Inquisitor Klovis-Ultan would like to note that this is what is currently known about Vlad, and is quite possibly missing a massive amount.

Age: approximately 25,000 years
M: 16+18=34 (+70 bonus)- While Vlad usually tries to avoid the spotlight his great experience still allows him to command forces of all types with the skill of a respected general, or admiral.
I: 18+40=58- Vlad's skills in the personal aspects of intrigue, both stealth and disguise, are unmatched by any living human, and possibly by any human in history. his skills as a spymaster are significantly below this, but are still on the upper bounds of possibility.
A: 12+17=29- Over his long life Vlad has learned much about administration of all levels, though it has never been a passion for him.
L: 15+26=41- While Vlad has never been particularly technically inclined he has received the best possible education of a dozen eras, including the Dark Age of Technology.
P: 18+34=52- Vlad's will and mental defences are immaculate, anchored as they are by the type of self-knowledge that only lifetimes of meditation can achieve.
D:12+27=39- Vlad's abilities in the social area have been honed by by long life and the issues integrating in the ever changing galaxy.
C: 15+40=55- Vlad Tepes was able to survive exploring the majority of Avernusin his youth, a feat that requires incredible combat skills. In the tens of millennia since then he has only improved his skills at combat.

First Explorer of Avernus (+10I, +8P, +20C, +2 to all other stats, near certain not to die, +200 to all rolls to deal with environmental challenges, +200 to rolls dealing with the dangers of Avernus)- Vlad Tepes was the first person, human or other, to fully explore the nearly entirety of Avernus, a feat that he accomplished in a mere five centuries. In accomplishing this feat he developed a wide range of skills to an incredible level, mostly those related to survival.
Commissar of the Phase-Tigers
(+1M, +2I, +1D, +2C, +5 to stealth rolls for forces under his direct command, +15 to morale for forces in his presence, less likely not to die, double statistic bonuses when commanding Phase-Tigers)- Under the name of Commissar Sepet Vlad became the Commissar of the Catachan 813th "Phase-Tigers", the most legendary force of warriors in the Imperial Trust and has been since their founding a decade before the initial colonization of Avernus.
Ancient Master
(+12 all stats, +50 to all rolls)- In his long life Vlad has lived in countless situations and mastered an incredible variety of skills, many to a level that it is near impossible to reach in a single lifetime.
Paragon of Stealth
(+12I, +3C, +80 to all stealth rolls)- Vlad is is able to pull off seemingly impossible feats of stealth with casual ease.
Wraithwalker
(+1I, +1P, +25 to all stealth rolls vs psykers and daemons) - In the Second Demonic Incursion, Commissar Sepet, the Phase-Tigers, Grandmaster Xavier, and Mittens killed countless daemons via stealth, learning how to hide even from the Warp touched eyes of daemons and earning the title of the Wraithwalkers.
Adamantium Mind (+12P, +120 to resist mental intrusion, roll twice on attempts to resist mental intrusions and pick the highest)- In his time on Avernus Vlad dealt with countless forms of psychic assault, and learned to live though all of them. When combined with the mental walls that he has been strengthening for longer then most civilizations exist breaching his mind is all but impossible even for the greatest of telepaths.

Social Chameleon (+8D, can easily blend into groups)- Vlad lived for tens of thousands of years in the background of human civilization without being found. he did this in large part by learning how to blend in with the society around him.
A Ancient Education
(+12L, +3 to all stats, chance of knowing anything ever known by humanity)- Vlad Tepes was born in the early years of the Dark Age of Technology, and received his first education then. Since then he has studied under hundreds of educational institutes of varying types, giving him the most though education that you know of.

the "A Ancient Education" means that the admech should start asking him to teach some courses......(assuming thats politically possable at least)

Looking at our larger stealth ships, it's a bit odd. the stealth BC has around the same armor hit, but less hp reduction, and has the same amount of weapons as the other macrocannon BC. The stealth BB, however, has a staggering 62% armor reduction and 30% hp reduction, as well as a shockingly anemic weapons loadout, however, it seems to be using primarily lances.
If you are comparing stealth LCs to regular LCs, and stealth BCs to regular BCs, both of which are fast ships of their weight class, you should be comparing stealth Bs to fast Bs (and they compare much better with them, with 15% less armor, 10% less HP and 17% less shields).

