Maybe a value that covers our preferred methods, compared to preferred outcomes?
something along the lines of "avoid personally getting into fights with anyone". Actually, making a value that opposes an entire attribute, might be a bad plan, or not.

Or perhaps "Fighting is somebody else's job"?

To be clear, Praxis will sometimes have to do violence herself, its unavoidable in her career, but yeah she verymuch doesn't seem to be the type to be first through the door.

[] Meritocracy - Believes that one's skills, knowledge, experience and aptitude for the job, not wealth and connections, should be deciding factors for whatever they are suitable for the position or not. At lower value probably not truly opposed to hereditary positions, just prefers that they are not occupied by idiots that just happened to be the oldest/youngest/middlest when the more suitable heirs are available.

I don't think Joanyn is meritocratic actually. She seems to care a lot more about democratic buy-in than meritocratic stuff.

For example, it can be argued that from a meritocratic perspective, the clerical class on our last adventure deserved more representation. After all, the Imperium doesn't do basic education, so from a strict meritocratic perspective the laborers would never have been taught the skills they need to rule effectively. It wouldn't suprise me if the vast majority of them was illiterate.

Plus "being effective at your job" is a highly relative phrase in most cases. To the eyes of the aristocracy, having wealth and connections are the same thing as being good at one's job, since managing those things is their job in a lot of ways.

Yeah our Inquisitor seems to give off kinda "Narodnik" vibes, if that makes sense? Praxis deeply cares about the plight if the actual majority of Imperial citizens and intellectually holds that providing the space for the weak to not be so choked and strangled is a better version of the Imperium adhering to it's ideals and leads to less Chaos cults down the road... but like Praxis dealt with the laborers by leaning on the clerks to stop their resistance instead of propping up the laborers to overcome them. She destroyed the ship's captaincy as it stood by giving the middle officers a chance to wear the hat in exchange for no more random spacings. Praxis fundamentally works with the institutions of Imperium as the stand and reforms them so that they are in principle better guardians of the underclasses as opposed to anything *really* radical, and its not like as an Inquisitor she can't literally send the entire nobility to the gulag and appoint a new class of overlords (at least on a small scale of planetary and subplanetary civilizations).

Though you have to ask whether that's ideology or method. Because precisely how many times can you try that before you die in friendly fire, or accidents happen?

She clearly wants lasting change.

The inherent problem with the "send to gulag and replace" approach instead of propagating semi-official more democratic power structures is that it's far more likely to result in a "new boss same as the old" situation further down the line. Of course, careful management can overcome that, but Praxis is never around to carefully manage these things, she's always flitting all over the place to try and stop the latest crisis without any spare time to do more comprehensive reform. Such is half the plight of being a Recongregationist.

The other half of the plight is the entire faction of the Inquisition who believe that everything is unfolding as part of the Emperor's grand plan and thus any attempts at change and radical politicking is damaging to the fabric of the Imperium and supports the status quo on principle, because even if the Inquisition is good at nothing else it is peerless when it comes to working at cross purposes with itself.

In that sense, making up an ancient precedent for the Council is probably going to be pretty useful.

[X] Plan A Surprisingly Decent Person
-[2] Basic Empathy - Most Inquisitors have a bad habit of seeing people as walking sets of traits to deal with, weaknesses to exploit and corruption vectors to eradicate instead of, you know, people with their own views, feelings, desires, worries and more. Praxis, for the better or for the worse, is not one of them.
-[1] A Shot Fired is a Shot Wasted - Many Inquisitors will see violence as the only proper solution to their problems. For Praxis, this is unacceptable, so she prefers the less aggressive route when possible.

2-1: Dahlia and the Miracle
The journey, as with all things, came to its end, and the shuttle was packed up and launched covertly as the merchant vessel started docking approach with the orbital trade platform. After a few hours of burning to stabilize your orbit, you settled into a stable pattern and awaited a chance to descend, once a landing site was chosen.

There you were, strapped to your crash chair, reviewing your notes. Kilimnik was chewing gum loudly, scanning the planet and comparing landing zones with the data-slate Bookter was holding for him. Charitina was watching and laughing as Dahlia undid her harness and started floating in the freefall, her eyes full of wonder, staring out the front viewport at the planet hanging above.

"It's so beautiful." she said. "A miracle."

