No. No they are not. The fact that different versions exist is a very different thing than being modular. Leman Russ tanks are not modular just because replacing the turret turns it into a different variant. Land Raiders are not modular just because they all use the same chassis.
For something to be modular it has to be possible to swap weapons (or whatever) 'in the field' rather than having to bring it back to the factory to be partially disassembled and rebuilt.
Titans do change weapon loadouts on campaign.

Unfortunate, even though Atlas's tech is now woefully out of date their sheer production isn't. It'd be nice to know they survived or are at least nice and intact.

Even if they got corrupted by the Abomination as long as it's not an Angylworld it could be reclaimed for Trust purposes. Just think of all that shiny shiny production.

So next turn for diplomacy can we focus on getting reports on the Space Marines and improving relations with the Quortaks? I hate the alien buggers good air but they are our neighbors.
 
@durin I understand that we won´t get any new action slot in the Biologis section, that is completely understandable, but since there are so many actions in the biologis alone and they take too long, Could any these two potential projects, intended to alleviate some of these issues, be acceptable?

1 Revision and improvement of the research methods, so the option Complete Examination Species (7 years) are reduced at least to the sum of the equivalent sequence: Preliminary Examination, Detailed Survey, and In-Depth Examination (6 years), or even reducing it a little more (5 years)

2 The genetors as they are right now are almost completely useless (they only discovered 2 species in more than 100 years), can we reform them so they act like the Colliga Reconstructus (they have the chance of actually start and finish the research on the different species, not only discover them) and their chance of success is improved to something more or less reasonable (20-25% for example)

There are a lot of animals that havent been looked into but instead why not wait for the biologis to just gain a new action?

In the end we have limited resources and time which is what makes this part of the quests interesting.

Also as a rule of the thumb any action that would render a major issue trivial or casually wipe out an invasion is either very hard, has a price that you do not necessarily want to pay or impossible.

1. If an Omakes is marked as cannon that means that the events in the omake happened mostly as displayed. There may be slight differences and any mechanics in said Omake are not canon until I specifically confirm that they are.
1. you can not teleport bombs ect into the enemy, only living beings. This is for balance reasons and will not be changed
2. orbital bombardment does not work nearly as well as it should, also for balance reasons and also not subject to change
3. you will need a ground army, as much as it seems like a good fleet can do everything due to the narrative of 40k a ground army is more important and plans that rely entirely on fleet action will not work, or not be sustainable
4. Exterminatus is a way to destroy a world you have at least local orbital dominance over, not a way to kill heavily defended targets without a fight. Against any organised foe there is pretty much no way to landing an Cyclonic Torpedo without a major fight, as you need to either fire it from lower orbit, which is impossible to sneak to against an alert foe, or have enough attack craft in the void to prevent it being intercepted.
5. antimatter is highly volatile, very expensive to use and make ships pretty fragile. Even if you could redesign your AM reactor to fit smaller craft it would be of massively limited use and effectivly make your ships glass cannons which can be easily killed by a hit and run attack or lucky shot. It works on the Dues which can put literal kilomters of ship and armour between the reactor and the enemy, smaller ships can not do this.
