As for my plan, as I said, feedback is welcome. The most likely area I'd change might be to go for Theological Seminaries instead of the next step of rituals in the Ministorum section, though I think we should start one or the other next turn one way or another.

EDIT - Also, in general it's helpful to the plan makers when voters give a few sentences as to why they're picking an option, rather than just voting, be it through being active in discussion or just giving some reasoning with your vote.

Wouldn't mind too much if Enjou's plan won. THe differences that matter to me are largely cosmetic. Okay, not entirely cosmetic, but you see what I mean.

Though in the future, seems we get enough Betas that management of chaotic psykers, not management of psykers in training would be much more important. Maybe we could do some sort of action to find major psykers faster so they don't go chaotic? Especially beta, due to the damage they inflict. Which is quite substantial.

Maybe we can simply do more specialists instead and not start reequipping people till we look over all the new new stuff we have?

Fair enough but really want more specialists at some point.

@durin will investigating the new vehicles possibly apply to more specialists as well since they are vehicles with various jobs?

As you realized, I think that Investigating the new vehicles will effect More Specialists, so I want to wait until that is done first.

I do think More Specialists should be done soon. If nothing else as a way to spread out the refits that are going to cost a lot of AM.

@Enjou you are surveying the Legionnaire twice. (You need to do it Y2 for the Construct action, so you ought to replace Y5 with something else).
 
I like Enjou's diplo better than Elder Haman's. And that is all that is different between the two.
Their Ministorum actions are also different.

There are some minor differences in the AdMech section as to what we research. I research Topedoes, while Enjou instead starts Titan Killers.

Arbites is different, because I do 4x Psyker Hunting, while Enjou does Propaganda.

Personal Attentions are different. Enjou does more Void actions, while I do Admin Reorg.

Ministorum is a bit different. I do more Those in the Shadows, pushing off good deeds. And I expedite the Seminaries instead of investigating Rituals.

Well, I also won't be too put out about the above differences. I think either way can be argued as a good way to set things up.

Diplomacy is probably the one area I feel strongly about the differences.

Mainly because Enjou and I interpret Admiral Freyr's request for a meeting to discuss Navy Construction differently.

Enjou thinks it is merely informational. I expect that there will be actual proposals made. Thus Enjou thinks a Sound Out is useless, while I think a Sound Out likely to be as useful as it was for us to Sound Out Colonies last time.

Truthfully, the evidence is weak for either interpretation, it's mainly inference.

Mainly because I agree with Enjou that the fleet sound out is a waste, and I've ranted and raved long ago why cottage industry shipbuilding is a hilariously bad idea.

Edit: it's almost like voting right after you wake up might not be a smart idea.

every system should have at least 1 small shipyard to do basic maintenance of their orbital defence stations/fleet. but leave the ship building / repairs to Vanaheim, Avernus, Midgard, and Asgard

Not really. It's not efficient to have shipyards everywhere, and many systems don't want them. You also can't do maintenance on larger ships with small shipyards, though basic internal maintenance shouldn't require a shipyard.

Also, maintenance on orbital defences isn't done through shipyards. You don't even need shipyards to build them.
