I am with Elder Haman here. I find the reasoning for the fortress better than the Phase-Tigers.

1. Does the STC for the weapon version of the flying fortress factor in?
2. Can we cut down on the time for the Mech part by doing the STC first.

Either we'd get overcrowding in the current enclosures and/or we'd have to start euthanizing the excess, I would presume. Either way the entire goal of the project is to get us to the numbers we need to actually deploy them to our military.

In fact, @durin, is there any reason we're not using the one of these we've built to do the exploration? Or is it part of the planned exploration efforts already, and if so why do we need to send an army to explore?

Have the other worlds complained to Avernus about the situation yet? Can't imagine they've missed the Grenadier-grade mafia dons and goons running around their backyard.
Our export-gangster propably can't smuggle their equipment with them. (Hiding Lemans is difficult) Any knowledge of tactics is hard to use until they can train their thugs to a minimum of disciplin and skill. All in all it will take years until it's obvious that Avernus Mafiosi are significantly more dangerous than regular skilled gang-elites.

FYI you can pick and choose - if you build your own full plan, it will still count. The winning options are the ones that have the most votes, done by line rather than by plan. (though that may change in a couple turns when we get to five year turns, as I have no idea how durin is going to handle that)

Basically Enjou's plan, but with Saint Lin focusing on Syr.
 
We can potentially use a personal attention depending on how the coping goes next turn or a standard admin action as the defense will finish. Though I do think once we and Syr have recovered we should do the naval academy.

The Widow Mine: 14 intact and 21 partial
Found in the Super capitals due to their sheer size allowing for their use the Widow Mine is a remote control, automated mine which burrows into the ground where it proceeds to bombard the enemy with shells that have a similarity to those found in the Garm. The advantages of such a system should be readily apparent, both on Avernus against the wildlife and off it.

Examples recovered also exhibit an incredibly advanced machine spirit allowing for a great degree of automation. For example when damaged the mine will reroute power to try and complete its mission or return to its base for repairs.

Cyclone Missile Tank: 8 intact 31 partial
A so far incredibly interesting machine the Cyclone includes an incredible degree of automation and targeting, allowing its pair of missile pods to target both ground and air based threats. If we can use it to improve both Hydra's against anti air targets and use it integrate it itself into our anti air brigades our fire power would substantially increase.

Liberator: 12 intact 15 partial
A seeming artillery ship, this VTOL aircraft uses incredibly powerful and accurate systems to launch powerful missiles towards the enemy from long range. Its missiles are very accurate with two examples discovered one with incredibly high piercing power, and another that utilises a similar method of damage as the Garms anti infantry shells.

MULEAR Mobile Utility Lunar Excavator and Repair: 14 intact, 24023 partial
A seemingly multipurpose machine designed to assist the equivalent the ancients had for tech priests and miners. This machine sports an incredibly advanced mining, repair tools and scanners all automated by its powerful machine spirit.

If we can build this device in sufficient numbers we can increase our metal production extremely, and lower our maintenance costs to a high degree as well.

Combat shields: Hundreds of thousands intact and partial
This revolutionary shield made of 30mm of bonded carbide was discovered in massive numbers aboard the ship and were presumably made use of by the defenders. While sized for use with trooper armor these shields can easily be shrunken down for use for the militia and PDF.
The shield is mounted on the upper arm/pauldron of the armor leaving both arms free, while leaving both hand free and is incredibly light, only 40 grams. Archmagos Explorator Tranth believes it would be child's play to reverse engineer this shield and would increase survivability on battle fields by around 10%.

Cyclic melta, plasma and vanquisher: intact examples 52 partial 199
Using an intricate system of cooling tubes and gears, allows for these discovered weapons to fire in a cyclic pattern one after another, allowing for near constant barrage. However they are rather complex and too large and needy to be used outside static weaponry.

In other news, we are finally near to being able to launch explorations into the wilderness.

Given how big the backlog in the Mechanicus section is (Saren isn't anywhere near understanding even the sub-continent we are on) and how much there is to do in space above Avernus, I don't see why spending vast resources on exploring is a great idea in the short-run.

As such, it is my view that at minimum we want to build flying fortresses so we have a titan-level high-mobility support platform, they are not only useful off Avernus, but have the potential to significantly reduce the casualties any scout force would take.