Reading this reminds me how bullshit Ridcully is since he has an equal number of paragon traits to a man 25,000+ years old.

So, more likely to die, or is it a mistake, @Durin?
I assume this represent the fact that because he has people he cares for and would not leave behind he will stay and fight in situations he would normally be capable of easily escaping.

And "more likely to die than twenty five thousand year old stealth, intrigue, piety and combat paragon normally would be" is still "much, much, much, much less likely to die than pretty much everyone ever".

I think you're reading a bit too much into this. To me the double negative just seems to be a straightforward error. Either the QM meant to say "more likely to die" and phrased it poorly, or they meant to say "less likely to die/likely not to die".

Certainly, if the QM confirms that Vlad is "more likely to die", then your explanation would be as good as any, but at the moment it still seems perfectly likely that it's just a typo. After all, you could easily argue that being an elite soldier means that you'll have finely honed survival skills and instincts that would keep you alive longer.

1. No
And even if there was you could still die
Death is always around the corner.

@Durin
1. Can't remember if I've asked you this, but is Vlad willing to explain what the Blade being an Avatar of DEATH means?
2. Is he willing to explain the mechanics of his ability to control his age? Does he just go "I wanna be 60" and boom?
3. While you have explained it already, I do want to check. Does he think he can give tech ideas to Tranth/recreate equipment he found useful in his explorations if we lack them? I ask because of his high learning, so he may have picked up a lot of flotsam over time and I'm pretty sure he's got the third if not second highest learning in the trust?

@Durin 1. Any chance that HWWO can tell us bout some permissible (ie: things the Planet Mind is okay with us knowing) but incredibly difficult divination targets for Ridcully? Would he be okay with us divining him?

Anyway, let's compare what we knew before and we know now.
Age: 370, rejuved to 25
Inquisitor Klovis-Ultan would like to note that this is the skills and traits that Commissar Dalve Sepet want him to think that he possess, rather then what he actually does.
M:18+8=26 (+34 martial bonus)- Commissar Sepet is every bit as skilled a commander as Colonel Brindos, though he has not commanded any forces outside of the Phase-Tigers.
I: 17+37=54+- Commissar Sepet is the best stealth expert on Avernus by a large margin, and seems to be equally skilled at hiding aspects of himself.
A:12+7=19- Commissar Sepet is a talented administrator who can easily handle what administrative tasks his position requires of him.
L:17+13=30- Commissar Sepet is highly educated in a wide range of topics, both relevant to his duties and otherwise.
P:21+26=47- Commissar Sepet has an incredible will, strong enough to resist even determiend mental probing without flinching.
D:14+18=32- Commissar Sepet is a charismatic man, who always seems to know how to best appeal to those that he is talking to.
C:24+28=52- Commissar Sepet is one of the greatest warriors on Avernus, with only the Oakhearts being his better. Unlike most of those who reach his pinnacle of skill he seems to e equally comfortable at all ranges, using rifle, pistol and blade with equivalent skill.

