Poor Durin. Seems like every 50 pages or so this discussion starts back up. Which is a problem given that we're up to page 2400.

No teleporting bombs for Reasons.

Besides, if it was possible, I can guarantee that Durin would have, like, all our enemies doing it. Do we really want that?

Today was one of his rare day free. This one, he was spending on reflecting upon his experiences and thinking, staring at the precisely featureless gray walls, sitting cross-legged on a straw mattress he'd meticulously woven in earlier times. Technically, it's patterns were woven full of various wards in fairly simple form, though they wasn't actually made from materials that would give them the strength to actually do anything worthwhile. The odds of a mattress proving critical in anything was fairly slim, after all. But not zero. Anything could happen.

For instance, a question could interrupt his examination of himself -

What does a teacher do, really?

Most people would answer (After stripping down the verbal flowery): "Disseminate knowledge."

While of course it was true, it was.. not a complete answer. For Sanctionites, in particular. While ordinary teachers could, as it were, 'get away' with merely educating their charges, an educator of psykers.. could not. Not if they wished to bring up their trainees to their potential. Their task was greater than that - They were the first (and occasionally, only) guides their students had on a journey that, by the sheer uniqueness of each soul, would be uncharted. There would be some landmarks, of course, and some familiar, known, territory, but their progress on it was fundamentally a personal one. Of course it would it be - It was entirely about knowing themselves.

You didn't have to finish it to pass the trials; It was more a journey of self-discovery than anything else. But it helped, like everything else. It was always possible to master your own power by sheer force of will - But there lied the difference between an expert and a novice. They both did things, but only the expert understood. It was always possible, and easier, to simply teach, and the students to know, but far superior was to allow them to learn from their own experience, making their own conclusions, and for him to guide, scouring deficiencies and mistakes before they even began forming. An old saying was that it was easier to prevent than cure, and he agreed wholeheartedly.

It was rather a matter of creating experiences. It was an ongoing process to learn what sort would suit each person best; He now knew, though, how exactly to teach the next lesson. Hide and seek.

The Twelfth Meeting of the High Council Part One: Opening Statements

The Warp Currents were good for your journey to Midgard this year and you were the second of the Governors to arrive. You take what time you have to socialise with the other Governors. Four days after you arrived the final Governor, Governor Ulric of Niflheim, arrives and the conference begins.

As usual the council begins with the various High Councillors giving reports of the state of their domain with the order remaining unchanged from meetings.

Admiral Freyr, representing the Security Council, begins by tells the gathered dignities that plans have been made to deal with the immediate attacks that will occur in the next few years, though the High Council will need to make a decision on the strategic goals of the Imperial Trust over the next few decades. He provides summaries of the plans that you made in the recent Security Council and the reasoning behind them.

Next Fabricator-General Scott stands to report the current condition of the Adeptus Mechanicus. She tells you that little has changed since her last report, though there has been several requests to make contact with other segments of the Adeptus Mechanicus from some of her senior Archmagos'.

Next to talk is the current Inquisitorial Representative, Inquisitor Lord Varquez who informs the High Council that there have been several attempts to infiltrate the Imperial Trust by the forces of Valinor, so far with no success. He warns you that eventually there will be a successful infiltration, either by Valinor or by one of the other Chaos Domains in the region. This will trigger another cult uprising if the infiltrators or their recruits are not caught fast enough so he warns the gathered Governor's to be alert.

The first Planetary Governor to speak is as always Lord Marshal Sigurd of Asgard. He tells you that while Asgard's military continues to quickly expand its industrial capacity is growing at a slower rate due to some internal politial issues. He also mentions his plans to retire as General of the Imperial Trust Guard at the end of the upcoming campaigns.

The second Planetary Governor to speak is Governor Olaf of Vanaheim who reports that while Vanaheim is making a lot of progress on repairing the Hulks brought from Avernus it will still take several decades to finish. He also mentions that at current rates Vanehims shipyards will be completed in a bit over twenty-five years, after which they will need additional funding for any more expansions.

Governor-General Aelfric stands next and reports on the progress of Midgard. He tells you that Midgrd has recently finished building a massive nextowrd of underground railways which should allow for harder to disrupt movement of men and materials during wartimes. They have also recently finished instating a Avernus grade militia program, which while not particularly popular is leading to massive improvements in the skill level of the average Midgaridan solider, and civilian. Given the sheer overwhelming size of Midgard's population and military this improvement will greatly increase the power of the Imperial Trust's military forces.

The fourth Planetary Governor to speak is First Artisan Granalf who reports that Svartalfheim continues to prosper but that little has changed since his last report, though he tells you that he only just won the last Proving and may be replaced at the next one in forty years time.

Next to speak is Governor Garp of Jotunheim, who tells the gathered council that Jotunheim has continued to focus on training the Jotun to operate in a wider variety of settings. He goes on to say that between this and a major education project Jotunheim is becoming one of the more prosperous planets of the Imperial Trust. He also mentions that the changing demographics of Jotunheim will probably result in the Jotun becoming two thirds of the population within a century.

After Governor Garp sat King Zaren of Alfheim rose to deliver his report. He tells you that Alfheim has been holding steady over the last few decades, with the main changes being an significant increase in advanced production capabilities as a result of Fabricator-General Scott's projects.

The seventh Planetary Governor to speak is Champion Surt of Muspelheim. He tells you that Muspelheim's population growth is starting to slow as Juve-Nat treatments stop working for the older members of its population and that the population is expected to peak at 1.1 billion in thirty-five years. Otherwise he has little to say about Muspelheim.

Governor Ulrik is next to stand and has little to say, though he does mention that Niflheim's population growth is slowing and will reach a more normal level in a few decades time.

No it is time for you to stand and give your report on Avernus.

Ah, so our plans to be carefull about not revealing our fleets are going to be pointless?

I mean, if they can infiltrate us, they just look at the ships in orbit whenever they're there.

Best of all, Midgard's civilians will be worth something useful in wartime, rather than something negative as a resource for Chaos forces to sacrifice in their rituals.

Sure. Just like you can go around looking at US military bases and finding out what assets they have at their disposal.

they would need to infiltrate you pretty heavily to get military information, or at least the information that you are hiding

Hero's Luck (+3C, more likely to get in dangerous situations, bonus to combat rolls in bad situations)
Survival Instinct (+1M, +2C, less likely to die) – Syr seems to have either developed or inherited a strong survival instinct and has a real sense for incoming danger, a very useful trait for ay Avernite.

I was talking about the infiltrants. Given that our ships are normally supposed to be in orbit, you'd figure in any infiltrant with a Mk1 Eyeball and the ability to count would be able to figure out the truth.
given that most of your naval bases are not exactly orbiting your main planets and even if they were you would need agents on every world to get an accurate count. also it is hard to tell the difference between a battleship and an escort from the ground, at least without a good telescope and some perspective

How are they Infiltrating anyway.

Its one thing to say they are, but how are they getting people too us through the mail?
 
trying to sneak ships into system and launching long range landers, if they Warp out a light day or so from the planet and are willing to spend some time on approach it can be hard to spot
I don't suppose we propose that every system we have make a system of large space detectors like ours?
