We actually care about those 'least powerful enemies' because there are a lot of them. Like in Valinor the the vast majority of troops they had had less than 6 armor, the point where Pulse = Volkite. Don't disregard the existence and power of massive Boyz that have to be fought.
I disagree in the strongest possible terms. Low armour troops are universally also low skill troops with low-grade weapons. Any advantage they have from quantity is negated by their massively inferior quality. Boyz have never given us trouble. Indeed the difficult Waaaghs have been the ones with a high proportion of elites.

Also consider the fact that there are no potential enemies that lack armoured troops but several enemies that lack un-armoured troops.

The problem with Elites and Armour.. is that they create space for chaff and army to follow up. And we handle those with Helguard and top-tier Elites! It's not like we'll be lacking in troops that can deal with Elites and Armour. Furthermore you disregard the value of anti-light troops. Firstly they are amazing when we are attacking, which is when the enemy all but certain to lack Elites and Armour in great quantity. Secondly their main disadvantage can be avoided due to Rotbart's N-Steps Ahead letting him place all the Helltroopers exterminating army.

And there is always a lot of army.

Like against Valinor? It would have been equal against Stormtroopers and better against Chaos Warbands. Elite Siege Infantry, Siege Infantry, Light Infantry - They all have a lot less than 6 Armor and get burned to death.

1. Is it possible for a god to pokevolve? Like, could Zaeed evolve his domain from Mercenaries to Standing Armies?
2. Say a god wants to make a Herald equivalent. Would it be cheaper to make a Herald from scratch or ascend a mortal to the level of a Herald?

low armor troops are essentially the escorts of the ground, ablative hp for the good stuff. Your right, Ork boyz have never been a threat, but they have acted as ablative cover for threats. Being able to kill ork boyz is not enough, you need to be able to kill them quickly.

Yup, there's been a pattern of us getting a massive victory on the ground by the numbers, and having nothing but a bunch of Ork Boyz killed to show for it.
 
I guess I can live with the half half split, Volkites mean we chew through Ork and Chaos chaff faster. Cutting down on the Waaagh! field and potential sacrifices faster respectively.

Which we do. Our Helltroopers go through low-grade chaff like a blade through butter when armed with Impalers. Pulse weapons are good against everything, including un-armoured hordes.

If we really want specialised anti-horde forces we should use the Specialist Grenadiers (Write In): Planning to make some actual specialists.

They go through like a knife through butter, but there's enough butter to build a house, and it takes too long for them to get through it.

there is literally an option for that, mostly pulse. that said, in most situations they will be shooting things volkite are better at. so why not give most of them volkites? we have helgurad for hard targets. pulse only starts overtaking volkite around Nob level armor, and forces that durable are usually in small enough number that we can fight them with our neutron equipped hellguard. or just the chunk of our helltroopes we have equipped with pulse weapons.

to be clear, i'm not in favor of going fully one way or the other. most of the time volkite will be far more useful, but having regiments with pulse on hand wound be useful for the exceptions.

keep in mind, Da Crumpas where a special unit, the result of a waagh nearly criting on troop quality. assuming we would see units like that frequently is erroneous.

@Durin. Could we divine members of the assassin guild and contact them since people do not want to divine the fortress of the soulless?
I'm pretty sure that those guys have measures for that exact thing since it would defeat the purpose of hiding an entire fortress. Seriously, people have pointed out that if they wanted to get into contact with a major human polity they would have by now. Especially with the Primarchs running one of them.

Besides the obvious tech trade, I think there allies are the Custodies who may be able to help Saint Lin. It is the one reason I am so adamant about divining the fortress of the Soulless. It's a long shot but it is worth it to save Saint Lin's life.
 
that might be a worthwhile endeavor. Even if they have tech better suited to their needs, a giant database of potent designs that could have come from a number of powers would be pretty useful to them.

Another reason is how are they navigating the galaxy? They are trying to bring order to the galaxy and well if they do not want to spend decades traveling to the target they most have some way to navigate the warp that must be faster than what we have. Because in my mind they picked up the Lion and brought him back to the bolt hole.

true, but keep in mind their kit is likly the bets the imperuam of man in all its schizo tech could produce. For example, I doubt we have anything better than the custodaes. we likely have a few things that would be of direct use to them, but I suspect our tech would not a massive upgrade to a force kitted to the nines in relics and high end arcano tech.
