So, was thinking about what exactly Costanzo Nenci (the heroic primaris candidate that'd take six years to train up) would be doing until we could spend six years on his training and ended up coming up with a bit of a back story for him.

Summary of Psyker Leadership Candidate: Costanzo Nenci (Gamma Biomancer)

When Costanzo Nenci had been identified as a powerful psyker, many had been shocked. While his physical prowess was considered extreme for a child his age, he was generally considered the epitome of sanity and self-control, even when compared to children years older.

His physical prowess had been attributed to the fact that Costanzo was the heir to a martial tradition spanning back as far as his family could track. While unarmed hand to hand combat had been very much a niche thing in the Imperium at large, adherents and traditions surrounding it had persevered, although for many it was a desperate struggle to continue to practice their ways. However, here on Avernus the practice had flourished. Viewed as an excellent way to combine training mental discipline, the body, reactions, and learning a form of fighting independent of any specific weapon, generation after generation his family's school had grown and prospered. Costanzo had merely been viewed as their latest and potentially greatest practitioner—while certainly a stand-out, they had had no cause to believe that he had reached beyond what was humanly possible in strength, endurance, and speed. Avernites generally have a very flexible view of the limits of 'humanly possible'.

Costanzo credited the intense mental training he had experienced from a young age with his extreme resilience against the whispers of the warp. With cause—he had actually remained unaware of his psychic awakening for several months, as he had successfully repressed the whispers through intense meditation and force of will. It had only been after he had accidently launched a burst of bio-lightning in an attack that he had concluded that he was, in fact, a psyker, at which point he had immediately identified himself as such to the authorities. Everyone knew what happened to psykers who did not receive training, after all, and he was far too much an adherent of his art to truly believe that he was an exception.

Upon testing, he had amazed the testers with his power—given his high level of sanity, most had believed he was likely at the upper end of the Zeta spectrum or perhaps a mid level Epsilon—forget Delta, let alone his true power as a Gamma. Still, he had been welcomed into the Unseen University program with open arms.

The next major event in his training as a pysker involved his assigned Ordo Psykana priest. After discussing Costanzo's frustration with aspects of psyker training, including the relative isolation from his family and the lack of self-direction, the Ordo Psykana priest had arranged for him to have the opportunity to continue training in his family's art and maintain closer contact with his family. This had lead to a significant improvement in Costanzo's mental stability and control as well as the desired outcome of relieving his frustration. The Ordo Psykana priest, hoping to mimic the dramatic improvement he had shown in stability and control, began to inquire with his family about certain mental exercises to develop high levels of discipline. By the time of the Incursion, some of those exercises had been put into widespread practice, which was partially attributed to the relatively high resilience against corruption demonstrated by the psyker corps in general.

The Incursion itself proved to be a significant crucible for Costanzo. While he was not a part of the defensive forces, as he was still in training, for the first time he had to deal with pressures upon his mind that he was not easily able to dismiss. When combined with the number of fellow trainees and sanctionites he personally observed fall to chaos, it left him significantly shaken and with a far deeper desire to improve the lot of his fellow psykers. In response, he began to try to develop his family art in a manner that would further aid psykers in resisting the whispers and temptations of the Warp. Breezing through his trials with some of the highest scores in the history of Unseen University, he is currently continuing to refine the mind-strengthening exercises for psykers he has developed, and hopes to both further improve and spread his and other relevant techniques to other psykers.

Costanzo will require significant training in his powers in order to assume a position of leadership within the Astra Telepathica, as well as substantial leadership and organizational training. While an excellent combatant in squad-scale battle, his powers and focuses does not lend itself to major battle as well as other leadership elements outside of high-value target elimination. However, he has amazing potential as a teacher and trainer, both of power-related and power-independent skills for psykers, and recently has been developing an affinity for research within this specialty. Before dedicated tutoring by top-rank Astra Telepathica personnel can be arranged, it would be best to post him under Elite Primaris Odysseus to provide seasoning, biomancy-specific tutoring, and higher-level combat training.
 
Well the quest has gotten rather interesting in the Chinese sense as of late but I feel the overall contribution to the quest has massively increased as a result.