Survivor of the Fall of Mirkwood
(+2I, +4P, +2C, +10 to all rolls against daemons, resistant to Chaos)- Commissar Sepet survived the fall of Mirkwood and the evacuation to Lorien. Given that this involved fighting though several hundred kilometers of forest during a major daemonic incursion it is a testament to the luck and skill of the Phase-Tigers that almost all of them made it though.
Avernite Bi-centenarian
(+6C, +2P, +1I, -2D when dealing with non-Avernites) – Having survived two centuries of life on Avernus Commissar Sepet have proven himself to be an expert warrior, the bearer of a strong will and very alert to danger.
Commissar of the Phase-Tigers
(+3M, +18I, +5P, +5D, +13C, +2 to all stats, +25 to stealth rolls for forces under his direct command, +15 to morale for forces in his presence, near guaranteed not to die, double statistic bonuses when commanding Phase-Tigers)- Commissar Sepet is the Commissar of the Catachan 813th "Phase-Tigers", the most legendary force of warriors in the Imperial Trust and has been since their founding a decade before the initial colonization of Avernus. As such he is a master of stealth, a deadly warrior and an inspiring figure.
Master of All Trades (+5 all stats, +50 to all rolls)- Commissar Sepet seems to have hear of the phrase "Jack of All Trades, Master of None" and taken it as a challenge. He seems to have in response developed every skill that he needs to use to the level of a master.
An Broad Education (+6L)- Commissar Sepet has obviously had a broad education that covers a far wider range of topics then is normal. When challenged on this he mentions that his homeworld is famous for its libraries and he studied hard in them.
Mind of Steel
(+8P, +80 to resist mental intrusion, roll twice on attempts to resist mental intrusions and pick the highest)- Commissar Sepet has a mind of steel, able to resist mental influence that would easily control even strong willed men.
Social Chameleon (+8D, can easily blend into groups)- Commissar Sepet seems to be able to fit into any part of society flawlessly, and is soon indistinguishable fro those raised as member of it. Inquisitor Klovis-Ultan tells you that this is usualy a sign of either great empathy and observational skills or advanced espionage training. He suspects the latter.
Stealth Grandmaster
(+8I, +1C, +80 to all stealth rolls)- Commissar Sepet is to Phase-Tigers what Phase-Tigers are to normal men as far as stealth is concerned. As such he can sneak into even the most well defended locations without leaving a hint of his presence. Repeatably. It drives the Governor's Own insane.
Wraithwalker
(+3I, +2P, +1C, +25 to all stealth rolls vs psykers and daemons) - In the Second Demonic Incursion, Commissar Sepet, the Phase-Tigers, Grandmaster Xavier, and Mittens killed countless daemons via stealth, learning how to hide even from the Warp touched eyes of daemons and earning the title of the Wraithwalkers.

M: 26 before, 38 now, +12.
I: 54 before, 58 now, +4, not that much of an increase.
A: 19 before, 29 now, +10.
L: 30 before, 41 now, +11.
P: 47 before, 52 now, +5, also smallish increase.
D: 32 before, 39 now, +7.
C: 52 before, 55 now, only +3.

I must say, Vlad wasn't exactly sandbagging on us. He is much better general than he was showing, but other than that, the relevant to his position increases were not that big. Traits we see are also not extremely different, mainly giving him more survivability on Avernus, maybe bigger bonus against daemons if they count as Avernus danger, and I guess knowledge of DAoT, if we can get it.

Knowing his paragons in general and two more paragons than we knew of would most likely make him look much more impressive, though.

keep in mind, increases after 50 are significant. So +4 at 54 is a bigger increase than +10 at 19.

Those +50 to all rolls, +200 against Avernus-dangers and the increase in mental resistance from +80 to +120 makes a significant difference though, regardless of the stats.

1. he does not understand exactly either but tells you that in his time with the blade he never found anything that he could not kill with it, including some fo the most exotic monsters of Avernus that were toherwise unkillable
2. he can age or deage at a rate of 1 year per day
3. ideas but not technical data in the most part
@Durin 1. Any chance that HWWO can tell us bout some permissible (ie: things the Planet Mind is okay with us knowing) but incredibly difficult divination targets for Ridcully? Would he be okay with us divining him?

@Durin
1. To plumb his depths of knowledge, does Vlad know of any alternate FTL methods that he can suggest to Tranth?
2. Similarly does he know of Subspace and have any idea how it works?
3. In Vlad's recommendation what's the best way we should be exploring?
4. Can he give an example of things that only the BCS could kill? Is the Bunyip one?
5. I can't recall if Areatha or someone has mentioned them IC, but if we do have knowledge of them, does Vlad have any recommendations on how to negotiate with the Fay?
