A single piece wouldn't make Surt, I find it more likely he some how shows similar effects either through personal realization of some kind or experimentation that Muspelhiem's been doing for the past few mellenia.

After all the Dark Age could replicate Psyker effects like the Phase Tank with out needing psykers.
No I was think something along the lines of him being the actual boots turned into a real man like pinocchio does from a wooden puppet somehow.
 
So looking at the Telepathica, we finally have more minor sanctionites than minor psykers in training by about 4k which is a good thing. Soon we will be able to split them into Artisans and Minor neo-astropaths/receivers.

1. With our neo-astropaths drawn from our sanctionites and thus not suited for battle, would Battle Neo-astropaths be possible in the future?
2. Do we have significantly more numbers of Songweavers yet since the last reported count of ~80?
1. not very likely, they require a very different set of skills and talents and do not really have any use
2. yes you have a few hundred now
 
I'm honestly a little surprised that Ridcully didn't pick up Ulrik as a blank. He's not a serious blank though I suppose.

But I do think we should have Ridcully look very closely at Champion Surt this coming High Council meeting.

Probably he did. Even a weak blank should be easily detected by psykers. That's why I think that we are the last party in IT to find this secret. After all, there are probably contacts of our psykers and Niffelheimers happening when we trade.

you have always had the ablity to ask for a private meeting, it comes up most High Council Meetings

1) Avernus has high, more evenly distributed than usual GDP per capita and good social welfare system. So probably most of the workers there are, uh, enthusiasts, and therefore potential Slaaneshi cultists. Also, there is probably some pretty big stigma on such work due to our culture. Why do we allow it?
2) How easy psykers can detect blanks? Pretty sure that it should be quite easy.
3) How often Niffelheimers meet our psykers when we trade?

Well Battle Neo-astropaths/receivers choirs would be good for plotting out possibly sub-sector or maybe even sector-wide fleet movements/intel?
Or extending the range of a grand choir out to almost interstellar ranges?

BTW, my headcanon is that Emperor at different points of history was Conan, Doomguy and X(-)COM Commander.

tin foil is cheap. Tin is not transmittable through radio waves.

Maybe we could give Surt a work of Avernite art and a space battleship in exchange for his life story. That and flying land-raiders, perhaps.

Edit: or just a party for his birthday along with wine, fruit, and a giant cake for everyone.

1. because it seems impossible to remove and this way you can regulate it easily, among other things there is a maximum amount of time working in one
2. it depends on a blank, spotting a sigma or Tau is very hard, given tht it is tellingbthe difference between 0.1 power and -0.1 power while spotting actually powerful blanks is very easy
3. not very often at all, psykers usually aren't involved in trade and Niflehimers don't come down onto the planet much (like most offworlders they want to live)

they could not provide any intel that normal Neo-Astropaths can't, and would actually be worse at those jobs
if you tired using Neo-Astropaths to extend the range of normal psykers the most liekly result would be losing all the Neo-Astropaths and normal psykers, and possibly triggering a demoniac incursion
you are series underestimating how hard that sort of thing is, your Neo-Astroapths will have the highest death rate of any psyker on Avernus if they only have to handle sending infomation, somehow projecting any amount of power over their link would be impossible

1. How much Control would a Psyker need to hide themselves from active observation.
1a. Passive?
2. Is it practical for psykers to hide from Chaos.
2a. Orks.
3. Just wondering, what do Psykers look like to Ridcully?