Fredrick sat in his inner sanctum still in shock after 3 weeks from seeing his Freya die in front of him. Letters of condolences came from everywhere and they were all appreciated deep down in Fredrick's heart but still the gnawing grief was eating Fredrick alive. He can still remember her eyes as they looked up at him in a short time, eyes telegraphing the end of her life as they grew redder with poison.

'damnable spider' thought Fredrick.

In front of him was a small portrait of the family he had with Freya wearing her Admirals uniform and Fredrick Governors attire. Syr was in the picture too holding hands with both of them and in the middle. They all looked like a propaganda picturesque image found of the old imperial armies 'This can be you guardsmen' propaganda campaigns that aired to entice recruits to openly come.

As Fredrick continued to stare at the portrait reveling in nostalgia to escape the present a knock was at the door.

'Ave Governor, It is I General Drago'

Fredrick looked back at the paining and then at the door. He had made himself comfortable in his grief and simply couldn't be bothered to get up to open the door but thankfully he had the hands of the Governors Own, to open those doors to the outside. An yet if only they could have..no it's no ones fault. This is simply life.

Drago stepped through when the door was opened, as per protocol within the Palace, and stood next to Fredrick.

'I do say sir, that the weather hasn't been as well to me either.' ahh. A joke thought Fredrick. Most likely referencing his melancholy state and hint that he should cheer up.

'That would make us brothers Drago. Has something urgent happened?' he said swiftly and in a half rushed manner. Fredrick spared Drago a look out of common courtesy but it was plain that the Governor wanted to be alone longer.

'Nothing out of the usual sir. I simply wanted to give my condolences personally and to give you this data stick. It carries an old song from Cadia that I played after old boy Pask was killed by that Psychodactl.'

Fredrick remembered this event. It was not a pleasant time for Drago especially since that same year he was up to his neck with work that needed doing. Work that was meant to safeguard the populace and his men only for it to not have been already done. An that work that was not done to have been partially to blame for his friends death..or at least he would think so. No matter who you are you are always vulnerable and Avernus teaches this lesson every day. How could man call itself a superior species in a place where they couldn't change the environment around them he'll never know.

'Ah I remember that day' said Fredrick 'It must be hard for Cadia to lose more and more even after the fall of the Astronamicon. Tell me Drago how much do you think this song will mean to me in the long run?'

'You'll hate it and love it sir. This song is like the battle field, soldiers like us can be useful but the need for soldiers is never tolerated well by human emotions. Ever. Still i'll begin playing this here and leave due to how I have to chair 5 new commite's for resource distribution and another meeting with the Mechanicus about getting me my damn fortress. Buggers this bureaucracy is the true enemy of man!' laughed Drago in an attempt at humor. It would normally work too if it weren't for the depressing state Fredrick was in. Sometimes it's just better to not try too hard with grief stricken people.

Drago reached around and plugged in his data stick to a port on a nearby audio player.

'I'll be seeing you later Sir, please do try cheer up though, its never good to dwell in the negatives however comforting they may be.' Drago leaves and a few seconds pass by a song plays.

'What a nice tune Drago..' thought Rotbart. He continued to stare at the portrait and for awhile a lightning bolt had hit him. The kind that reminded him of his greatest duty in life. He looked at the portrait one last time specifically at Syr. She needed him more than anything right now and to allow his grief to prevent him from supporting his Daugher the ONE thing Freya and him loved above all but the Emperor..

Fredrick Rotbart stood up and left his guard following as they followed their Governor who's new strength had finally come. He needed to be a father first and grief stricken lover last.

'Freya always waited for Syr' thought Rotbart as he moved down of his chambers and made his way to Syrs room. Hopefully, this wouldn't be as bad as her rebellion many years ago.

Man.... It's all fun and games until the waifus bite the dust. But this is W40K, and we're on a crazy warp touched Death World, we can just be glad she's with the Emperor now. Inb4 Avernus the planet devours all the souls of people who die here.

And in the interests of actually contributing something productive, we could see some replacements to our aircraft depending on the finds on the Super Capitals. For CAS, the Fire Raptor is hilariously killy, and all of its weapon systems could easily be replaced with improved Impaler equivalents for a flyer that out dakkas anything shy of a Manta. Can you imagine TL Heavy Gatling Impalers and quad TL Heavy Impalers on each side? Because I can. For a dropship, we *could* see the Storm Eagle as well, which is the platform the Fire raptor is derived from, and is basically a lighter dropship than the Thunderhawk. I would also say the Storm Raven potentially, but it's just looks so awful I sincerely hope we don't get them.
