Damn. Rotbart really is equivalent to a Veteran marine. Wow.
Drago is a hundred and fifty year old Cadian elite veteran who earned officer rank by taking over a platoon that had just lost all of its officers and senior sergeants and holding the line against Necrons without breaking until reinforcements arrived. He is considered a BAMF even by Cadian standards.

He is also willing to step back and follow Rotbart's lead in military matters, despite Rotbart being an Administratum official half his age and with about one tenth his military experience. Did you really think there wasn't a very good reason for that?

Plan:

Military
[X] Vikings
39,798 Thrones, 14,593 Material, 3,184 Promethium
[X] Militia Training: Cadia Style
30,950,000 Thrones, 442,181 Material, 10,310 Promethium
[X] Bane Wolves
40,200 Thrones, 8,040 Material, 2,010 Promethium
-----------------------------------
Running Total: 31 029 998 Th, 464 814 Ma, 0 Me, 15 504 Pr, 0 AM

[X] Repair Imperial Navy Escorts
7,920,000 Thrones, 1,080,000 Material, 46,800 Promethium, 740 Advanced Material
-----------------------------------
Running Total: 39 351 998 Th, 1 585 014 Ma, 20 100 Me, 263 304 Pr, 740 AM

Technically we can put off repairing escorts for another 3 years and still be on time, but I'd rather not risk it and hopefully get kudos for a quick turn around on the escorts.

@durin Shouldn't Examine (Planet) be in the Orbital Action section?

@durin Will the negative effects of population crowding be avoided if we Expand Hollin without Expediting it? (ie Will negative effects start happening in 2 turns or in 1 turn?)

Diplomacy:

[X] Request for aid: Adeptus Mechanicus: Specialists (Auxilia Myrmidon)
14,200 Thrones
[X] Diplomatic Contact (Nilfheim)
42,600 Thrones
-------------------------
Running Total: 39 408 798 Th, 1 585 014 Ma, 20 100 Me, 263 304 Pr, 740 AM

I prefer to mix a high probability success action with a low probability success action instead of 2 lower probability actions.

Arbites:

[X] Constant Recruitment: Psyker Hunters
670,000 Thrones, 13,400 Material, 670 Metal, 67 Promethium
----------------------
Running Total: 40 078 798 Th, 1 598 414 Ma, 20 770 Me, 263 371 Pr, 740 AM

Mechanicus:

[X] Explore Ruins
7,100 Thrones, 710 Material, 355 Metal, 71 Promethium
[X] Try to complete STC fragment: Warp Scanners
7,100 Thrones, 1,420 Material, 31 Metal, 8 Promethium
-[X] Double Down: Try to complete STC fragment: Warp Scanners

[X] Detailed Survey (Trolls)

-----------------------------------------
Running Total: 40 191 598 Th, 1 606 539 Ma, 25 762 Me, 265 588 Pr, 740 AM

I think the priority for STC research goes in this order:

1: Warp Scanner
2: Stealth Plane
3: Ion Shields
4: Advanced Hydroponics
5: Medical Diagnosis Pods, Admantium Forges, Flamer variant

Ministorum:

[X] Orphanages: Schola Progenium Model
1,038,000 Thrones, 103,800 Material, 103,800 Metal, 5,188 Promethium
-[X] Expedite: Orphanages: Schola Progenium Model
1,038,000 Thrones, 103,800 Material, 103,800 Metal, 5,188 Promethium
--------------------------
Running Total: 42 267 598 Th, 1 814 139 Ma, 233 362 Me, 275 964 Pr, 740 AM

Telepathica:

[X] Task Minor Talents: Individual Strengths
670,000 Thrones, 6,700 Material, 670 Promethium
------------
Running Total: 42 937 598 Th, 1 820 839 Ma, 233 362 Me, 276 634 Pr, 740 AM

Torn between this and witch sniffers, decided we better start as we intend to end.

Personal:

[X] Investigate Headmaster Ridcully
13,700 Thrones
-------------------------------
Running Total: 42 951 298 Th, 1 820 839 Ma, 233 362 Me, 276 634 Pr, 740 AM

Tempted to double down on this instead of Warp Scanners.

Yes it should, I will move it there next turn 4

Expansion without expediting will be enough to prevent morale effects but waiting for a turn then displacing will not

[X] Elder Haman

It doesn't give our militia any better weapons or armor but it does investigate the last guy we got so we should finally pick up that last character sheet and hopefully not have any surprises when the fall happens. AKA its not the plan I wanted but its the closest here.

Also what is the penetration for the different Impalers?

Impaler Carbine - Slightly less penetration than a Kraken Penetrator Bolter round, which is effective against heavy infantry and light vehicles.
Impaler Rifle - Inflicts damage similar to a Heavy Bolter, but with the rate of fire of a Storm Bolter.
Heavy Impaler - Similar rate of fire as a Heavy Bolter and can kill Power Armored Space Marines "with ease". Considering that means piercing adamantium plates...

As an example in 40k they would have the following stats
Impaler Carbine - Range: 24 S: 4 AP: 4 Rapid Fire
Impaler Rifle - Range: 24 S: 5 AP: 4 Assult 2
Heavy Impaler - Range: 36 S: 6 AP: 3 Heavy 4

It should. A Major City like Hollin can hold up to 100 million people. A Small Hive can hold up to a billion. I can't imagine they can't prioritize opening a few new housing sections early on to deal with the immediate crowding problems.

How many shots it can fire a turn and whether it can fire on the move (assault can and heavy can't)
As a note lower AP is better

So, it's better in almost every way. And that's compared to a Bolter. Sweet.

Have we refitted vehicles carrying Bolters with Impalers? That seems like a smart idea.

Is there some way we can use the rail rechnology from the Impaler to create big cannons for tanks and ships or something? Like huge ass coil guns that are easier to make?

I'm thinking like Halo MACs and Super MACs.

@Elder Haman: What's your reasoning for getting Banewolves as opposed to Deathstrikes or Heavy Armor?

Advanced Materials resource restrictions. Getting Deathstrikes or Heavy Armor in addition to Repairing Escorts would put us right at the edge of zero, and I prefer not to risk running out because of an incident or something. (Actually Heavy Armor would put us in negatives, and Deathstrikes would leave us a reserve of 5).

Which is also why I also passed on Expanding Hollin, which we could safely afford to do, but I want to try and save up enough Adv. Material that when we next have an overcrowded city we can afford to re-found Limberlost.

By the time we have another overcrowding the Enlarged Forge will be complete and it shouldn't really be an issue. The Forge Cities are also completing next turn, and each of them will produce some Advanced Material as well.

Expanding Hollin into a hive is something we'll eventually need to do anyways, as we're going to need the space as our population continues to grow at the rate it currently is.

EDIT - The Forge City on the moon w/ Promethium reserves also should help handle our issues with that resource.
