like the other citys in that region.

Because the other cities have higher priority targets - Hive, Forge City, Forge Complex.

Any way.

Changes that need to be made:

1: Add Cassarondo forces
2: Do we want to redistribute now that it's Orks?

What are the likely targets for the Orks?

I'm guessing the Unseen University is lower priority for them, so maybe don't need Headmaster Ridcully there?
There is a little more room on the Starfort, should we put more forces there?
I'm afraid the Orks might very well like the looks of the Well of Urd as a target. (Ooooh! BIG ship! Let's get it!)

Is the capital a more likely target? Can we make it the likely target by challenging them and trying to draw them into attacking Dis?

Are the Orks more likely to involve fighting in the wild rather than siege warfare around the cities? In that case we probably need to redistribute so that the regions have more of their specific type. Note that leaves the Everglades pretty bare.

I have to head to work, but if you guys can come up with some answers to those questions, then I think we can start developing a modification of the plans.

Also, what do we do if the Orks go to an unoccupied portion of Avernus?

Are there any strategically important locations or natural fortifications around Avernus that we ought to deploy pre-fabricated fortresses too and so garrisons to prevent occupation by the Orks?

I'm guessing that is beyond our powers, but thought I should raise it.

Unless their Warboss is kunnin', I doubt the ship graveyard is in any immediate danger. No self-respecting Ork will avoid a fight going on right in front of it.
Some crude gestures might help though.

Not really other than add defenders to that one city.

Orks tend to go everywhere when fighting but most love going to where the best fighting is at which is Avernus and have a love for boarding when in space combat o maybe add more defenders for our space stuff if able.

So we top off the Starfort then? Maybe add 4 regiments to the Goliath...

Does this make the Military Transports as mass boarding force more viable? Are the Orks more likely to accept boarders than try to shoot the ships down?
 
I'm all for sending a message to the Orks saying that the big fighting is on Avernus and saying we will kick their ass.

This will most likely get the whole fleet to come to the planet to fight us.
