Storm's End (in Azure Isles w/ lots of Sirens) - I kind of want to investigate this one next, maybe it will have information about the Sirens inside.

Dorthonion (in the forests of Lindon) - the one we are exploring now, and will be turned into a Forge City

Babylon (deserts of Aridia) - has a lot of metal in addition to ruins.

Beruit (deserts of Aridia) - the largest Dark Age ruins discovered so far.

Silver Lake (deserts of Aridia) - It was revealed in turn 10 that there are ruins here larger then Dorthonion. Recolonizing Silver Lake would have meant we had a city there. Although it might be better to hand it over to the Mechanius. This is probably the second choice to explore, as if we can get it explored before the Empire goes down we might get a chance to have a 2nd Forge City established here.

And remember: we have only colonised part of a continent.
 
Indeed. We cover an area slightly smaller than India (pi*10^6 km^2 compared to 3.3*10^6 km^2). There's entire other continents on this planet plus parts of our continent that we haven't explored, and they might all have lots more ruins. Or they might not.

As remarked earlier, they seem like a potentially valuable resource.

I have it on good authority that we are in the most ruin-dense part of Avernus, but that there are still ruins elsewhere.

valuable but not easily got at. Between the colonies of epsilom-level penguins, the battle tank sized blank bears, the enslavers upon which the seals feed, just getting at them will be a nightmare.

Eventually, once we're not such a new colony. I expect we'll end up with far more regiments than we send away though. The whole point of the place was originally to act as a training world for the Guard after all. However that is assuming that the Adeptus Mechanicus doesn't have Avernus named as a holy world by then. We keep turning up STCs and they might.

You are Governor Fredrick Rotbart and as you have your customary end of the year break you consider the major projects that are beginning this year. Forge-World Atlas has started construction of both the orbital industry and of the Forge-City at Dorthonion as well as delivering the Defense Monitor and Baneblade Squadron. As the Baneblades were deployed to Elysium where they can do the most good, the Defense Monitor is put under the command of Admiral Parnell who commands the Imperial Navy Battlegroup Avernus, which has recently arrived. To make the year even more hectic an Adeptus Astra Telepathica ship has arrived to begin the construction of the Scholastica Psykana. On a more personal front you have met Captain Adrienne who is Henry's recent paramour and she seems to be a good person, if a little intimidated by you.

General Drago has been busy supervising the rebuilding of the Avernus military this year but he informs you that the only major issue that he has at the moment is the lack of a air force. He strongly advises you to begin training pilots immediately now that the flight school is open. The recent arrival of the Imperial Navy task force gives him a level of peace of mind.

This will fill the growing holes in your line of battle left by the recent battle, the predations of the wildlife and the constant population growth. Constant Recruitment- Given the constant casualties that Avernus inflicts on your soldiers General Drago proposes setting a system where the boot camps and Officers Academy are both constantly training new men to allow for casualties to be quickly replaced without too much of an administrative load. The increase in time between recruitment and being assigned to a regiment would increase recruitment costs slightly but the ability to replenish losses without oversight would be worth it. This project will take several years so General Drago only considers it to be of high priority.

Fortified Barracks: Imperial Guard- General Drago comes to you with a plan to create new barracks for your Imperial Guard forces. These barracks would each contain a single regiment and would be heavily fortified with turrets, void shield generators and internal power generation and supply dumps. They would also contain advanced training grounds which would allow for more effective and constant training. These barracks would both give the Imperial Guard a safe and secure base and provide a series of defensive strong-points within the cities of Avernus, which you personally would have found very useful in the recent invasion. General Drago wishes to eventually give the PDF similar barracks but know that it is currently unaffordable and considers this to be of medium priority.

If completed this finishing school would allow for new officers to integrate into their regiment more easily and would strengthen the military traditions that are forming in each region. It would also prepare officers far better for commanding the type of soldiers they end up in command of. General Drago considers this to be of medium priority.

Wargaming Grounds: All- General Drago proposes building a series of mock battlefields where dozens of regiments can engage in wargames. This should give the forces of Avernus more practice at fighting above a regimental scale and will allow the different regiments to bond. This will fix one of the issue that was noticed about the recent invasion which was that your forces were unused to fighting large scale conflicts. The wargaming grounds will be huge and expensive to maintain so only one would be built per region. General Drago considers this to be of medium priority.