"Looks a bit like somebody spilled caff on it, don't it?" Kilimnik said, smirking. Though mostly a perfect blue marble from this angle, much of the northern hemisphere was actually dry salt flats broken up by cliffs and mountains, the remnants of an ocean which, due to ancient tectonic shift, had been lifted above sea level, flooding the southern hemisphere and creating a series of archipelagos. The massive water content of the oceans was a huge trap for heat, which shifted around in rapid streams. The result was a planet that seemed split in two, a beautiful tropical paradise all the way to the southern pole contrasted against a barren brown stain on the world.

"A bit, yeah." you said.

"Big mug." added Charitina. "You okay up there, seraphim?"

"Yeah. A bit dizzy. Not motion sick yet, but I can kinda feel it starting, you know? Like that tingle in my temples." Dahlia rattled off. She was very used to keeping everyone around her appraised as to her mental state, for her safety and everyone else's.

"The focus exercises helping, you think?" you asked.

"I think so... yeah, this is starting to be a bit much. Could..." Charitina reached out, gripped her ankle, and pulled her down to her chair gently, "... yeah, that. Thanks, Sister Charitina. Do you think there will be call for me down there, Inquisitor?"

"I'm sure something will come up." you said. On Dacoth, the night before the Governor's execution as you were cleaning up loose ends, you'd needed her help locating a minister who'd run to the underworld. Her first field operation. She'd done a brilliant job tracking him, his sin standing out like beacon among the good citizens of the shell-works. When you'd finally cornered him, she even knocked the man out with her powers when he went for a gun, though the effort had exhausted her.

It was the first time her powers had done anything but make her miserable.

Dahlia was the most devout person you knew. The most devout person you'd ever known, including all the Sororitas and priests and Space Marines. She spent hour after hour in prayer, she took confession every day, she attributed everything good and beautiful in the galaxy to the Emperor without a second thought. She saw you and your office as a manifestation of the Emperor's Will. She slept with her hands forming the Aquila, which sounds like a joke you'd crack about an emperor-bothering jerk but it was true.

She also hated herself with the same level of conviction. For the first few years, if you gave her the means to, she'd hurt herself, flagellating in penance for existing. She was better than that now, but the scars were still there. Her parents had hidden her from the Black Ships, terrified for their daughter. They'd raised her to be faithful in the hopes it would ward off the evil instead. When it didn't... when it didn't, she'd walked out to the pyre being built and asked them to set aside a space for her.

She'd told you that she saw her own skin as disgusting, unclean, stained forever. After you saved her, she'd scrubbed herself raw in the shower, until the skin came off her palms and you found her huddled under the scalding water, sobbing uncontrollably, begging you to take her back to the flames, that the water couldn't go hot enough to get her clean.

She'd come so far since then.

"I hope I do good work." she said, looking a bit green around the gills.

"I'm sure you will. I think that's enough sightseeing though, we've got a job to do."

Kilimik glanced back over the top of his chair, his mirrored glasses reflecting the planet above in a distorted smear.

"Got me a landing site, boss?"

"Yeah. We're...

Heading to the capital is asking to get shanked by someone or something potentially hostile, yet at the same time we're not combatants or infiltrators - we're a social build, unless I miss my guess. That means heading somewhere small enough to evade a shanking but at the same time large enough to get decent intel.

[X] ... heading for a smaller settlement. Let's get an overview of the situation on the ground.

I feel like we'll have the easiest time seeing what's going on without the interference of any major planetary group. Everyone always has an agenda.

Which will also allow us to insert ourselve covertly before we might have a "inquistor " appear.

Daaaaaaaw. Also, the SOB is giggling at Psyker kid antics. That's pretty significant, but also adorable.

Any particular reason Charitina used that specific word here? Or is it just meant to be a joke about her floating?

I could point to 40k people as devout as that, but that involves either a different belief system than what Dhalia subscribes to, or being utterly batshit 'burn it all' bonkers. So I think that's a very fair assessment on our heroine's part.
She also hated herself with the same level of conviction. For the first few years, if you gave her the means to, she'd hurt herself, flagellating in penance for existing. Yeah, twenty thousand years of stupidity will do that. Can't be bothered to treat the people unwillingly linked up to Hell Itself as a globe-busting bomb as people? Just set them on fire and babble something about heresy, you're on a quota.
She'd told you that she saw her own skin as disgusting, unclean, stained forever. It's an interesting choice to have it described as something wrong with the skin, not the soul. Well, aside from the whole body image issue stuff. Most anti-psyker and anti-mutant sermons/propoganda talk about the inhuman skin reflecting a corrupted soul. So if Dhalia just sees the issue as needing to lose her skin/flesh/body and she'll be fine... let's just say I think it provides an interesting sidequest for any Heretek missions down the line.
