There are no limits to how many advisers you may have in any given section. There are limits on how many actions will be in that section, which may mean that eventually you end up having inefficiency in actions simply by dint of having too many actions in one specific area to actually make use of all of them.

For a slight reasoning behind this: Disney is big enough that you never really run out of reasons to delegate things. The balance in this will come from the fact that doing more in an area will tend to benefit that area, and only that area. The more you put into movies, the more you get out of movies. However, this means that you aren't getting more out of other areas, which in a company as widespread as Disney can be painful. On a more related note, slightly spoiler-y, you will have the chance to reassign Don Bluth to a videogames division once the videogame industry crash is over and you feel it's worth it to establish a videogames division.

Does the "reroll reception rolls under 50" and the "+125 to film reception roll from quality" apply to a Halloween re-release of the edited version as well as the original reception roll?

A Halloween re-release of the edited version would receive half the bonuses, so rerolls under 25 and +63 to film reception.

The first is a good compromise, the second is a risk we can take, as we have had good PR so far, and the third is because action economy trumps all other things in management games.
 
So why do people not want the extra action?

The most I've seen is one person saying they have a thing for bonuses, but no one is trying to claim that the bonus is superior to the extra action and we already have WoG that we can get multiple advisors.
 
We can get multiple advisors, who can give us an extra action without giving up such good bonuses, so we should keep his bonuses. -10DC for every movie category action is really good, especially in addition with his other boost.

Also, it's not really an extra action because it's limited to the movies divison which already has a low amount of actions.

Plus, doing a lot of movie actions can backfire from low rolls. One success is better than two failures.

Success is especially important because we have Katzenburg whose opinion will degrade by 5 every turn unless we can get him to have a positive relationship ASAP to prevent him or others from wanting to quit.

Going for too many actions is foolish, we are already a massive company and should first focus more on raising cohesion and cooperation with what we already have instead of rapid expansion.

We can get multiple advisors, who can give us an extra action without giving up such good bonuses, so we should keep his bonuses. -10DC for every movie category action I really good in addition with his other boost.

And 2 successes are better than one.

Movie flops hurt our board approval every turn, and we will always have at least ~2 movie actions since Disney is always has some movie stuff going on. This last turn we had 6, and we've taken at least one movie action every turn so far.

Extra actions are what lets us deal with being big. Bonuses help us focus, which is the opposite of what we want to do with a company this big. Even if we get actions down to a negligible DC, we still need to be able to afford the action to take them.

Every action has a chance for failure that can hurt, but we've seen what the cost of inaction is with the repeated flops with our movies.