Air Superiority- Given how poorly the Avernus Air Force preformed in the recent invasion General Drago proposes having the entire first class of pilots, all one thousand of them, trained to be fighter pilots. This will give you fifty new fighter wings which should be sufficient to cover Avernus.

A Balanced Approach- The simplest way to increase the size of the Avernus air force is to split the new pilots between fighters and bombers. This would provide a balanced air force but will not provide the sheer number of fighters necessary to protect Avernus from another major invasion.

Henry's new relationship doesn't seem to slow his work down at all as he is throwing himself into this years projects. Currently Avernus has a large reserve of all resources which allows for several more ambitious projects to be attempted. One example that Henry has recently proposed is to build a underground railway linking the cities of Elysium which if successful would be expanded over as much of Avernus as possible.

This extensive proposal is to build these institutes in every city in Avernus over the next three years. Henry considers this to be of medium priority.

Social Policy: Work Harder- Henry has prepared a series of plans which include making the population of Avernus work longer the the 49 hours a week that is the current average working week.

Social Policy: Longer Working Week- The most simple of the plans is to increase the working week to 56 hours. This would have a small effect on morale and give a ten percent increase in productivity. Henry recommends this option

Social Policy: Much Longer Working Week- A harsher plan is to increase the working week to 66.5 hours. This would have a major effect on morale and give a twenty percent increase in productivity.

Social Policy: Work to the Bone- A very harsh plan is to increase the working week to 80.5 hours. This massive amount of work would have a major effect on morale and increase productivity be thirty percent. Henry recommends against this option

Expand Promethium Refinery: The Fens-The Fens in The Azure Islands has a wide enough promethium reserves that you can build a larger promethium refinery and extractor. This will increase your total promethium gathering rate by 30% which would provide for all promethium needs for the next decade. Henry considers this to be of low priority.

Expand Mine: Lemnos, Hollin, Salem and Babylon.- If you expand the mines and smelter at every location that has large enough ore veins to expand you would almost double the amount of Metal gathered per year. Henry considers this to be of high priority.

Expand Factories:Avernus- A far more extreme plan to increase manufacturing capacity that Henry proposes is to enlarge all the factories on Avernus. This would increase manufacturing capacity by 40% and would no longer use up most of Avernus' metal supplies. Henry considers this to be of high priority.

Commercial District: Dis and Linden- Henry has plans to build an entire district focusing on commerce in every city on Avernus. While it would be far to expensive to do that right now he does have plans to build these commerce districts in Dis and Lindon, which produce almost half of your tax earning at the moment. This project would increase total Thrones income by a third and over double your currant profit. Henry considers this to be of low priority.

Underground Passage: Elysium- Henry has suggested the ambitious project of linking the cities of Elysium with a underground railway. This project would be expensive and time consuming but would allow for easy travel and trade between the cities of Elysium. In military terms the forces of Elysium could reach even Yphax, far away from the other cities, in around four hours while remaining protected from the wildlife. Civilian trade and general productivity within Elysium would be increased by a enough to cover the upkeep of the rail with a bit left over. Henry considers this to be of low priority.

Lord Klovis-Ultan informs that Avernus has used up the diplomatic credit that it gained from defeating the Sons of War but is still in a strong position. He advises making contact with the neighboring worlds soon and returning to Atlas to trade.

Neighbors- Lord Klovis-Ultan informs you that now that Avernus is securely established it is time to establish contact with the other worlds of the Sub-Sector. This would give you a far better idea of the resources and needs of the local planets as well as what dangers there are in the area.

Greet Tourists-Lord Klovis-Ultan's contacts among the nobility of Hydraphur is the main reason that the idea of Avernus as a tourist destination took off. He can personally greet and guide the tourists this year which will hopefully increase how much time they will spend on Avernus and therefore how much money they spend. While there are less nobles coming to Avernus this year some still are so Lord Klovis-Ultan's contacts are still useful.

