Combat is easier to raise than it is to get a survival trait. This in addition to the reduced costs for construction, means I see him as the better option.

The guy has been on the planet for a long time and this is the best he's gotten. Besides, how many times did Carolines combat skills go up during her time as our advisor?

1: Way, way, wayyy back at the start of his quest, when we were creating our planet we were given the choice to have an Ork infestation, with the benefit of increased troop quality, since we have some Ork infestations now, do we get that kind of bonus or is Avernus already dangerous enough that the (Tougher than average) Orks don't matter so much?
2: Can Sun Beetles charge themselves off of artificial light?

With us giving half our population growth to the astartes we need the health care boost more than lower construction costs

Not really a priority for me man. We already have too much population growth in my opinion. For a death world we have a ridiculous population size. I feel little to no need to transform Avernus into a Hive world like Midguard.

Population is a priority.

Every bonus we have that isn't a navy scales of our population.

Psykers? Population.
Helguard/Heltrooper Regiments? Population.
Tech Advantage? Population.

We need a reason to colonize other regions no colonists mean that it will take longer to explore avernus and get shinies

There is no such thing as "too much population growth" for us. Population equates to economy and military, and the ability to continue expanding across Avernus. For a tiny statelet like the Imperial Trust every iota of resources available must be utilized, and acquiring more resources is to grow, grow, and grow.

If the population growth strains your SOD, then just remember that we're swimming in STCs and archeotech.

@Durin, I have some questions:
1) Since information that Abomination is not the Emperor is not widespread and mostly is just rumors without proof, many(probably the most) of non-corrupted Petty Imperiums probably blew off the dust of pre-Imperial religions,are worshipping alien gods or thought up something new. Can we try to resolve problems with non-chaos heretics peacefully?
2) If some survivors were left after the fall of Danaan, there is a good chance that they are still kicking. If they are survived long enough for the rumor to appear, it's probably because the warboss in charge just allows them to, because he finds having some humies to fight around fun or something. How probable that it is the reason if they actually survived?
3) BTW, will omakes about them improve their chances to appear in this story?
4) Also, how far is Gallium III and did we have any info about what happened to it?

1. unknown, though I should mention that Pre-Imperial Religions are mostly forgotten
2. if they survived very probable, but even then he could have got bored with them and wiped them out

We woudn't be covering this if it weren't true: But apparently some Avernite Adepts are actually quite, well not angry but annoyed. The kind of special annoyance that an Avernite pensil pusher would be."

1) Would you like to add FTL speeds of different known factions(Chaos, Nids, Orks, our archotech ships, imperial ships, Chaos etc) in different circumstances(in warpstorm, with and without navigators and so on) to FAQ?
2) Do our forces use bolters as specialist weapons? Stalker rounds are especially good for Phase Tigers and scouts.
3) Can we design enhanced bolts(runic, Odysseus, non-Chaos analogue of Thousand Sons' Inferno Bolts and so on) when our Nogrod enhancers will be better?
4) How far is Gallium III, homeworld of Frederick and Henry, from us? Do we have any information about what happened to it?

Right then, it would seem we need to worry about Cadia and the (currently theoretical) Chaos Imperium. We have DAOT stuff. The demons that invaded us already know this and will likely have told various champions of chaos about it. Sod the local threats within our own sector, chances are we are going to be besieged by chaos warbands looking to loot our stuff and kill the last living saint of the Man Emperor.

There is no such thing as "too much population growth" for us.
No "too much population growth" is very easy to define for us: It is the point where we cannot build new cities fast enough to house the growing population.

2. occasionally
3. they will eventually be options
4. several thousand Light years, you have no clue what has happened to it and are unlikely to ever find out
