Since we have been discussing it on Discord, I'll say it here. If Drake didn't think that using strike teams would work and he could pull it off, it wouldn't be an option. In his professional opinion, Drake considers strike teams to be a valid if risky way of stopping the ritual.
Also could we use strike teams to narrow down the targeting of the Orbital Bombardment so it is not as ruinous?
At the point, you might as well have the strike teams deal with it. To be clear, orbital bombardment is the option that deliberately chooses the swiftest solution at the cost of maximum loss of innocent life. Trying to exchange speed in exchange for reduced deaths goes against it.

Since I told folks on Discord, an important factor that is being missed both there and here in the thread is who is presenting the options and why they are supporting that option.

The Jens might divorce Drake if we go along with the bombardment.
That's the least of our worries. We know they are very against this. They might directly contradict our orders, which can cause us a lot of trouble in many ways. First of all, I would expect them to be court martialled, I really doubt the Federation would be too thrilled about two Alpha psychers going rogue, and in that case Drake would have to choose between them and his duty in putting them down. Secondly, if they go in without support, the chances something goes wrong groundside drastically increase.

Another concern is also our reputation, the Federation is not the Imperium, they are a democracy that is not in the habit of conducting wholesale genocide on the enemy. We could also get in a lot of trouble with going along with the Eldar.

I think we all need to remember that it is the eldar, a race who give absolutely zero shits on mon-keigh lives that are advocating orbital bombardment. As a primarch, we should try to do better especially if we can still stop it

Higher initial collateral cost is far better than risking the possibility of an entire planet being lost to chaos in my eyes

But at least, the ethics of the previous vote were less cut and dry.
Less Permanent, in a way.

You can stop making new vatborn, give them a lot of therapy and reintegrate them in normal society.

You can't un-incinerate billions of uninvolved civilians.