Deliver STC to Mechanicus- Now that Magos Explorator Tranth has completed another two partial STC templates he could trade them to Atlas.

Request for aid: Adeptus Ministorum- You can request that the Ecclesiarchy send a contingent of priest to minister to your populace. It will take several years for any aid sent to reach Avernus.
Time: 1 year. Cost: 15 200 Thrones Chance of Success: 23% Reward: More priests who increase population Morale by 1 and reduce the chance of cults by 5%.

Arbitrator Oakheart is confident that she is on top of the cultist issues on Avernus and is considering how to best deal with any sudden surges in cultists numbers. While she does not yet have any solutions she will inform you when she does.

Forensics: Avernus- Arbitrator Oakheart wishes to add a forensics department to each Law enforcement stations as well as further increase the number of Law Enforcement Officers. If this is carried out it will make it easier to catch cultists and criminals and fr easier to catch the more elusive Inner Circle Cultists. This is Arbitrator Oakheart's proposal to add forensics departments all over Avernus.

Infiltrators: Avernus- Arbitrator Oakheart wishes to improve her spy network by training dedicated infiltrators who can infiltrate potential cults and seek out the inner circle who are giving the orders. This plan is to train infiltrators all over Avernus simultaneously which will take longer to have any but will have them all in place sooner then rolling them out piecemeal.
Time: 4 years. Cost: 994 375 Thrones, 9 944 Material, 995 Promethium. Upkeep:99 438 Thrones per year, 492 Material per year Chance of Success: 50%, rolled separately for each region. Reward: Trained infiltrators all over Avernus, +5% to detect cultists and an additional +10% to detect inner circle cultists.


Cultist Hunt: Lindon and Elysium- The increase in number of cultists found in Lindon and Elysium worries Arbitrator Oakheart enough that she wants to investigate personally. If she does there will be a significant increase in how many cultists are found but it will take up a large potion of her time over the next year.
Time: 1 year. Cost: 7 100 Thrones. Chance of Success: 70%. Reward: add half the margin of success to all attempts to find cultists in Lindon and Elysium this year


Hunt them down- Arbitrator Oakheart wishes to determine the current trends in cultist number and confirm her hunch that there are no cultists in Dis and there is not merely a very well hidden cult. She wishes to personally examine each region and try to determine the approximate number of cultists currently in the region. This will not directly help locate cultists but if successful will give you an approximation of how many cultists are in each region, allowing you to focus your efforts.

Social Policy: Police State- Arbitrator Oakheart has prepared a series of plans to increase the amount of surveillance on the citizens of Avernus in an attempt to detect more cultists. This plans while effective will not be popular among the citizenry.

Social Policy: Decrease Surveillance- This plan involves disable the surveillance equipment to all public spaces. It would have a marked decrease on the number of cultist caught while increasing the general morale of the population.

Social Policy: Greatly Increased Surveillance- This plan involves also putting surveillance equipment in the less personal private locations and using this data to try and catch or track cultists. It would make catching Inner Circle Cultists far easier but would be rather intrusive and moderately expensive.
Cost: 153 652 Thrones, 15 365 Material. Upkeep: 15 365 Thrones per year, 1 537 Material per year. Reward: +5% Chance of detecting cultists and an additional +10% to detect inner circle cultists,-1 Civilian Morale.


Social Policy: Big Brother- This would involved installing surveillance equipment in all private locations including every citizens house. This would make catching cultists far easier but would be incredibly expensive and intrusive.
Cost: 768 476 Thrones, 76 848 Material. Upkeep: 76 848 Thrones per year, 7 685 Material per year. Reward: +15% Chance of detecting cultists and an additional +20% to detect inner circle cultists,-2 Civilian Morale.
Note that surveillance cost include the cost of the previous so if you go from level one to level three it is cheaper then going from level zero to level three. Also it does not cost anything to go to a lower level.

Magos Explorator Tranth is glad that the workers from Atlas have begun turning Gamma-4, which you hope to convince him to call Dorthonion soon, into a Forge-City. However he hopes to finish exploring the ruins under Gamma-4 before the construction reaches them at the end of next year.
Magos Biologis Saren is totally engrossed in his research and informs you that he will have a report by the end of the year.