"So here we were, clearing an apartment block filled with cultists. They'd fortified the place up properly, guess they'd must have remembered the militia training. They'd even got hold of the local militia armour, handful of Russes, a devil dog, 'few sentinels. Somehow they even had a Goliath. Anyway, we called in an airstrike, took the armour out nicely, but the building was still standing. Air supports been hard to get recently, guess we were lucky not to have to fight our way past those tanks. Anyway, we went to clear our the building and weirdly weren't fired upon as we approached. I took my squad to breach the main door, had the militia boys cover us. Blew in, and all we saw were a bunch of corpses. We moved to clear the building, but just more corpses. 'pon looking closer at them, we saw they all had blink spider bites. Must have been two hundred of them. All dead. Can't say I missed fighting the bastards."

The brief meeting adjourned. Oakheart left to chase down reports of an entire rouge milita unit, while Saren returned to his research. The repairs on the research craft were almost done, and the ecosystem of this planet was truly fascinating. There was much more for him to learn yet.

1) Can we crit on the Lessons Learned?

2) What's the Astropath situation in the rest of the Trust? Specifically, I was wondering if we'd be able to beg an Astropath or two from the rest so that we could put off the neo-Astropathic Rituals research. I know we've chewed through ours fairly quickly, but I was thinking that other planets probably haven't had our attrition rates.

As far as I'm concerned, I'd much rather have a larger bonus to our long-term cultist reduction potential rather than the biggest bonus with Martial Law. Martial Law is certainly the single most effective tool we have, but we've got a lot of tools and we're using most of them. So if Lessons Learned can crit, I'd like to use our Double Down on it with our PA to try and crit it.

For Mechanicus, I'd really like to finish up the Titan Killers. Yeah, it's important to eventually finish up the Closer Look, but we're already at 4/6 on Titan killers (as opposed to 0/5 for Finishing Up: A Closer Look). Honestly, I really don't get why everyone is hoping on the Closer Look bandwagon...

Now, issues of contention here that could go either way:

Continuing Astropathic Rituals:
The pros of keeping up with it is pretty much that it won't get any maluses. It's still not guaranteed to succeed then. However, if it does fail in either case we can try again, and it shouldn't take the full eight years. @durin can confirm that, hopefully.
No cons other than Tamia not getting trained sooner. Extra action time is lost, basically.

Advanced Training: Tamia Jameson:
Pros - When finished, we get another psyker action. The sooner it finishes, the sooner we can take advantage of that. Success is guaranteed. We can use that slot to build the psyker city, or we could have her train the other potential Heroic Psyker and unlock a fourth action slot.
Cons - We'd get -20% on the rituals action. This isn't too terrible, as we double downed on that and we'd just lose the double down bonus. The chance of success would still be over 50%

2. Speech: Every Man's Duty vs General of Avernus(Lieutenant-General Leopold Schwarz)

Speech: Every Man's Duty
Pros - Gives +10 on all rolls to detect cultists this year.
Cons - No third Munitorum action next turn.

My estimate by the way is that a +10 to the roll is equivalent to an effective +29 after expected value of % bonuses are applied. While the benefits of a second Marital Law is +20% which (assuming an expected value of 89 for the die roll) is equivalent to a +18. This does involve a lot of assumptions, and if we get a better than average dice roll, the Marital Law could be much better, but still, I think the odds favor the Speech: Every Man's Duty as being more valuable than a 2nd Martial Law.

Considering switching this action. Probably won't unless current voters signal they'd rather, just because this might be why people picked my plan. But this does make me feel much less strongly about the difference. Either approach is valid.

Hopefully some of them will make their opinions known then, though if you did switch you could just tag them to let them know - there's only six of them right now, so not a lot just yet, and nearly a full day for them to change their votes.
 
So one angle to consider is studying some wildlife that might be able to counter the cultists beyond killing them, the Calming Butcher Bird with its calming song being chief among them. The Mirage Palm and the Illusory Pine might have some utility as well. The Berserk fungus would be hilarious to try but only that.

In light of the above, thinking of switching to Training Tamia, and just assuming that if need be we will retry Astropaths.

Thoughts? Objections?

Train Tamia, and I guess assign Ridcully to work on the UU branch for a year so it doesn't lose us like 10k EM.

Though now I'm mildly bitter that the omake I did assume we didn't train her would become non-canon. Maybe I can soothe myself with the assumption that the cult hunts are 'on the job' training (and officially just Xavier mentoring her) and she'll get the rest of the high-level training the last year (without spending an action)...
