I feel that both Enjou and briefvoice are focusing to much on Vanaheim and should hold off on the majority of actions for at least 2 turns and second cut back on the FREAKING psyker hunting we have been WARNED by Durin to reduce the amount we do

It says right in the update "Inquisitor Klovis-Ultan suggests focusing your efforts on trying to deal with Vanaheim's issues with Avernus".

Well what the fuck do you want us to do? We've been warned not to do any spying actions because people are on alert for that, we can't do anything more on the elite agents until other actions are complete, and the only other action involves invasive spying on the Quartok which we don't want to do.

Hey, all I did was the apology action and a single "Still the Waters". And my plan would have Jane spent 0 turns doing nothing but Psyker hunting.

So much focus on stilling the waters seems excessive. I get that when you try you want to succeed, so maybe using two slots is reasonable. (Not so much for the Ultramarines, which I view as a non-critical action.) But why do it for two years in a row? Feels like a waste of effort on something that time will take care of eventually anyway. What's the rush?

Also, I would go to the Inquisition first of all on Elite Operatives. Of all of the groups, they're most likely to have something good for elites in their bag of goodies.

SLOT B - Year 4 (Free)
-Y4: Complete Examination (Implantation Spiders)
SLOT C - Year 1 (Bonus Survey)

We need to examine Implantation Spiders post-haste, because like Blink Spiders they are something that could easily get past the quarantine if we don't come up with a procedure to detect them.

If the spiders are so important, why not move them to Slot A and start the super-elite in Slot B? I don't wait to wait too long on Super-Elite, but delaying by three years isn't so bad. Mind, as you see in my plan I view the Sun Beetles as an equal priority. We really, really want to develop a procedure not to set them off by accident.

We don't have a lot of options for the category, unfortunately. It's why we're always ending up doing psyker hunting. In this case I'm asking durin if we can do one of the Still The Waters actions later so we can get one of the idea integration actions going sooner, but I want confirmation on that before I adjust the plan.

Because of the arbites actions. I want the next phase 3 of the elite actions opened up so we can not have as much focus on psyker hunting next turn.

I am pretty sure Durin said the rest of the trust wouldn't really care since it's on our own planet. Also of note is that almost everyone else has spy networks and so us having one of our planet just seems like something everyone else would have.

Mind you, it would be pretty damn embarrassing to have a crit fail doing a "propaganda about Quartoks" action on Avernus. Normally no one cares what we do on our own planet, but in this one case.... Would it be any less than obvious we haven't learned a damn thing?

I'm sure that's extremely unlikely. I mean it's Avernus. As the head of its super trusted government's intelligence Jane has every advantage one could want for a propaganda campaign.
 
on the other hand having watchers there could have cought onto the fact that the Quartok had been reverse engineering our tech a lot earlier. by not taking it since then we have been showing that we didn't learn our lesson then. and they are a protectorate and adding watchers is not the same as actively trying to change a planets views on something

We already have watchers there, they just aren't hidden. The Arbites watchers are looking out for things like Chaos corruption, not tech heresy. Besides, the Quartok were upfront about the tech stuff - they didn't know it would be a problem.

Also, the Quartok are not idiots, and I would suspect they would notice the spy equipment eventually, which would cause problems.
 
@Enjou A few suggestions:

I would use the both Diplomacy actions with the Elite Operatives Aid: Inquisition the year 4. We may have an excellent relationship with the Inquisition, but with the line of work that the Inquisition usually has to do they logically put an extremely high value the secrecy and compartmentation of information. So better to get the bonus as high as we can get it, that way they may reveal more things than the ones that they will share with us otherwise

I would also suggest waiting one turn more before building the cities in Iota, we can take a 5-year project like the Land Raider Power Helguard Regiment this turn, that way we will be able to use the Administratum options to build the 3 cities at the same time next year, that would be much more efficient, because that way we will only need to take the Hold Ground option once, and we won´t need to take the Hold Ground option when we decide to build the next city.

I would also suggest researching the Sun Bettle instead of the Implantation Spider, basically because as terrible these spiders are the Sun Beetle has proven to be much more dangerous.

Once we have a city in the region, I don't think we need Hold Ground to build another city in the region. That's only for regions where we otherwise have no settlements. Notice all the cities we've built in other regions, such as the psyker cities, without having to Hold Ground.