If successful the light vehicle will be available for launch and the blueprints can be traded to the nearest forge world.

Examine Refractor Field- The refractor field in the ruins of Gamma-4 are of a different design then the type that Magos Explorator Tranth is familiar with and seem to be more simple in design. This means that if he manages to figure out how to make them they will be more easily produced then the currently available type. Magos Explorator Tranth wishes to reverse engineer the refractor fields found in Gamma-4.
Time: 1 year. Cost: 7 100 Thrones, 1 420 Material, 31 Metal, 8 Promethium. Chance of Success: 40%. Reward: Gain blueprints for new refractor field, lose d6 refractor fields starting the the non-functional examples.


Examine Cogitators- The cogitators found below Gamma-4 are significantly faster then the type that Magos Explorator Tranth is familiar with without being much more complex. He wishes to try to reverse engineer them and claims that if successful he could upgrade the accuracy of Avernus' anti-air weapons and artillery by around 10% as well as increasing how effective various Adeptus Mechanicus products are.

Try to complete STC fragment:Factory Automation- The other recently discovered STC fragment shows a form of factory automation that is more efficient and faster then the type currently in use. If Magos Explorator Tranth manages to complete this fragment he will be able to upgrade the factories of Avernus to be far more efficient.

There are multiple instances where the reward don't match the action.

Signs of the plague seem to say detecting psykers, Boot Camp and Hospital Priests is basically the same, including cost.

Durin, I think that you miscalculated the Thrones left for the start of Turn 11. The choice to set up Disease Control Centres all across Avernus had a price tag of almost 4 billion Thrones, yet our cash level looks to be about the same as before.

Without bombers air superiority is much less valuable. Also, bombers can also help dealing with rowdy wildlife a bit better.

Factories would not just boost material production, but allow us to produce sweet air units and tanks. While I admit the underground passage is a little attractive, I think commercial centers would be better for us at this point.

The two suggested actions work nicely; we finally get to meet the neighbors, and we can cash in two STCs. By the by, what should we try and get? I'm thinking, aside from orbital defenses, some STC patterns

Well, of *course* we need a bigger palace (and a bigger hat, perhaps? We're a schmart guy). A bit more grasp of the softer side of things would help as well. And we can devote some attention to a pet project; say, finding more cultists. Now that we're recovering militarily, and given things like, oh, a *baneblade squadron*, internal attack (which you have to find before gunning down) is more of a danger then another invasion (... hopefully).

Good to see Caroline taking combat a bit more seriously. Avernus has a way of teaching you that lesson, doesn't it?

Durin, I think that you miscalculated the Thrones left for the start of Turn 11. The choice to set up Disease Control Centres all across Avernus had a price tag of almost 4 billion Thrones, yet our cash level looks to be about the same as before.

We got a large income from our tourists, which are not included in our regular income. I just realize that a couple turns ago.

That's why our Thrones have not been decreasing as quickly as expected.

Get our fighters up to snuff first, and when another slot opens next year, recruit bombers. Even if we can not recruit bombers for years while waiting for slots to open, I still think this is the best course of action. While it would be good to have bombers to attack the enemy, it would be far worse for the enemy to gain air superiority which would prevent our bombers from attacking, and allow their bombers to attack us with impunity.

Negative on Thrones and Metal, but we have large stockpiles in both of those. Costing us roughly 10% of our metal reserves, and 25% of our Thrones reserves. (Which is why we need to increase our income).

Before we do Oakheart, I want the +5 the palace will give us. fighters for the first batch because we need to regain air superiority, expanding the factories because we are constrained by our materials, mines as a personal action so we get both metal and material, commerce so we don't fall behind in Thrones, Ecclesiarchy because I want to be absolutely positively certain that our planet is pure, neighbours should be obvious, ruins because it's time sensitive, machinery for the additional economy boost, Signs of heresy because priest bonuses became permanent and Civillian education because I want to indoctrinate the people into loyal, emperor loving deathworlders.

Edit: @Elder Haman can I convince you to change your personal attention to expanding the mines?

After material, metal is our greatest limitation, even if we currently have the reserves...
